Kano state Governor, Dr. Abdullahi Umar Ganduje on Thursday, handed over 124 recovered domestic animals to the state Standing Committee on Repatriation of Recovered rustled Cattle to the rightful owners Presenting the animals which include 97 cattle and 27 sheep to the committee at Cattle Recovery Camp, Dawakin Kudu, Governor Ganduje commended security agencies, especially the Police, for tackling the menace to a minimal numbers. Governor Ganduje continued: "I am happy to say that it has been a long time since we last came to here. This shows the prevalence of cattle rustling is going down. It is not my wish and prayer to always be coming here to issue such animals, because if we are doing that, it means the insecurity is increasing, God forbid”. “So, what we are doing today is ensuring that justice is done by distribution of these cattle to the people claiming to be their rightful owners after careful screening by the committee", the governor maintained, adding that the Police who confiscated the animals succeeded in discovering arms and ammunitions, while suspects were apprehended and taken to court of law. The governor pointed out that since the coming of the APC government at the center, the issue of insecurity across the country has reduced drastically, commending President Muhammad Buhari for his courageous approach which motivated the security agencies to work diligently. In his remarks, the state Police Commissioner, Mr. Rabiu Yusuf assured people of the state that his men and other security agencies would make sure that people in all the part of the state sleep with their two eyes closed. The Emir of Kano, Malam Muhammadu Sanusi II, represented by the District Head of Doguwa, Alh. Aliyu Harazumi Umar thanked the state government for supporting the security agencies in addressing cattle rustling at Falgore Forest, lamenting however, that the rustlers have now resorted to kidnapping. He stated that to achieve success on the crusade against the bandits, Kaduna and Bauchi state governments must be seriously involved in the fight. Earlier, chairman of the Standing Committee on Repatriation of Recovered rustled Cattle, who is also the state Commissioner of Local government, Alh. Murtala Sule Garo told the gathering that so far 5,005 cattle, 350 sheep and goats, 6 donkeys, 10 camels and 2 dogs were returned to 141 rightful owners, revealing that the committee also registered 6,040 claimants from nine states of the federation. President Muhamamdu Buhari-led Federal Government has promised to take care of the education of the 21 freed Chibok schoolgirls and provide jobs for them. Vice President Yemi Osinbajo made the promise yesterday when he visited the girls at the DSS medical centre situated along the Airport Road, Abuja. The spokesman of the vice president, Laolu Akande, quoted his boss as assuring the freed girls: “We are going to see to it that everything that you require going forward, perhaps, your education; those who need to go back to school, those who need to find employment, we are going to make sure that we make all the provisions for you. “The Federal Government is very committed. The president, in particular, has asked me to tell you how excited he is. When you were away, he kept saying that if it were his daughter, he wouldn’t even know what to do. So, we are all very excited that you are here. Nigeria's President Muhammadu Buhari has approved that the N10bn seized from the National Broadcasting Commission by the Economic and Financial Crimes Commission, EFCC, be returned back to the NBC. This is according to the Director-General of NBC, Mallam Is’haq Kawu. The money is part of the funds realised by the NBC from the controversial sale of frequency to MTN Nigeria and had been a subject of probe by the EFCC. It was alleged that the NBC failed to remit the N10bn to the Treasury Single Account when it was told to do so by FG. The NBC argued that the money was meant for projects being executed for the country’s migration to digital broadcasting. Kawu said the funds would be channelled towards projects and programmes aimed at achieving the transition to digital broadcasting for which a deadline of June 2017 had been set. this in Abuja on Thursday at a press conference to announce the 20th edition of Africa Broadcasting Conference and Exhibition coming up in Abuja next week. “We are going to assist a lot of young people to get finances for the production of their contents. Jigawa State House of Assembly has passed a bill which makes it mandatory for all intending couples to undergo test for HIV/AIDs, twice, in the last three months, before marriage is contracted. Making this known at yesterday’s plenary, Chairman of the Committee on the control of HIV/AIDs, Ibrahim Suleman Gwiwa, noted that the bill intended to provide free and compulsory HIV/AID test before marriage, as well prohibit all forms of discrimination and stigmatisation against people living with the virus. Gwiwa said the bill became imperative following the widespread of the killer disease among couples in the state. He explained that in the bill, Sharia and Magistrate Courts would have jurisdiction to try HIV/AIDs related offences and added that, on the other hand, Association for People living with HIV/AIDs and State Agency for the Control of AIDs would be deployed for enforcement at all levels. “Intending couples should submit themselves together to the same facility and the result should be open to them by the counsellor at the same time. “Tests should be done twice, three months and two weeks to the marriage and the bill indicates that Shariah and Magistrate Courts in the state have jurisdiction to try offences under the law.” http://www.newshelm.com/2016/10/jigawa-passes-no-hiv-test-no-marriage.html

President Muhammadu Buhari has pledged that the anti-corruption crusade in the country will be deepened and institutionalised to last beyond the life of the current administration. Receiving American Secretary of State, Mr John Kerry, at an audience in State House, Abuja, Tuesday, the President declared: "We will insist on the standards we're establishing. We are laying down administrative and financial instructions in the public service that must be obeyed. Any breach will no longer be acceptable.” “We will retrain our staff, so that they understand the new orientation. And those who run foul of these rules will be prosecuted, no matter who is involved. But we will be fair, just and act according to the rule of law. Anyone perceived corrupt is innocent till we can prove it. We will work very hard to establish documentation for successful prosecution, and those in positions of trust will sit up." President Buhari appreciated the intervention of the U.S before the 2015 polls, demanding free and fair elections in Nigeria, saying, "America did not do it because of what it stands to benefit from us. You did it for the Nigerian people. It tells so much what the U.S stands for in the world." On the Boko Haram insurgency, President Buhari thanked the U.S for both hard and soft military help. "The training and intelligence that we could not muster ourselves, we received. The training has made Boko Haram less of a threat to Nigeria and the Lake Chad Basin region, while the military hardware has given our troops added confidence." President Buhari said though Militancy in the Niger Delta has impacted negatively on the economy and affected the positive intentions of international and local investors, government was showing restraint not to use real force, "except when constrained to do so." On the economy, the President assured that the focus of his administration is on the diversification of the economy having learnt our lessons from years of over dependence on oil. In his remarks, Mr Kerry commended the courage of President Buhari in fighting corruption, saying: "We applaud what you are doing. Corruption creates a ready-made playing field for recruiting extremists. You inherited a big problem, and we will support you in any way we can. We will work with you very closely. We don't want to interfere, but will offer opportunities as you require." The American Secretary of State also pledged to assist in tackling the humanitarian challenges in the North-east, adding that his country would get the UK, France, and others "to augment the support." Two cabinet members of the Ondo state government have defected to the All Progressive Congress, The Nation reports. The state's Commissioner for Community Development and Cooperative Services Mrs Yetunde Adeyanju on Tuesday resigned her appointment and announced her defection. Giwa Rasheed, a special assistant to Governor Olusegun Mimiko, also resigned and defected to APC. The patrol team intercepted Aliyu Jubril, 24 years and a member of National Youth Service Corps; Ismail Baba, 22, and a student of Ramat Polytechnic; Mohammed Suleiman, 25, a driver and Mohammed Bukar, 15, and assistant to the driver, at Silo along Maiduguri-Damboa road while attempting to cart away heavy armoured cable belonging to Power Holding Company of Nigeria (PHCN) they had vandalized. Army spokesman, Col. Sani Usman, in a statement said the suspects loaded the heavy cables in a truck using a crane with registration number 09B-15BO before their arrest. Forget the boisterous drama in Nigeria's political space, the last few weeks have not been funny. It is of the country with loop holes in its legislative chambers with government expenditure. Nigerians have been fed with unpleasant information on the details of how principal officers in the House of Representatives allegedly abused the privileges of appropriation and lawmaking. The allegation of budget-padding, levelled against the Speaker of the House of Representatives, Yakubu Dogara and three other officers, by former chairman of the House of Representatives Appropriation Committee, Abdulmumin Jibrin, and the denial and counter-accusation there from, have reinforced the escalating degeneration of lawmaking in the National Assembly. Nigeria has a President. Mohammadu Buhari, an ex-military commander, and one of the most respected and decorated officers in the history of the Nigerian Army. Minister of Budget and National Planning says the budget passed by the President was a better document than the first budget returned by the National Assembly. What exactly is the issue? Should President Buhari be silent on a sensitive National issue like this? What are those things that could be done to end padding – which has actually been on in the legislative quarters for quite some time. 1. What Exactly Happened? The Public Should Know: Before we get to the stage of trials and punishment, there must be a clear establishment of facts as to what exactly happened, the role of the principal actors and how they exploited the system. This will allow the public to have information that will enable them to make meaningful contributions to a foreclosure process. 2. Offenders Should Be Trialled And Punished: This will perhaps go down as one of the stains on President Buhari's Change mantra. The appropriate action to be taken is to punish all the offenders. This is in consideration of the definition of law as the command of the sovereign which must be obeyed at the risk of sanctions. There should be no ''ábove the law' in this case. 3. Principal Officers Involved In The Mess Should Confess and Apologize: Principal officers involved in this mess should confess and apologise to Nigerians for their shameful conduct. Without taking sides to the raging feud, specific allegations made against the leadership by the former chairman of the Appropriations Committee, Abdulmumini Jibrin, have been left unanswered. The House leadership is trying to use a general traverse of denials against specific allegations. This cannot stand in law and logical analysis. The allegations are specific and need factual responses to successfully rebut them. It is at this second phase that we may be able to explore the possibilities of compensation to society for the misdeeds of the legislators. Whether there is a framework to get this compensation or what exactly the offenders have that can compensate society is a moot point that may be further interrogated. 4. Scrutinize The System That Led to Padding Against Recurrence: After fishing out the details of how the system was manipulated, the next is to use the information to learn lessons, plug the loopholes and devise measures to guarantee non-repetition of the fraud. The system must not be so weak as to allow this manner of fraud to be repeated. Thus, this provides an opportunity for a comprehensive review of the entire appropriation system and ensuring that it is re-wired to protect the public interest. 5. Minister of Budget Should Be Relieved of Duty: Following the scandals surrounding issues of 2016 budget right from the insertion of items, withdrawal from the Senate, and other irregularities, one would have expected President Buhari to relieve the minister of Budget and planning for those woes. President Buhari needs to take the bull by the horn and caution any minister in his cabinet members that aver to irregularities so as to serve as deterrent to others. This will allow Mr President's anti corruption campaign potent 6. Extend Anti-Corruption Fight to His Party: The President has been accused of a one-sided anti-corruption campaign and it seem obviously true. In other to establish deterrence in the national assembly, President Buhari need to extend the hand of probe to his party members.
