No. He cannot get expedient appointment. It is not for students who have been recently refused.

Reapply and (if still available for a second-time applicant) opt for expedited visa appointment. Your funding letter, resumption date on a document and if possible a letter from your school or intended supervisor explaining that you are legit should facilitate your request approved forthwith.

I don't know why people don't belabour it, but being full funded is the first reason you should want a school over others except the rest of them awarded you some funding. You should always endeavour to put your best foot forward before garnishing your response with the nature of the research and the supervisor.

I am convinced your request for an emergency date will be granted and you could even get approved with dates ranging from tomorrow to Friday. Don't be dismayed. The VO was just crazy(for lack of a better word).

You can check for date before you pay a new visa fee. But right now, I am sure your acct. is not active to look for a new date. Check tomorrow morning or ask someone who have an open acct to check for you using the recently refused within two months option. Also, consider the option of deferment to Spring if funding will be retained and there is no suitable date for another interview.

That part, many of us get ourselves into unnecessary pain due to disobedience to our gut or intuition. You should have switched the moment your spirit tells you to leave that line. I know over 4 students who got their visas when in same situation you were this morning. Whether you would have been refused had you leave the queue for another, I don't know. But you should have left. God would not have spoken to you better than that. Shake up the rejection, and keep your head up.

It is okay if you were refused. I am not shocked as it is not every applicant that will be approved first appearance. You can reapply.

Okay guys! It is around this time available appointment dates are not usually favourable due to school resumption date. However, there is an option you can use to get a suitable date. Asking your school for extension letter while you go to interview close or after school official resumption date is not the best as some schools will not even give you extension. (though should you not get expedient appointment request approval, you can use this option), because if you meet a consular that is not in a good mood and he/she ask why you're just coming now? That could dent your chances.

REQUESTING FOR EXPEDIENT APPOINTMENT:
Qualifications
Before you apply for an expedited appointment, you must ensure that you have documentary evidence to prove the urgency. If it appears during your visa interview that you misrepresented the reasons for expedited travel, such facts will be noted on your case file and may adversely influence the outcome of your visa application. All applicants requesting an expedited appointment are required to first pay visa fees for a regular visa appointment. Applicants who are granted an expedited appointment but subsequently refused a visa at either the U.S. Embassy in Abuja or the U.S. Consulate General in Lagos will not be allowed to utilize this option in either location to obtain another expedited appointment.

Students or exchange visitors
Purpose of travel is to begin or resume a valid program of study in the United States within 60 days when no regular visa appointments are available. This option is limited only to students and exchange students who are within 60 days of their start date. It is also limited only to applicants who have not been refused a visa within the last six months at either the U.S. Embassy in Abuja or the U.S. Consulate General in Lagos.

Essential documentation:
Original Form I-20 or DS-2019 indicating start date of program within 60 days.
Attach the SEVIS FEE payment confirmation as well (additional).

Applying for an Expedited Appointment
Step 1
Pay the visa application fee.

Step 2
Complete the Non-immigrant Visa Electronic Application (DS-160) form.

Step 3
Schedule an appointment online for the earliest available date. Please note that you must schedule an appointment before you can request an expedited date. At the time you schedule your appointment, you will see an onscreen message showing the earliest available appointment date, which includes expedited appointments. Accordingly, you may find that it is not necessary to request an expedited appointment because there are no earlier dates available. If you wish to proceed with requesting an expedited appointment, then complete the Request Form or contact the call center to request assistance.

Once you pick a date, you will see the option to request for expedient appointment on your dashboard. There is no need to fear. The fact that it is called expedient appointment does not mean your interview will be different from normal one. The expedient appointment only helps you get a suitable date. Your interview ain't going to be different in anyway.

Please be sure to note the criteria you believe qualifies you for an expedited appointment. Once you have submitted your request, please wait for a response from the Embassy, which will come via email.

Step 4
If the Embassy approves your request then you will receive an email alerting you to schedule your expedited appointment online. Please understand that the call center cannot schedule your expedited appointment for you, but agents are able to assist you if questions arise. Should the Embassy deny your request for an expedited appointment, you will be notified of the denial by email and you should keep your existing appointment.

NOTE: if you have not been refused within last six month, this option is good for you. Kindly use it if you can't find a suitable date. It will be approved.

You can use expedient appointment, in case this is your first time.

BACKGROUND
Previous attempts: 2 attempts in December 2017 for Ball State University (for Spring 2018) and an attempt in July 2018 for George Washington University (for Fall 2018) ....All at Lagos Consulate.

I posted past transcripts when I needed help in preparing for my 3rd attempt. I also posted my proposed transcript for the 3rd attempt, but I did not post the outcome because I was quitting then. Although there was no much difference between the proposed transcript for the 3rd attempt and the outcome other than that not all the questions I prepared for were asked.

However, I requested my admission be deferred to the following term (Spring 2019) only to be informed that admission to the program is strictly for Fall Terms. I requested it be deferred to Fall 2019.

Finally when I decided I was going to try the 4th time (which I promised it would be the final), I returned to this thread as a full-time reader, I chose not to ask any question because there are answers to all the questions that anyone would want to ask here already. I read every posts everyday 'as e dey drop'. I researched more about my school and program. I looked for unique features of my school and program, which I integrated into my proposed transcript. I did not post my proposed transcript because in my head, I was not returning to the embassy the 4th time for an interview but to go and talk (have a conversation)

I chose Abuja this time because I learnt there is a bit of serenity over there than Lagos; like not too crowdy and you could sit for a little while before joining the queue for interview (important for someone like me that doesn't like stress).

I had my conversation with the VO, an elderly white woman at window 6. I was the 3rd she attended to that morning, the two before me were denied.

APPROVAL CONVERSATION

Me: Good morning Ma (VO did not answer greeting. I guess because of her experience with the family she interviewed before me. The old man was reluctant to leave the window after she denied him and his family)
VO: Pass your passport and i20
Me: I obliged
VO: Why do you want to study in the US?
Me: I want to study in US because the US have one of the best educational systems in the world. Also, I like to be taught by world class professors, which would make become a world class program monitoring and evaluation specialist.
VO: How did you hear about this school.
Me: I conducted internet search for top MPA programs in the US, I reviewed the result with USNews.com, Webometrics, Times Higher Education, Princeton Review and the website of the Network of Schools of Public Policy Affairs and Administration, I then streamlined the result based on my area of specialization.
VO: So why this school?
Me: My decision to attend GWU was firstly informed by the opportunity to study under professor Kathryn Newcomer, who happened to be the year 2017 president of American Evaluation Association. She is currently having a research on Public and Nonprofit Performance Measurement and Evaluation which is inline with my area of interest as I am interested in looking into Monitoring and Evaluation Framework with the use of Objective Indicators. Also, the MPA curriculum at this school is such that will equip me with administrative-cum-managerial skills and an in depth understanding of the modern principles and techniques of program evaluation and policy analysis which I will be needing to run a consulting firm back home in proffering solution to the challenges of inadequate monitoring and evaluation framework..(wanted to add the 3rd point which is about my $20k fellowship award, but she cuts in)

VO: Which other school?

Me: This program focuses of the process and products of government and nongovernmental organisations decision making. It is also meant to development and enhance the ability to analyze ramifications of public programs and policies. Me: I will be studying for a total of 40 credit hours courses, out of which 12 credit hours are core Public Administration courses, 25 credit hours of concentration and elective courses with a capstone seminar of 3 credit hours at the final semester. I will have to maintain a CGPA of not lower than 3.0 throughout the 4 semesters of the program which I will complete in May 2021 after which I will return to Nigeria
VO: What do you want to do with this degree?
Me: I want to consult for public and nonprofit organisations in the area of Program Monitoring and Evaluation as well as offering policy advice to policy makers in taking the best decisions as it affect program success in this part of the world. Me: I have a Global Initiative Fellowship Award of $20k and my elder brother will...(she cuts in)
VO: Listen, this school is expensive, you will be having a deficit of $41+
Me: Yes, I know, my brother have what it takes to take care of the deficit.
VO: OK, what does he do?
Me: He is into petroleum products marketing. He is also in charge of the management of my late father's real estate investment
VO: Do you have his bank document?
Me: I have his statement of account
VO: Pass it
Me: Passed (VO checked thoroughly, from opening balance, through the transactions to the closing balance, and checked the account name if it corresponds with what I filled in my ds160)
VO: Now listen, (looking into my eyes) I will keep this with me, we will have to check to be sure it is not fraudulent. If it is fraudulent, you will be banned for life from entering the United States. Do you want me to continue?
Me: Please go ahead ma (while looking into her eyes)
VO: OK, I will give you these papers (the white pick up location paper and a congratulatory-small white one). You will have to keep your i20 with you at all time when traveling and make sure you enter the US before the start date of your program.

It's a beautiful Sunday, the start of a brand new week and the last day in June 2019. We had lots of visa approvals this month and reasons to be grateful. Sadly, we equally had denials and now I am concerned about the latter.
So this one's for all who got denied recently, contemplating and probably getting ready to refire, this one's for all the ones wondering why the VO didn't give them a chance to speak, to explain, this one's for all who forgot a particular document and got sent away, this one's for the ones who froze at the sight of the VO, became blank and couldn't utter meaningful sentences, this one's for all those wondering if they can make it in the next attempt, this one's for all those who have cried their eyes out and no longer have tears to shed, for the ones who have screamed so hard and have lost their voices, this one's for the ones who have been snatched by the piercing claws of depression, who have been pulled into the darkness and their lungs gasping for air that isn't forthcoming, this one's for all those wondering what exactly went wrong, this one's for the ones questioning God and wondering why He let this happen, I mean where is God when bad things like visa denials happen!
Breathe. Please, just breathe for me. I see you, I hear you and I can't imagine what you have been through especially because you have poured yourself into the entire process, but I do know these:
The fire of rejection wasn't lit to burn you, it was meant to purify and fortify you, to get rid of parts you thought you needed but never really did, to increase your hunger for greatness, to push you to do better and BE better, to question your intentions, how badly do you want this? Why do you want this?
I strongly believe that in life there are a lot of doors that are shut to us, and if we truly want in, we have to be consistently brave enough to keep knocking and be sure we are knocking the right way, the right time and on the right doors.
If you truly want this, if you are genuine, if you are truly worthy, if you believe you deserve this visa, then you really are and you really do . You will not go down without a fight, the entire universe is waiting for the manifestation of your gifts, waiting to see you rise from the ashes and give the loudest roar. This is your moment, take it. The glory of the latter shall be greater than the former.

Most of my research have been on Canadian schools, I have also applied to some of them. But my GPA isn't very high (3.06/5) and Canadian schools are highly competitive.

The reason for picking your program should be both academic and personal, and you have acheieved that with your response here. The reason for picking the school is also well structured, and also personal. I give you 9 over 10 there.

HOWEVER, it is one thing to have a well-crafted interview tanscript that portrays you as a genuine student going to the US purely to study and not with the intent to migrate; it is another thing to be able to deliver the transcript confidently and calmly in front of the consular. I can say you have achieved the first, the second is where I am not sure. So, a mock with someone who can asssess you will be ideal.

Also, accept your transcript. Let it please you so that you can have confidence in it and yourself. If you are not pleased with what you plan to say, you may fumble during the interview. Take note!

As for uncle being your sponsor, I hope you know you're expected to say something about your own personal savings towards this program (especially because you're married with a daughter).

Hello. I'll give you this firsthand information.
1. NEVER use Kaplan for GRE maths. It's a no no. Use Manhattan. Download the Manhattan quant series. Not the 10lbs book(past questions) o. The different books that concentrates on the 8 or 9 topics in GRE quant.
Work them, understand the questions and tricks.

After, there's a book like that, I've forgotten the name.. (You can pm me, I'll check it out for you). So, get the book and work the qstns.
I tell you, if you can do that, you are good to go for quant! You'll blast those questions��[/color][color=#770077]

For verbal, get, magrosh, and also watch the GRE Manhattan verbal. Watch the videos and practice a lot of questions.

If you can get Manhattan flash cards, that'll be perfect to sharpen your vocabs. Those cards are the best I tell you!! And the words are all over GRE verbal!

Abuja.

That fateful day, I got to the embassy at 6am my interview was for 7:30am..waited outside for about an hour in my taxi..About 7:03am people started lining up at the front of the embassy, I ran to join the queue. I was among the first 25 people. The normal process started, all the different check points passed it was now time for the interviews. So it was just three people conducting the interviews on windows 6,7 and 8. Window 6 was a white lady in a late 40s I think,the lady was drilling people Seriously (asking where you worked, what you earn, when will you graduate, how much is the tuition and all the normal stuff)and dashing out rejections. Window 7 with a white man in his late 30s ,he was a bit more lenient, gave rejections too buh better than window 6. Then window 8 a white old man in his 60s if not older, the man was slow buh he was given approval to everyone going to him. That was the window I was praying to go to...

It was now my turn, I got interviewed by the white guy at window 7


Vo:Good Morning ( as if he was rushing to say it first)
Me: Good morning (smiling)

Vo: please pass me your i20 and your passport
Me: did so
Vo: thank you for passing me your documents (weird)

Vo: After looking at the i20 for a few seconds...Have you been to the US before?
Me: No, I have not had a reason to

Vo: looking at his Computer and typing...Why University of Central Missouri
Me: I chose the University of central Missouri because the school offers...(he cuts me off)

Vo: How many schools did you apply to
Me : 3 schools, University of central Missouri, University of Maryland, University of Idaho

Vo: Any other admit?
Me yea University of Maryland

Vo: so why not Maryland?
Me: Because they came me admission for MS Telecommunications (because he could ask another question I explained further) So I applied for Ms Computer Science and months later I got an email that the competition for MS Computer Science was tough that they will not be given me admission BUT I can transfer my admission to MS Telecommunications if I want to without having to pay for another application fee..that I did but they is not what I want.

Vo: ok (nodding and typing) who is sponsoring for this?
Me: Family....my brother in law

Vo: Was he part of your undergraduate education?
Me : Yes

Vo: What does he do?
Me : He is a successful businessman. He has( he cuts me off again)

Vo: do you have any proof to sure like bank statement or..

My bank statement had about 7 million plus in it. My tuition and living expenses is $18,547. I went home rejoicing because I know my bank statement was real so there was no cause for alarm. I went online to check my status on Tuesday the 25th of June to see that my Visa has be issued..

I want to thank God for the smooth interview. A few advice I would give is firstly smile..it helps and also be confident (it's ok to be scared but don't let them see it)...do your homework( research, know everything you need to know) A girl before me that was interviewed was asked when she would graduate ( she was going for MS ) and she said 2020(next year?) The Vo was even asking her is it 2020 or 2021 ..she still said 2020..and the next thing was rejection.


Now to my questions...
1. Please is there anybody that is going to Missouri this August.PM please
2. Or maybe you know somebody that is already in University of central Missouri..to assist me with accommodation I would really appreciate
3: what is the cheapest way to get to Missouri( which flights would you suggest..

Your agent may be making sense. You have been on the upper rung of the ladder, but now coming down to a different path. While that is not a problem, and may be necessary for your new interest, the Canadian consular that will review your application may not see it that way.

However, with a very sound Statement of Purpose, which is a critical part of your documentations for Canada study visa, you may not have any hitches and get your visa. I'd like to know why you are switching (just personally interested, and if you don't mind, share that here openly). Someone who actually wanted to migrate will not go to the UK and return to Nigeria. So, I believe you have settled the perception that every non-immigrant applicant is intending immigrant.

So, you have a chance that if you put your documentations well, you'll not have any issue, and get your visa. And please, we mostly deal with US student visa here.

That is what we are saying. You all now see coming to Nigeria after being in the US as a mistake. This is her country, for goodness sake. Stop making it seem like she was asked to come to hell and that life is over or that she cannot go to the US again.

What you would have done is to ask on nairaland before telling your wife to come back to Nigeria to renew her visa. I understand you wanted to see your baby but your eagerness landed you the wrong decision ever (no vex). I hope your wife doesn't have access to this forum because after reading the replies she will be mad at you for the period she's in Nigeria with you.

I am sorry to say this, you gave your wife the wrong advice ever by telling her to go to Nigeria to renew her visa. She should have just gone to Mexico or Canada to renew her visa if needed.

She should know better since she is in the US. What happened to the international student office in her school?. They would have just helped her extend her stay by giving her new I-20 and there would not have been an issue. With this, it solves the problem except if she wanna leave the US, that is when she needs to renew her visa.

International student advisor is in the best position to advise your spouse and not you, Mr. Husband. You just mess the whole situation up. I will advise she contact the international student office, they should be able to advise her better. I hope she gets this resolved asap.

DOES FUNDING GUARANTEES VISA?
No! Don't be deceived, it doesn't! Funding only covers you in the area of affordability, that is, with funding, you automatically demonstrates you'll not drop out of status and become a public burden on the US government should your F1 be approved. Your scholarship or funding does not make you eligible for the visa as you'll still need to demonstrates other factors, and that you're a genuine student and not using the F1 visa category to migrate.

DOES ABSENCE OF FUNDING MEAN AUTOMATIC REFUSAL?
No! One thing you need to understand is that, many students have studied in the US without a dime in scholarship from the school. Funding itself is said to be merit-based, and usually very competitive. But not having funding does not mean you'll be refused the F1 visa. Many students have been approved without it, especially when you demonstrates other factor and able to convince the VO.

SO, WHAT DOES THE CONSULAR USE TO DETERMINE AN APPROVAL?
There is no single factor or yardstick by which F1 eligibility is determined. Timing (that you go to the interview), home-ties, the quality of your response to consular questions, the university you're going to, cost of attendance, program you're going to study, type of degree and age factored combined, visa application history for US visa and Canadian visa, and somewhat, but not the least, the mood of the consular and the God-favoured factor. One, two or more of these factors come into play to determine an approval. This is to say, there is no single single, ultimate factor or angle your eligibility will be viewed from. So, it is very important to know what you are doing.

Those of you saying Abuja is better, hmm, no! Lagos or Abuja, na same. It is like saying you'll be successful in life ONLY when you travel abroad. That perspective itself will shackle you from living your best life and being successful in life. You'd be limiting your own potential and shut your mind from opportunities where you're.The location you choose for your interview does not determine or help in anyway. Go to the embassy your mind choose, or that there's favourable date.

Put yourself together. Whether you see it as such or not, it is not every applicant that will be granted their visas. But being refused does not mean it is over. I think the reason there is a thread like this is to help you learn from others. So, ask questions. I mean, ask intelligent and critical questions, not the one you can answer for yourself by thinking or using Google.com. Or you risk being ridiculed and avoided! Also cultivate the habit of reading as I have noticed that some students here hate that. If you don't love reading, this thread will bore you.

And please, stop the copy-copy transcripts. If you want to say what Student A and B said to get an approval, it may backfire.

You may need an immigration lawyer advice on best step to take. You need expert advice and you should be very careful as to which direction you take in resolving this, so that you'll not complicate your case.

What your wife did, kind of amounts to insurance fraud (I'm very sorry being explicit), she's neither a citizen nor a tax paying legal resident, and certainly doesn't qualify for medicare aid in any form. Ignorance is no defense, and with many Nigerians willfully scamming the US government through Medicaid, nobody will give your wife a listening ear.

No, it is not required. For i134 was mainly for your admission process and issuance of your i-20.
The following are the basic documents you need to go to embassy with:

SEVIS Fee confirmation receipt
GTB visa fee receipt
I-20 (signed)
Appointment confirmation printout
DS160 confirmation printout
2 passport photograph of the same you uploaded online for your DSFORM application
Scholarship/funding award letter (if there is any)
Printout of test score report (you can not tell whether or not the consular you'd meet want to see proof of test. So, to be safe, go with it if you took any test)
Sponsor official bank statement (s)
