The problem is even when you opt to change it they tell you it's a waste of time

I've noticed that once a car thermostat goes bad, mechanics will advise that the car radiator be rewired so that the cooling fans are always blowing once the car is on irrespective of the temperature.
This adds to the car noise which is very irritating.
Is there any reason thermostats cannot be fixed?
