The Iranians will never make the first move, even if blockaded by the combination of the Americans and Israelis. They are racing to acquire more ballistic missiles, but a blockade, especially with the backing of the USA will not suffice to attack first. They will resort to diplomacy as a first means for the safety of their citizens. They will only retaliate militarily if under any attack.

That’s principally the reason for the rush to become a nuclear armed state. That will serve as a deterrent against any perceived foe, including the USA.
