The Economic and Financial Crimes Commission has listed 13 witnesses to testify against the former Chairman of the Nigerian Ports Authority, Chief Olabode George.

The commission arraigned George on Friday before an Ikeja High Court for allegedly awarding contracts worth N100bn ”without due process” during his tenure as the chairman of the NPA.

He was arraigned on a 163-count charge alongside the former Managing Director of the NPA, Mr. Aminu Dabo and three others.

The other three co-defendants are Alhaji Abdullahi Tafida, Captain O. Abidoye and Alhaji Zanna Maidaribe.

The witnesses are listed in the proof of evidence filed by the commission, a copy of which was obtained by our correspondent.

The proof of evidence shows that four of the 13 witnesses are investigators with the EFCC and they are all scheduled to testify and tender documents against George and the four other accused persons.

This four-man team of EFCC investigators will be led by Mr. Bamanga Bello, who was assigned to probe the financial impropriety that allegedly rocked the NPA during Geroge‘s tenure in 2001.

Justice Oyewole had on Friday, remanded the defendants in EFCC’s custody and adjourned the hearing of their application for bail till Tuesday (today).

The alleged offences against the defendants comprised conspiracy to disobey lawful authority, disobedience of lawfully constituted authority with intent to defraud and abuse of office.

The defendants were alleged to have committed the offences with others now at large, between October 1, 2001 and May 6, 2003.


In the particulars of the charge, George and the four others were alleged to have conspired to disobey the Federal Government‘s directive, issued through the Ministry of Finance, which limited the monetary amount contracts any the government ministry or parastatal could award.

The directive, contained in a circular no F15775 and dated June 27, 2001 was tagged ”Policy Guidelines for Procurement and Award of Contracts in Government‘s Ministries and Parastatals”.

The accused persons were alleged to have flagrantly flouted this policy guidelines and awarded numerous multi-billion naira contracts to various companies. These contracts were said to be ”beyond the approved powers” of the accused persons.

It was also stated that accused approved these illegal contracts in naira, dollars and euros denominations despite knowing that it was only the Minister of Transport who had the authority to award contract in excess of N20m.

THE Board of Supervisors of the Southern University System has announced the appointment of Dr. Victor Ukpolo as the seventh Vice-Chancellor for Southern University, New Orleans, USA.

Until his recent appointment, the 53-year-old Ph.D. Ukpolo served the Southern University System as Vice President for academic and student affairs for three years.

Other posts include Associate Vice President for Academic Affairs at California State University, Los Angeles; Interim Associate Vice Chancellor for Academic Affairs/Special Assistant to the Chancellor for Academic Research for the Tennessee Board of Regents; and various administrative posts at Austin Peay State University.

He started his academic career as an Assistant Professor of Economics at Austin Peay State University, in Tennessee, USA and after serving approximately 10 years and attaining the level of Professorship, he was promoted to serve the central administration of the university as Executive Assistant to the President, which became his first administrative assignment.

Ukpolo, a graduate of the University of Maryland in College Park, Md., received both a Master of Arts and Doctorate of Philosophy degrees from The American University.

An economist, he is a member of the American Association of State Colleges and Universities' Committee on Economic and Workforce Development, the Business Council of New Orleans & the River Region, and a board member of the Algiers (New Orleans) Economic Development Foundation.

I think that baptism requires a complete immersion in water. NOT NECESSARILY a river but in any body of water that will completely 'drown' the person. Why?

1. I usually like to check the Hebrew/Greek literal translation for controversial words like this because honestly, our English translators did not do an excellent job. The Greek word for baptize is 'baptizo'' and it literarilly means "to immerse, submerge; to make whelmed (i.e. fully wet); used only (in the New Testament) of ceremonial ablution, especially (technically) of the ordinance of Christian baptism:--Baptist, baptize, wash".

2. If Baptism did not require complete immersion, why would John have to go all the way to River Jordan just to sprinkle water on their foreheads? It makes a lot more sense to fetch water from the river and do the sprinkling on dry land, rather than getting the people all wet and cold.


Concerning drowning, it is better to stay in the shallow end.

ALL IS FAIR IN LOVE AND WAR. For the non-Ibos and Ijaws that have been puns in the fight, it is very sad. But what Ohanaeze is doing is not bad at all. They are fighting the good fight for the Niger Deltans.

Have you ever been to the oil producing regions to see how desolated it looks. Well, I can boldly tell you to go take a look at those areas and you will know why the people are fighting. The rivers and farm lands are being polluted. No good drinking water or educational structures for the children from those regions.Yet the nation's wealth comes from these rivers of black gold.

If Ohanaeze speaks on behalf of the people, then it is a good step towards ameliorating the conflicts in the Niger Delta.

I'm not against what they are saying but why should they demand for amnesty on the militants that has wrecked havoc to innocent Nigerians? Will the ohaneze do the same if it were the middle beltans that are the militants? I sense tribalism here.

[size=14pt]Pastor drowns during baptism [/size]

An evangelical church with the headquarters in Ogudu, Lagos State, has been thrown into mourning following an alleged drowning of one of its pastors.

The pastor, identified as Emmanuel Olayiwola, reportedly went to a river to baptise a new convert at about 8am on Saturday when the incident happened.

He was said to be in company with a co-pastor, Abraham Sani to baptise one Anita Osakwe, a female adherent.

The incident happened at a place known as “Sand Field Ori Oke” in Ogudu area of the state.

During the baptism, Pastor Olayiwola was said to have moved to a portion of the river where the tide was high.

In the process, he reportedly fell into the water and before he could stand up and gain his balance again, the current had allegedly swept him away.

The co-pastor and the new convert who could do nothing to save the life of Olayiwola, went back home and reported the incident to some church elders.

A delegate from the church later reported the incident to the police at Ogudu.

Our correspondent learnt that while the church hired some local divers to search for the pastor, the police also involved its marine unit in the search.

After hours of search, the corpse of the pastor was later found and brought out of the water.

Investigation by our correspondent on Sunday showed that the police may have suspected some foul play in the events leading to the drowning of Olayiwola.

At the time of this report, the police were still interrogating the co-pastor and the female convert who were at the scene of the incident.

A police source told our correspondent that since the pastor was dead, it was difficult to ascertain what actually killed him.

Spokesman for the Lagos State Police Comand, Mr. Frank Mba, confirmed the incident to our correspondent on Sunday. He added that the two suspects were still being held by the police.

Anti-graft war incomplete without Obasanjo's arrest, says Kalu

Former Abia State Governor, Orji Uzor Kalu, has repeated his warning that the Economic and Financial Crime Commission (EFCC) would not fight a credible war against corruption until it prosecutes Obasanjo.


He told reporters at the Murtala Mohammed Airport, Lagos on Sunday that although recent developments under the new leadership of the EFCC are commendable, such would amount to selective justice if Obasanjo remains untouched.


He said the fact that some individuals who were close to Obasanjo are being hounded is not enough to give the EFCC a pass mark.


"We cannot judge the EFCC now. We are still watching. Until they catch the main man, they have not started," he stated.


In his view, Obasanjo should have been arrested long ago following disclosures from his former aides.


"What else is needed when somebody said you gave out contracts wrongly? Your Finance Minister said you did not obey the law and the Department of Petroleum Resources (DPR) said a contract that was supposed to be given out of $400 million was given out for $5 billion. What else are you looking for?


"Until (Obasanjo) is arrested, the war on corruption has not started. I expect (EFCC) to go after him. I want everybody to answer his name. That is the correct thing to do. We are watching, we are not going to be a burden to anybody and we are not going to be spectators."


Kalu praised the way the EFCC Chairman, Farida Waziri, is going about her duties, noting that it is the best approach an astute security personnel should adopt.


"She is not calling a press conference everyday. She is in her office doing her job and that is what it should be. That is what is expected of the security people to do. You must have your information before you swing into action, not acting before having information."


In any case, a petition demanding the probe of Obasanjo has been received by the Independent Corrupt Practices and Other Related Offences Commission (ICPC), which also has dossiers on 23 former Governors.


ICPC Chairman, Emmanuel Ayoola, made the disclosures in Abuja at the weekend.


He said the Commission would soon publish the list of former Governors who have violated the ICPC Act.


A statement issued by ICPC Resident Consultant, (Media and Event), Folu Olamiti, quoted him as saying that although the petition against Obasanjo appears vague the Commission is studying it.


"As far as the ICPC is concerned, nobody should feel offended if investigated. It is what the law says that it will do. It is misconception to look at the status of a person and conclude that you are not going to investigate him," the statement added.


"We are looking at the files. There are at least 23 of the former Governors (involved). I believe that in the next two weeks we will know which former Governors will be investigated and which ones will not."


Ayoola noted that the ICPC Act permits it to go after Governors once they leave office and no longer have immunity.


"We don't need an independent counsel to investigate and prosecute them. We are scrutinising the files to see whether there are cases that we could now pursue. Many of the allegations were made as far back as 2003. We need to see which of these allegations are motivated for election purposes.


"We (also) have one or two petitions against serving Governors. What the law says is that when we come across such petitions we should pass them to the Chief Justice who has the mandate to appoint independent counsel to investigate the allegations.


"When an independent counsel investigates, he does not prosecute. He reports to the legislature. It is for the legislature to take over from there."


He stressed that setting up special courts may not necessarily solve the problem of delay in the prosecution of corruption cases.


"Setting up special courts is an option. There is a Bill before the National Assembly (on it). With benefit of past experiences, it may probably work for a while but nobody can guarantee that it will be the solution to the problem."


Ayoola added that the ICPC will ask the House of Representatives for its report on the probe of the energy sector for review, in line with its mandate.


He also advocated that performance bonds should be a condition for the award of contracts to prevent the abandonment of projects.


"We are waiting for the (House) to complete the exercise and whether the report is sent to us for prosecution or not, we are going to ask for the transcript.


"We appreciate what they are doing but if we are following what they are doing merely for the purpose of prosecution, we are not going to get maximum benefit from their actions. Through the transcript, we will see how the system permitted such things to happen."
