It is an admittance of guilt without the stress of going to court. That is a lie. Forfeiture is always after conviction. The drug convict goes to jail and then forfeits the property and money, this is called proceeds of crime. Many of you are not enlightened. |

And that subsection you mentioned is in present tense when you look at the opening statement of the subsection. This means the person is currently under a fine a prison sentence. The next subsection then extends this to a period within the last ten years. |
