The Religious Preaching Regulation law, 1984 before the Kaduna State House of Assembly seeking substitution was on Friday passed into law The passage of the bill came three years after the bill faced serious criticism from different religious bodies and individuals. The bill, which purpose is to regulate religious preaching in Kaduna State with a view of promoting religious harmony and peaceful co- existence amongst the residents of the state was brought to the House since 2016. Presiding over the plenary, the Speaker, Alhaji Aminu Abdullahi Shagali while reading the bill close by close said a state inter-faith Regulatory council has been established with a chairman to be appointed by the Governor on the recommendation of the Secretary to the state. Also, two members representing the Christian and Muslim faith, respectively, to be appointed by the Governor, among others. According to the Speaker, the bill further has it that the above mentioned council shall hear and determine appeals brought before it arising from the decision of the local government inter-faith Committee and also has power to issue regulations considered necessary to guide the state inter-faith council and local government inter-faith committee in the performance of their functions under the bill if signed into law. He further mentioned that the bill when signed into law, stipulates that in each of the 23 local Government areas of the state, a committee to be known as the Local Government Inter-faith Committee has to be established According to him, the local Government Inter-faith committee shall consider and recommend to state Inter-faith Regulation Council all applications for the grant of licence to religious preachers as well as screen and recommend preachers for the grant of license among other functions. The supplementary provision explained that all cassettes, compact disks (CDs), flash drives or any other communication gadgets containing religious recordings from accredited preachers may be played inside a private dwelling unit or vehicle, entrance porch (zaure), Church, Mosque and any other designated place of worship. It further stated that any person who plays religious cassette or uses a loud speaker for religious purposes between the hours of 11pm to 4am in a public place, and uses a loudspeaker for religious purposes other than inside Church or Mosque commits an offence and shall on conviction be liable to imprisonment for a term of not less than two years or pay a fine of less than N200,000.00 or both. Tijjani Muhammad-Bande, Nigeria’s permanent representative to the United Nations, has emerged president of the 74th UN general assembly. Muhammad-Bande, sole candidate for the position, emerged through acclamation at the 87th plenary meeting of the Assembly in New York on Tuesday. He is the second Nigerian to hold the office after Joseph Garba, a retired military officer and diplomat, who led the organ between 1989 and 1990. He will be inaugurated in September. President Muhammadu Buhari had appointed Muhammad-Bande as Nigeria’s representative to the UN on March 31, 2018. He was born on December 7, 1957, in Zagga, present-day Kebbi State. He received a BSc in political science from Ahmadu Bello University, Zaria in 1979, MA in political science from Boston University, USA in 1981; and a Ph.D in political science from University of Toronto, Canada, in 1987. He was the vice-chancellor of Usmanu Danfodiyo University, Sokoto between 2004 and 2009. He served as the director-general of National Institute for Policy and Strategic Studies NIPSS) from 2010 to 2016. He served as the vice-president of the general assembly during the 71st session. The British crown dependency of Jersey has seized £211 million said to have been laundered from Nigeria by former head of state Sani Abacha. UK’s Metro is reporting that Abacha had stashed the money in accounts held in Jersey by Doraville Properties Corporation, a British Virgin Islands company. It was said to have been laundered through the US into the Channel Islands, while he was in office. “The money is now being held by the government until authorities in Jersey, the US and Nigeria come to an agreement on how it should be distributed,” the report said. Jersey had in 2014, secured a restraining order from the court on the bank account, following a request by the US. Doraville went to court to challenge the order in 2016 but failed at various times, up to the privy council – Jersey’s ultimate appellate court. Robert MacRae, Jersey’s attorney general, was quoted as saying: “In restraining the funds at the request of the United States of America, through whose banking system the funds were laundered prior to arriving here … Jersey has once again demonstrated its commitment to tackling international financial crime and money laundering.” This is the latest of the public funds discovered to have been stashed in international banks by the late military head of state who held sway between 1993 and 1998. At least $322 million is said to have so far been recovered as funds looted by Abacha. Sakilda said Shekau appeared to be impaired as he read the speech. “The factional leader of Boko Haram that have been weakened by an internal feud that led to the emergence of another faction in 2016 and persistent military campaign by the Nigerian Army and the Multinational Joint Task Force appeared to have impaired eyesight as he struggled to read his group’s ideology in Arabic, while intermittently reciting Nigeria’s National pledge in English, which he repeatedly said was an act of Shirk,” the journalist said. Salkida said the 35-minute speech “may be targeted at the international jihadi community.” “Shekau may be reaching out for support, according to analysts, which rival groups in the region enjoys, by clearly highlighting the group’s doctrines,” he said. Back in March, the 28-year-old boxer posted a picture with Drake and vowed to break the Drake Curse, a phenomenon whereby any team or athlete the Canadian rapper is pictured with ends up losing a big event. Before his fight with Ruiz Jnr, Joshua admitted that the Drake curse is real after his initial opponent Jarrell Miller failed a drug test. ‘You know about the Drake curse? It is real though. The Federal Government has declared Tuesday, June 4 and Wednesday, June 5, as public holidays to mark the Muslim Eid-Fitri Celebration. The Permanent Secretary, Ministry of Interior, Mrs Georgina Ehuriah, made the declaration on behalf of the Federal Government in a statement signed by Mr Mohammed Manga, Director Press & Public Relations, of the ministry, on Friday in Abuja. Ehuriah congratulated the Muslim faithful on a successful completion of the Ramadan Fast and enjoined all Nigerians to use the occasion of the celebration to pray for the peace, unity, prosperity and stability of the nation. She admonished Nigerians to shun hate speeches and divisive tendencies and join hands with the administration of President Muhammadu Buhari to build a peaceful, strong and united Nigeria so as to achieve the next level of socio-economic development. Ehuriah reaffirmed the determination of the Federal Government to protect the lives and property of Nigerians. She said that security agencies under the Ministry have been directed to provide adequate security before, during and after the Eid-Fitri Celebration. The Kano State Public Complainant and Anti- corruption Commission's Investigation into the alleged N4billion fraud against the Emir of Kano took on a legal coloration on Tuesday May 28th when the commission wrote to the court for an order of arrest of three palace officials. A Chief Magistrates' court in Kano on Tuesday granted the order citing their refusal to honor the commission’s invitation. Chief among those ordered to be arrested is Mannir Sanusi, the Chief of Staff to the Emir of Kano, Muhammadu Sanusi II. Sanusi holds the traditional title of Damburan Kano. The two others are Mujitaba Abba and the Accountant of Kano Emirate Council Sani Muhammad-Kwaru. Chief Magistrate Mohammed Idris consequently issued and signed the arrest warrant sequel to a motion by Salisu Tahir, Chief State counsel. Tahir had said that the request was based on the provision of Section 38 of the enabling Law establishing the Commission. The Commission had invited four people in connection to the allegation, of which only one person, Isa Bayero, alias Isa Pilot, who was a former Scribe to the Emirate Council, honored the invitation. Muhiyi Magaji, the Chairman of the commission, said the three persons that have an arrest warrant on their heads are the principal suspects in the case.
