An ethnic group are a bunch of people related by culture who have different political systems, like kingships, priesthoods, and so on. For example a family can be a tribe, but a large ethnic group made up of empires and kingdoms is not a tribe.

I have no comment on that, it is the Nigerian situation that has driven towards that so I don't have anything to say for that. Only that I'm telling you the facts on ground.
