All schools across the 23 Local Government Areas in Kaduna have been ordered by the State government to shut down. This followed an upsurge of the COVID-19 in the state, according to the State Commissioner for Education, Dr. Shehu Makarfi. The statement directed all schools in the state to close as from Wednesday, December 16, 2020. Makarfi said the measure was taken to curb the spread of the COVID-19 pandemic following its second wave in the state. The Commissioner in a statement issued on Tuesday said the ministry decided to shut down the schools due to the rising cases of COVID-19 infections in the state. According to him, the rising cases of COVID-19 showed a replicate of figures recorded in the first wave of the pandemic in April, May and June 2020, indicating that a new wave of the infection is rapidly spreading across the state. He noted that the State’s Ministry of Health has further confirmed that, while the infections cut across age groups, the new wave especially, affects those between 10 and 35 years (which form a majority of the populace in the education sector). He added that in its effort to contain the spread of the pandemic and save the lives of people in the state, the state “is directing all public and private schools to conclude all necessary arrangements and close on Wednesday, 16th December, 2020 as opposed to the initial closings.” All examinations, the commissioner said, must be concluded on or before Tuesday, 15th December, 2020 in all institutions of learning across the state. He added that physical classes in the universities and other institutions of Higher Learning would not be held during the period of closure. He said Institutions can make other arrangements for teaching and learning and other activities in line with their continuity and contingency plans. The commissioner said to minimise the impact on teaching and learning, all schools would continue to plan lessons and where possible, provide online resources for students or online lessons where schools are equipped to do so. “Learners in the basic, post basic and secondary school levels could continue learning while at home from the Kaduna State TV and Radio e-Learning Programmes,” the statement noted. According to Kadaria Ahmed, media personality, Abdul Labaran, spokesman of the Katsina government, disclosed this in a chat with RadioNow FM. She quoted Labaran as saying the gunmen have asked the parents to start making preparations for ransom to facilitate the release of the students. The Independent National Electoral Commission (INEC) has declared Seriake Dickson, former governor of Bayelsa state, as winner of the Bayelsa-west senatorial bye-election. Dickson, candidate of the Peoples Democratic Party (PDP), polled 115,257 votes while his closest rival, Peremobowei Ebebi, of the All Progressives Congress (APC), garnered 17,541 votes in the election which was held last Saturday. Moses Cleopas of the PDP also polled 110,019 votes to defeat his closest challenger, Abel Efemowei, APC candidate, in the Bayelsa central senatorial district bye-election. Dickson and Cleopas are stepping into the legislative seats left vacant by Douye Diri, the state governor, and Lawrence Ewhrujakpo, his deputy. Speaking at his country home of Toru-Orua, Dickson dedicated his victory to God, the voters, Bayelsa, and the Ijaw nation. Suspected robbers have reportedly sent a threat letter to residents of Dejuwogbo, in the Oke Ota-Ona area of Ikorodu Local Government, Lagos, notifying them of an impending robbery. The purpoted letter was posted on a popular Ikorodu Facebook page by a resident of Dejuwogbo community, Omotunde Ayodele Isiaq, on Monday, Decemeber 7. In the letter, the robbers stated that they will be paying a visit to the area on 24, 25, 26 of December and expect a warm welcome from the residents. The Chief of Army Staff, Lt. Gen. Tukur Buratai has in a post shared on his verified Facebook page disclosed that there is likelihood of terrorism persisting in Nigeria for another 20 years. Buratai who noted that "citizens responsibility" is equally important and imperative, added that curbing terrorism depends on the level of escalation and the appropriate responses by all stakeholders both civil and military authorities. He wrote; There is general misunderstanding of what insurgency and terrorism entail. There is likelihood of terrorism persisting in Nigeria for another 20 years. Car owners in the country will have to pay N250,000 to convert their cars to autogas. Justice Derefaka, Technical Adviser on Gas Business and Policy Implementation to Minister of State for Petroleum, Timipre Sylva who appeared on a Channels Television programme on Wednesday December 2 after the Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Mele Kyari on Tuesday December 1 said that one million cars are to be powered by Autogas free of charge, averred that vehicle owners will have different payment plans to covert their cars to autogas. He said; “The cost varies. So in terms of cost implication, it depends on the cylinder of the vehicle and of course, for a typical SUV cylinder, it is a bit higher but on the average, it is around N200,000 to N250,000 and this is for a four-cylinder vehicle but it becomes a little bit higher for a six-cylinder SUV vehicle.” Also commenting on the different payment plans for car owners who want to convert their cars, Derefaka stated that the conversion is not totally free. He added; “The owner of the car basically will decide to say I want to run on autogas or CNG or LNG and like the honourable minister had mentioned it as well, conversion basically, has different strands, you can partner with your bank and then the bank will now agree with the conversion centre to say ‘Convert this our customer’s car for free.’ Not free in its entirety. “But then you now go and covert your vehicle. What happens is that the installer will put some form of mechanism that each time you buy the gas; a certain amount will be deducted to pay for the conversion kits.” Dimissing fears of many Nigerians seeing the conversion fee as expensive, the aide noted that payment can be done within five to seven months. The House of Representatives has reached a resoution of inviting the British High Commissioner to Nigeria, Catriona Laing over the recent comment made by a British lawmaker against former Head of State, Yakubu Gowon. The resolution was reached following a motion from a lawmaker Yusuf Gagdi, who is from the same constituency as the former head of state. Recall that the British lawmaker had on November 23, accused Gowon of taking half of the money in the Central Bank of Nigeria with him when he went on exile. The Nigerian lawmakers who will be seeking an explanation from the British envoy on why no apology has been issued despite calls for same, mandated the Committee on Foreign Affairs to interface with the Foreign Affairs Committee of the British parliament over the comments. The house of representatives members averred that the allegation of looting is capable of causing a crisis in Nigeria and disturb the peace of the country. Following the adoption of Gagdi’s motion, the House also asked the Speaker, Femi Gbajabiamila to write to Speaker of UK Parliament to express displeasure over the unfounded allegations. ABUJA — Worried over the escalating security situation in the country, the House of Representatives,, yesterday asked service chiefs to immediately resign their offices or be sacked by President Muhammed Buhari. The House, in a resolution, said the Service Chiefs have not been able to address the security challenges plaguing the country since 2015 when they were appointed by the President. On its part, the Senate called on President Buhari to, as a matter of urgency, sack the Service Chiefs, who were appointed July 2015, contending that that they have done their part and at the moment, are out of ideas and have overstayed their welcome. Similarly, Speaker of the House of Representatives, Mr Femi Gbajabiamila, has described Amotekun, a South-West regional security initiative and similar regional outfits, as solutions to the raging problem of insecurity in the country. Reps asks service chiefs to resign The Reps regretted that the security top brass have adopted ineffective strategies that have failed to yield positive results. A motion by the Chief Whip of the House, Mohammed Monguno (APC, Borno) and 14 others, asked President Buhari to sack the service chiefs if they failed to resign their positions. Monguno, who expressed concern over the growing blood-letting from attacks by Boko Haram and the Islamic State West African Province, ISWAP, insurgents in the North-East, recalled that activities of the insurgents, were drastically reduced earlier in Borno and Yobe States, before the latest resurgence in attacks on communities. He said, “Recently, the insurgents have forced the Nigerian Military to close traffic on the Damaturu-Maiduguri Road for some days. The Damaturu-Maiduguri Road is the only access road from Maiduguri to other parts of Nigeria.” Abubakakar Fulata (APC, Jigawa) in his contribution, called for the withdrawal of security personnel serving in the North East and their replacement with new personnel, adding that the long stay of the security personnel has largely contributed to their inefficiency as they were tired of remaining there. Chairman, Committee on Army, Mr Abdulrazaq Namdas (APC, Adamawa), said, the rise in attacks by Boko Haram in the North-East and increasing insecurity in across the country, was troubling, but opposed the idea of removing all the personnel currently serving in the area, saying their experience was still needed to assist those that will be sent to work there. On his part, Francis Waive (PDP, Rivers), said the issue of insecurity in the country was general and needed to be addressed holistically and warned that every Nigerian should be concerned about what is going on in the country. He however, asked the Service Chiefs to resign, stressing that the President should take another look at the Service Chief with a view to replacing them with fresh hands who will bring fresh ideas into the security system in the country. Beni Lar (APC, Plateau) argued that the North- Eastern part of the country has gradually been brought to a standstill with the resurgence in activities of Boko Haram, stressing that the lawmakers cannot sit back and watch as if nothing was happening. Tobi Okechukwu (PDP, Enugu), said the nation needs to interrogate how it conducts the business of security in the country, questioning why the government should be investing heavily on Trader Moni when there is no money to adequately fund the security agencies. Minority Leader, Mr Ndudi Elumelu in his contribution suggested more investment in equipment for the security agencies, stressing that there was no way you can ask a policeman to rescue you when he is poorly equipped. He said there were lots of things going on in the country which need urgent attention. Sada Soli (APC, Katsina), argued that the President was not being told the truth about developments in the north east. In amending the original motion, Francis Waive asked the House to demand the immediate resignation of the Service Chiefs, while some other members said the President should immediately sack them. But the Chairman of the House Committee on Defence, Jimi Benson(APC, Lagos), said the laws allow the President to keep the Service Chiefs for as long as he wishes, but expressed concern over recent developments in the country. He said: “The National Security Adviser is from the North East and cannot get to his village. The Chief of Army Staff is also from the North East and cannot get to his village. The Chief of Air staff too. That speaks volumes of their ability. “But the solution lies in the hands of the President. I don’t know why he has kept them since 2015 when they were first appointed. He should decide whether to continue to keep them or not. I believe the resolution here will prick his conscience.” The House resolved that the leadership of the House and indeed the National Assembly should hold a tripartite meeting with the President and the Service Chiefs with a view to finding lasting solution to the security challenges. Senate toes similar line Toeing the same line, the Senators called on President Buhari to as a matter of urgency sack the Service Chiefs who were appointed July 2015 against the backdrop that they have done their part and at the moment, they are out of ideas as they have overstayed their welcome. Declare national security emergency, Senate tells Buhari For six hours yesterday, the security challenges in the country was the subject of discourse by the Senators, who came to the conclusion that the security infrastructure has failed in the country and that President Buhari, should as a matter of urgency declare a national security emergency. The Senate also summoned the Inspector- General of Police, IGP, Mohammed Adamu to appear before it next Wednesday to brief them on the security challenges, architecture, methods employed so far and the way forward towards addressing the problems. The Senate also set up a 17-member ad- hoc Committee with the Senate Leader, Senator Abdullahi Yahaya (APC, Kebbi North), as chairman, saddled with the responsibility of engaging the Security Agencies and reporting back to the Senate in two weeks time. The committee which will also engage the National Security Adviser, Major-General Mohammed Monguno on the implementation modalities of the December 2019 national security strategies, will also engage the National Security Institute to discuss their operational structures, funding, equipment and staff disposition with a view to reviewing the national security architecture to make it more responsive in tackling the myriad security chalienges facing the nation and the people. The committee will also produce a draft implementation modality/blueprint on the ways and means of tackling the current securty challenges for the consideration of the Senate. ‘Fire service chiefs now’ Senators also called on President Buhari to as a matter of urgency sack the Service Chiefs, against the backdrop that they have done their part and at the moment, have ran out ideas as they have overstayed their welcome. According to the Senators, the time has come for the Chief of Defence Staff, General Abayomi Olonisakin; National Security Adviser, NSA, Major-General Monguno; Chief of Army Staff, Lt. General Tukur Buratai; Chief of Air Staff, Air Marshal Sadique Abubakar and Chief of Naval Staff, Vice Marshal Ibok- Ete Ibas to give way for fresh brains to man the country’s security system. Particularly in their remarks, Senators Betty Apiafi, Matthew Urhoghide, Emmanuel Bwacha, Binos Yaros, Elisha Abbo, Abba Moro, Olamilekan Adeola, Sani Musa, Bamidele Opayemi, Rochas Okorocha, Francis Alimikhena, among others called for the immediate sack of the security chiefs in order to give room for new ones who may have new ideas. Also prominent during the debate was the call for State Policing, if the present security challenges must be addressed in all its ramifications because the present central security infrastructure has failed the country. On his part, Senator Abbo who called for the sack of the Service Chiefs said, “ We have never had it bad in this country in the area of security. The Service Chiefs appointed in July 2015 and according to report by the Budget Office, from 2012 to 2014, N4.5 trillion have been received by the Military and there are grumblings within the Military and silence is no longer golden. The Service Chiefs have run out of ideas.” Split over state Police There was however, a sharp division among Senators who advocated State Policing and those who kicked against it. Senators who supported the urgent need for the establishment of State Policing for effective policing in the country were Senators Olamilekan Adeola, Ibikunle Amosun, Oluremi Tinubu, Smart Adeyemi, Ibrahim Shekarau, Matthew Urhoghide, Olubunmi Adetunmbi, Tanko Al-Makura, Sandy Onor, among others. Deputy President of the Senate, Senator Ovie Omo Agege; Senators Gabriel Suswam and Danjuma Goje, Adamu Aliero, and Abubakar Yusuf, , kicked against the establishment of state police. Minister of Information and Culture , Lai Mohammed, on Monday, in Makurdi , the Benue State capital advanced the reason why Boko Haram activities may continue unabated , saying that Nigeria has been denied access to acquire adequate weapons to fight terrorists. Speaking to journalists after he paid a courtesy visit on the state governor , Samuel Ortom, at the government house, Mohammed said “Nigerians will remain at the mercy of terrorists” . The minister described the killing of rice farmers as ‘ unfortunate’ but noted that to decimate the terrorist group, the country needed more support from global partners as well as acquiring adequate weapons to fight them . The minister said , “ When we talk about terrorism , people don ’ t seem to appreciate that terrorism is not a local issue , it is a global issue and there is no part of the world that doesn’ t experience its own pocket of terrorism . “But you must also note that we are dealing with terrorists who are financed globally and we also need more support from global partners, for instance , Nigeria has made an attempt to acquire a better and more effective platform to deal with terrorists but for one reason or the other we have been denied this platform , these weapons and without adequate weapons or platform we remain at the mercy of terrorists. The minister further said , “ You see fighting terrorists is not a joke because what actually happened in Borno State is unfortunate but you must also look at the strategy of the terrorists. “Terrorists use media and publicity as oxygen, so when they go on this kind of mindless killing of people . Presidential spokesman Garba Shehu reacted to the murder of scores of farmers in Zabarmari village by asking whether the victims got military clearance before resuming farming. Mr. Shehu said this while speaking to BBC 'Newsday' on Sunday, November 29, hours after the gruesome killings. Garba Shehu said the government was sad about the tragic incident, but added that the "people need to understand what it is like in the Lake Chad Basin area." He insisted that much of the area has been liberated from Boko Haram terrorists but said there are still some areas that have not been cleared for the return of villagers who have been displaced. He continued: "The truth has to be said. Was there any military clearance from the military who are in total control of the area? "Did anybody ask to resume activity?" Mr. Shehu said he had been briefed by military authorities that the villagers did not seek military advice before exposing themselves to "a window that the terrorists have exploited." He added: "So ideally, all of these places ought to probably be allowed to pass through proper military clearance before resettlement or even farmers resuming activities on those fields." A leadership tussle within the ranks of the Indigenous People of Biafra (IPOB) has forced Nnamdi Kanu's deputy to quit his position. Uche Mefor, it was gathered resigned following accusations of insubordination and disobedience. A photo of the Peregrine falcon was shared on Twitter after it was killed in in Ofagbe, Delta State. The Peregrine falcon soars to a great height, then dives steeply at speeds of over 200 miles (320 km) per hour. According to a social media user who shared the photos, a tag which was seen on the bird’s leg revealed it was from a Finland museum. “This peregrine falcon was killed in a town called Ofagbe in Delta State.
