Your second picture also shows that certificates are not reissued, and Cambridge has on offer the same thing WAEC has on offer that Buhari has already availed himself of knowing WAEC has the authority to issue it having been involved with the exam, which is a certifying statement or attestation that shows the result.

When the colonial authority started WASC, University of Cambridge Local Examinations Syndicate, UCLES was invited to conduct the exams on behalf of the new body. WASC/WAEC understudied Cambridge for a period of years before they took over the conduct of the examination. All records of examinations conducted by Cambridge were transfered to WASC/WAEC. How can you now compare that to Neco and WAEC? Does it make any sense to you?
