I don't understand the negotiation this man is talking about. Has he not seen the budget of the NDDC, or the ministry of Niger Delta Affairs or the office of the SA to the President on Niger delta?
Has he not seen the budget of the oil and gas producing areas associations of the various Niger Delta states e.g DESOPADEC in his native Delta state?

The King James version of the bible speaks of Leviathan because it is something the English translators of the bible and their English audience would have better understood. What the original Hebrew writers wrote instead if Leviathan, only God knows.
