For those who can remember, they was a time a registered 05 Pathfinder was placed for sale at 500k on Nairaland auto section. I responded because I used to see KayHarry's ads on OLX a lot so I assumed he was a reliable dealer. I called him and he said the car was available but there was someone inspecting the car as we speak. I fly bike from festac to oshodi with a mechanic to agbado jaiye - on your way to Ota - got to Jankara market. When we got there, they showed me an 01 pathfinder - a different car altogether - I called KayHarry only for him say he wants to call the car owner that he will call me back - he never called back. Then they took me and the mechanic to an inner workshop away from the main road and we saw the car. They said the car cost 800k, I protested and called Kayharry (that said he will get back to me). He now said that the car has been sold, I said I was looking at the car, he now said that I was now dealing with the new owner who wants to resell and that the price was #520K. I said but you put 500k on Nairaland plus I called you when I first made enquiries and you said 500k; Kayharry deny himself say na 520k e tell me. I say Ok, I recheck Nairaland see 500K I no bother. (I became suspicious at this point, as in was the car bought for so less than 500 that the new owner is willing to sell for 520k) I now told the guy in front of me that I will pay 520k, he said no issues and asked if I wanted to pay in cash or kind, I said I needed to see the documents of car first and inspect it (because the car was locked) before we talk of money now, abi. He said we should go and meet the owner, we waka Oooh, till he took us to another person. That one said the owner left the car in his care and that they was nothing wrong with the car but the only thing was that the car was smoking a little bit and that just changing valve seal or so would stop it. I ask mechanic how much it will cost in his presence, mechanic smiled and said it shouldnt be more than 15k - 20k tops. The next thing, the baba dey ask me whether I wan pay now in cash or transfer. I asked say whether them no dey inspect car Jankara market before them buy am; at that point he said he wants to call the owner and he left us. Immediately he left, my mechanic say na lie the baba dey lie, say valve seal or whatever it was no dey make engine smoke. Say na to change engine and the engines cost hundreds of thousands of Naira. 10minutes later, the guy came back and said that he has spoken to owner that he is on his way. That the guy is at Oshodi and he is with the car keys. Na that time me come dey suspect say na 419 them be wan play me (else why ask me about paying when I haven't even seen the engine, or seen the interior, they just pointed to a parked car that was locked and were asking me to play like say na promo or special offer whey fit go anytime). I now called KayHarry and this is exactly what I said, word for word "Guy nawa for you, you fvck up, next time when you wan market car whey no be your own, dey try do research on the car first. Habaaa. You said nothing do the car, everything is working "pafectly" meanwhile engine dey smoke, you talk one price online, I don reach here now another price, I call you, ask you whether make I show, you say make I show meanwhile no way to confirm the car................." KayHarry firmly interrupted said shebi I "call you" (false because the 3 times we spoke I called him even though he said he will call back) tell you say person dey already inspect the car before you come plus I tell say e don already buy am..........why you come dey talk trash for my ear? Guy, fvck off............." And he hung up on me, I wanted to call him back but I remembered that I didn't even know who I was talking with. Come to think of it, from the very beginning when I made enquiries till that moment everything had had said was inconsistent at best and at worst lies so what will calling him achieve?? I was even going to raise the issue on the Ad he placed on Nairaland but I felt no need; you would need to super foolish to deal with a person who didn't even bother to be physically present at the scene where the car was so I locked up. Don't know about you but the pattern discussed by the Op was used by KayHarry on me. Na the 3k whey I blow on biking up and down with my mechanic in the rain all the way first Festac to catch a "sweet" deal na e pain me!! But in the end, I rather lose 3K anyday than lose 500K to a faceless and ficticious bastard, wannabe car dealer anywhere, anytime, anyday. |

My analogy with "Bluetooth" was to show the relevance of personal research and exposure when handling the affairs of a ministry; you didn't get the point? Then let it fly. And par physically challenged folks, I believe Dr. Samuel Ankeli is a member of Buhari's cabinet so its not strange here. Plus you seeking "examples" is a clear sign that the focus of the OP/thread is lost on you. Neither of my three degrees are empty, I paid the price in hardwork, sweat and tears to get them and I am able to defend then if occasion calls for it. Hiring anybody at all as minister (whether in their area or outside) "may" still be counter-productive. This is because expertise in the real sense should account for just 50% - as far as appointments go - there is also the personal track record - Personal character and philosophy as well as the ability to apply diplomacy and to lead. You don't bring a man into your cabinet who doesn't believe in your vision nor share in your ideas and expect him to perform. A firm example is Sanusi Lamido. He never believed in our Bi-cameral legislative system one day, he was the face of the campaign for TSA - where all government cash rest in his control, which is killing our economy right now as we speak - so asking such a man to be CBN governor knowing fully well that the same National assembly will want to exercise oversight functions over him one of these days is just foolish. You don't bring a lawyer who still has trouble using bluetooth on his phone, with zero ICT exposure and make him Minister of Communications Technology and expect the fellow to deliver. The truth is that appointments in some cases are used to reward political backers or constituencies. They rather give appointments to political backers and make the expert his adviser and hope for the best. Look at the USA for example, Hilary clinton wasn't necessarily the best person to be made secretary of state (comparing her to a man like colin powell) but it was an arrangement design to reward her for her efforts during Obama's presidential campaign. That's it. There is nothing counterproductive in Hiring a man to oversee a ministry in it area of expertise. It is only so when a man who lacks the ability to lead, or doesn't share in your vision as chief executive is mande minister that it may be counterproductive. In any case, following your analogy; if a man like me for example have served as a PA to the Senate house committee Chairman on Communication Tech, worked with a Communications Minister as Senior special adviser and I do all this as a lawyer and eventually become Communications Minister; and all this is done in a space of 25yrs. I don't see why I can't be deemed qualified to become Communications Minister because I have been in the system even though I may be a lawyer by training. So there is nothing wrong with appointing someone with exposure. But appointing someone outside his area of training and exposure is a recipe for chaos and may lead to disaster. Its counterproductive for an Engineer to be Minister of works, appoint a seasoned politician who is a linguist. Its totally counterproductive for an economist to be Minister of Finance, a seasoned politician who is a cosmetologist will do. Its totally off-key and counterproductive to appoint a professional Agriculture expert to Preside over ministry of agriculture, a medical doctor with a strong political background will suffice. Its counterproductive to appoint an ICT professional or a scientist as minister of Communications technology, a seasoned caterer or Nutritionist with a strong political record will be excellent. That is the most unintelligent argument/excuse I have ever witnessed for the current spate of ill-advised ministerial appointments in Nigeria (and I happen to have seen/heard a lot). ![]() |

Bunmi may have what it takes to be Communications Minister but instead shittu got the Job instead obviously because Bunmi has zero political mileage to offer Buhari/APC. We have a Minister of Science and Tech We have a Minister of Communications We have a Minister of Information. Bunmi Okunowo is not a minister and isn't in charge of ICT in Nigeria. Depending on what Bunmi wishes to dabble into, he may have to work with either Minister of Science and Tech or Communications Ministers. Bunmi reports to Barrister shittu, you don't believe? Go and do your research and come back and school us better before you contend on it any further. After all, they are agencies of government. Even if you wish to go by linguistic technicalities. ICT means Information and Communications technology If we say Barr shittu is the communications minister or ICT minister, that should suffice, seeing that we already have a minister of Information in the person of Lai Mohammed. Your line of argument is similar to that of one who assumes that simply because Lai Mohammed is the Minister of Information and culture that the National Orientation agency doesn't report to him....... |

bro in Nigeria cabinet the Minister is appointed by the President subject to approval by the Senate and is responsible for POLICY, while the Permanent Secretary is responsible for implementation of the policy...Now let me use myself as an example am a medical doctor how can I be a minister in ministry of finance and make policies for permanent secretaries to implement
