In as much as it's questionable, it may be genuine... Not all slots must be expensive... the fewer the middle men involved, the cheaper. The 300k might be to settle a few in the office from which the APL would emanate.
Note: I'm not saying the slot is genuine outrightly... I'm just suggesting you investigate more before making a decision.

Note : Mistakes on appointment letters are nothing new, a friend who got in last year rectified a name error on her apl during documentation. You may say it's less an error as compared to this but it is still possible. So that letter is 90% genuine.

the source of this apl must be quite highly ranked... I doubt most sponsors have gotten letters for their candidates. Let's wait for this week....
