The US Capitol is the seat of American Democracy. It houses a coequal arm of the American Government. When the protesters were outside, they were called protesters, once they breach through the Capitol when Congress was in session, it became an act of Insurrection. The National Guard is the only branch of the US Army that's allowed to deploy on American soil and they only do that in state of emergency. The authority to deploy the National Guard rest with the Governor of the state except D.C where it's done by the President. They don't set up road blocks, they don't harass civilians on a daily basis, you only see them once the police can't handle civil matters (state of emergency). The USCP were armed but because the protesters weren't, they didn't shoot them even when they breached the Capitol. Out of the 5 people that died, the only one that was shot tried to enter a resisted area where Congress members were housed during the riot through a broken window. Other than that, the protesters were dispered with tear gas and water cannons. You can't honestly say the same thing about Nigerian security officers be it police or army or vigilantes. Where any small alteration they've open fire on civilians. At Lekki they army had time to prepare to engage a civilian population yet they came with live ammunitions. Law enforcement and critical government agencies from local to federal are supposed to work hand in hand, coordinate and response to imminent threats and unrests, this is what the government put in place after 9/11, but system failed massively.
Regardless of authorization or chain of command, the system was supposed to function smoothly and seamlessly across the board, that's the point, not whatever authorization and chain of command you keep repeating.
Failure is failure, the system failed and the fact that there was a break down between local and federal agencies even based on the same chain of command and authorization you keep repeating means the system failed, that's the point.

NGpatriot: My assertion wasn't about authorization or seeking authorization before deployment of law enforcements, I was highlighting that even with massive presence of law enforcement agencies around the capitol, the capitol fell, easily, a massive failure and lack of cooperation and coordination.
This kind of law enforcement failure and lack of coordination was addressed and taken care of after 9/11, 911 was the reason why they merged several law enforcement agencies and created homeland security, but 4 years of Trump dismantled everything, he politicized, hollowed out and weakened the agencies and government institutions, he turned them into political agencies serving Trump and the white house alone.
This is the reason why it took forever after so many requests to send the National guards, politics and Trump delayed quick response.
Trump sacked many of the heads of these critical agencies and many resigned for all kinds of reasons, but Trump refused to appoint new heads to direct the agencies with authority that they can not project without confirmation by the congress, Trump intentionally kept them under acting status for his own political benefits and machinations.
The most critical of law enforcement agency in America is the homeland agency, but the head of the same homeland security remained under acting status till he resigned after this insurrection and failed coup.
Seeking authorization or permission was the least of the damage done by Trump. Read again what I wrote. Youre saying you're not talking about authorization but that's what it is. Despite the hint of a protest that day, the head of the Capitol police department didnt deploy sufficient bodies to the Capitol. He resigned after the incidence. When they breach through the Capitol and calls were made. The Capitol police can't deploy the National Guard even the V.P that was in the building can't do that since it's D.C that authority lies with the President so they calls were made to the Presidential aides to speak to the President which he hesitated to quickly deploy them. Homeland security do not engage in civil unrest. That's the job of the police and FBI. They only deal with domestic terrorist. They protesters weren't terriorist designate. Like I said, everything follows a chain of command. Once the police can't handle a civil protest, it's only then that the Governor (if not in D.C) can deploy the National Guard and declare a state of emergency or Curfew. |

Your last paragraph though. The US Capitol has its own police. Until they call for help, other security forces can't intrude on their jurisdiction. If they call for help, those forces will still need authorisation from their superior to act. Since it's DC, the National Guard will need authorization from the President to be deployed. The Secret Service don't work for the Capitol. They only protect the prominent principal officer holders and the white house. Even going by what you say, let's take bitcoin for example, when it came out, it took weeks to get confirmation on a transaction on the bitcoin network. When the developers started creating the Lightening network to bring about faster confirmation it lead to a lot of forking of bitcoin because a lot of the developers agrued that the cryptocurrency was shifting away from being truly decentralized. Putting this in context of free speech, if for example there're 10million users, and the need to censor a post arises. Before the post get banned or something the damage would have already been done by the post rendering the censoring useless. If a group of people are elected to oversee the censorship of post and users, then we'll be back where we started. |
