I like to know about blog creation and I like to have my blog on the google platform.

Here are the areas I need clarifications on::

1). If you create a blog from google; your domain..com, and buy a custom domain name from DomainKing (3k) for example. Then you will have your domain.com.

2). Regarding your 2nd query, our servers are located in US. Also website blocking doesn't work based on any country or location. Generally the websites are blocked by the government based on the laws and policies of a particular country. In this the country's regulating authority might ask the ISPs to block particular websites and their IPs due to some infringement at their end. There is never full blacklisting for a particular country's IPs.
