As the Academic Staff Union of Universities (ASUU) yet again assails the nation with threats of industrial action, it must realise that its antics are becoming increasingly counter-productive and irrelevant.

The cause of ASUU’s latest grouse is the Federal Government’s directive that all employees in its establishments be enrolled in the Integrated Personnel Payment Information System (IPPIS) before the end of October 2019. The union has rejected inclusion in IPPIS since February 2014, arguing that the councils of federal universities were the direct employers of academic staff rather than the Federal Government, and that the system did not account for the peculiarities of universities. It also claimed that flaws had been detected when IPPIS was implemented in the healthcare sector.

Following the government’s threat that any employee who did not enroll on IPPIS by the October deadline would not be paid their salaries, ASUU has restated its strike warning. The union has directed its members not to fill the personnel verification forms which require the inclusion of IPPIS numbers and has taken its case to the Senate.

For a union exclusively comprised of academics, it is surprising that ASUU would actually dare to make patently pedestrian arguments the basis of its anti-IPPIS stance.

It is disingenuous of the union to claim that university councils are the direct employers of academics when it is common knowledge that all staff in federal universities are paid by the Federal Government. That is the reason why ASUU negotiates with government officials rather than university councils during its many disputes over salaries and conditions of service.

It is also the reason why the union has never pushed its vaunted claims to university autonomy to their logical conclusion by demanding that the Federal Government stop funding federal universities. Clearly, ASUU does not wish to pay the piper while reserving the right to dictate the tune.

Related to this is the ludicrous assertion that IPPIS cannot cater to the peculiar circumstances of university work, especially the consultancies, adjunct lectureships, sabbatical leave and external assessment that are a regular feature of academic life. Not only does this contradict the initial position that IPPIS undermines university autonomy, it arrogantly implies that federal universities are somehow more complicated to run than the ministries, departments and agencies (MDAs) that are already on IPPIS, including the armed forces and research institutes.

ASUU’s claims that IPPIS lacks constitutional backing and is unsupported by any act of the National Assembly are similarly groundless. IPPIS is a policy enunciated by the Federal Government through its Ministry of Finance which is constitutionally empowered to formulate and implement such programmes because they fall within the remit of its legally-defined responsibilities. ASUU’s check-off dues do not have constitutional backing, either; that has not stopped the union from avidly collecting them.

In behaving with such petulance, ASUU is displaying itself at its very worst, showing itself to be obtuse, selfish, and stubbornly determined to get its own way, regardless of the cost to the rest of society. This is the same union which similarly claimed that the Treasury Single Account (TSA) policy could not work in universities, and advanced almost the same arguments of autonomy and peculiarity that it is pushing now.

While the implementation of IPPIS has not been perfect, its advantages cannot be doubted. In June, the Accountant-General of the Federation, Mr. Ahmed Idris, claimed that N273.8 billion had been saved in 2017 and 2018 as a result of IPPIS. At least 561 MDAs are on the system, with a total staff count of 755,422. Combined with TSA, the system has helped government to get a grip on the vexed issues of transparency and probity in payroll management.

The desperation with which ASUU is fighting against the implementation of IPPIS in federal universities has led to speculations that it is doing so because enrolling in the system would expose those academics who have multiple full-time jobs in several federal establishments. Regardless of the merits of such claims, it is surprising that a union which consistently claims to seek transparency and accountability in national life would be so loth to apply those same principles to itself.

ASUU’s antics are paradoxically turning it into an anti-democratic union – a hypocritical body which cannot hold itself to the standards it consistently advocates for others. Its usually loud voice was uncharacteristically muted when the BBC’s “Sex for Grades” documentary was broadcast last month. It has rarely spoken out against the many other abuses perpetrated by its members, especially plagiarism, the sale of handouts, age manipulation and certificate forgery. Its continual emphasis on salaries and benefits have conspired to create a public image for itself as a greedy cash-and-carry group, and its latest fulminations against IPPIS only serve to entrench this unflattering perception.

If ASUU truly wishes to live up to its own noble ideals, it must work with the Federal Government to implement a policy that can only enhance the transparency, accountability and integrity it so strenuously professes to be fighting for.

Here is what I was told today at a phone vendor's place. As I inquired of a particular Nokia make, that hasn't been lunched in Nigeria. Nokia X71 (8.1 plus). "It was obvious the phone can only be ordered online from overseas" I told the vendor. Then she repied as follows:

Phone brands "Nokia" ordered from overseas via Jumia is without warranty. Secondly, It is not a Nigeria specification. Hence, There might be a challenge if there are need for repair. As the exact parts may not be readily available at the Nigeria Nokia Care Centre. Except the person send it back to the country it was ordered from whenever there is a need for repair.
Is the above claims true?
I was almost paying for the one she offered as against my desired spec.

1. What are the differences between global version & the chanise version in phones?

2. Does version have anything to do with the phone's quality?

3. I noticed a wide price gap at a Nokia brand outlet today as against the Jumia online price. Though, that of Jumia is an order from overseas. Does this have anything to do with quantity?



Please how true are the above submissions. I've been doing a little research on what brand & make of phone to purchase within a budget of 100k to 150k. Though, I was kind of considering Nokia & Huawei phones.

I had a similar issue when I wanted to buy my Nokia X6, the version marketed in Nigeria is known as Nokia 6.1plus...

The owner of the shop spewed the same trash with me and I only asked him: "Who Warranty epp?" and he gave up.

I bought my Nokia X6 from Jumia at N62,000+, found out that the Phone had a problem of heating up, jejely called Jumia, who sent in their guy to retrieve the phone and jejely refunded me in full. Meanwhile, MTN, Glo, Airtel and all the shops were selling the phone at N85,000. See the difference of over N20,000?

Let me also ask: Has anyone ever benefited from phone warranties in Nigeria? Because if you go to even the Tecno, Infinix, Itel, etc. care centres, all you get is Frustration! Frustration!! and even more Frustration!!!

In a Country where it's extremely difficult to find any public office that actually works, I hardly expected much but my experience at Warri Passport Office left me stunned.

I have decided to share this because we as citizens owe it as a duty to bring to public knowledge the ills in our public institutions. In same vein, posterity will hold us accountable if we do not commend those that at least tried to make a difference. Having been away from the Country for close to a decade, I have decided to come back home a little earlier and uppermost in my agenda was the renewal of my Nigerian passport. At Lagos ,my siblings had advised that I handle the renewal when I got into my good old town of Warri as the town now boasts of a Passport Office. I actually agreed to this with mixed feelings knowing what the hustle and bustle of anything Warri used to be like. Few days after I arrived Warri, I left for the passport office not knowing what to expect in the company of my two siblings.

My first shock came when at the main gate of the Delta State Government House Annex, manned by different security agencies, a young Immigration officer almost magically appeared beside the passenger door of my car and politely asked; " sir, how may we help you?" For the first few seconds, I was pleasantly surprised and wondered if this was happening in the same Nigeria we have been reading so much filth about.

On realising that I had come to renew my expired passport, this same man politely directed us where to park the car and proceeded with us in tow to where he called the 'servicom' desk. By this time, I had taken a quick assessment of the environment and besides a sign on the wall that reads, "welcome to Warri Passport Office" , there was nothing to tell me I was in a Passport office. I mean, no crowd, no hustling and bustling that is synonymous with your average passport office. At this point, I have become very apprehensive. My mind kept screaming, scam!

Anyway, now at the servicom desk, I met about two people already filling out forms and I joined them while wondering where everyone else was if truly I was in the right place. Few minutes later, one of the officers at the desk ushered us into a fully air conditioned semi hall where over fifty people were comfortably seated watching a news channel on a wide LCD television. Again, I wondered but this time at the serenity and orderliness of the crowd. Something definitely is not right, I reasoned. Then, just as we were settling down, a voice came through the speakers installed somewhere: " Attention please , Numbers.....to....,please move to room 3 to collect your passports". I was still wondering if truly this was Nigeria when another voice called out this time a set of names directing them to two different rooms conspicuously marked SCREENING AND APPROVALS. The orderliness was so amazing that for a moment, I realised that this Country can work again. By now, my inquisitive mind was asking so many questions and as if in answer to one of these numerous questions, a young lady in well fitted uniform emerged from the room marked 'screening and walked briskly into the room marked 'approval'. She emerged from the room in less than two minutes and in very clear voice called out about ten names of people that she asked to follow her for capturing.

I was stunned and took a quick glance at my wrist watch as people left the room in batches creating room for new entrants like myself. My watch revealed that I had spent about forty two minutes when I heard my name over the speakers. I quickly entered the room that I was directed to and met about four busy officers again in an air conditioned room. The interview was brisk, thorough BUT professional.

In all it took an hour and 52 minutes from the time I sat down at the servicom desk to submit my application before my number was announced to go to room 3 for collection of my passport.

Albeit this sounds too good to be true, I must confess that till this moment of writing, I am still wondering how a public office in Nigeria can be so organised , comfortable , courteous and efficient.

Definitely, all hope is not lost in this Country, trust me.

It has been like this since Nigeria started using e-passport.

I got my first passport in 2014 or thereabouts and the experience wasn't much different from what you experienced recently.

Even Driver's License renewal has taken same route, except for the fact that most locations don't have the License printing machine and has to wait for it to be printed in Abuja and then delivered to you through their FRSC Office.

So, we that don't live in Lagos, but live in other states often times enjoy great services from Federal agencies and Parastatals due to the obvious fact that patronage is low because of population and the type of economic activities going on in those states.

We dey be Lecturers for Federal Institutions still never get June, 2018 salary up till now, while other Federal workers, NNPC, CBN, DPR, NCMDB, etc. don receive their own since around 22-25th of June.

We no know wetin dem dey call upfront, buy na every January na im these other Federal workers dey hammer upfront, still get 13th month join for December.

Banks dey give us loans in hundreds of thousands and max of maybe N2 or 3m, while these real Federal workers own dey start from double digits millions...

You see, there are Federal workers and there are Federal workers; and like they say, the difference is clear...

Normally, you have 90 days or 3 months within which to accept or decline an offer of employment.

I believe that DPR's intent is for successful candidates to begin work in August, but the laws that be, says you have 90 days to make up your mind, failing of which, you loose that employment and since DPR is government parastatal, they have no options than to stick to the laws.

This is a case of bad belle. You mean because a lecturer is researching, he/she is not supposed to drink beer, buy luxury cars or build good houses?

Do you know that they also earn a salary and other allowances beyond research funds/grants?

Do you know they also have cooperatives where they can take loans at very low single digit rates?

Do you also know that they also have access to the various Banks and building societies to obtain exorbitant loans, just like every other person?

Do you also know that the most successful cooperatives in Nigeria are being owned, run and managed by these same lecturers?

I don't get it. Are lecturers and researchers supposed too be lowlifes? Are they no longer part of the elites of the society?

Every research grant/donor has a way of checking on the beneficiaries to make sure that the research is properly concluded. So, all of you are just saying rubbish because of your ignorance. Is the researcher not supposed to gain some financial benefits for himself from the research project? Is the researcher supposed to go ńaked, be tattered and live like a pauper because (s)he is doing research? What do you people even mean self?

A marking scheme is absolutely necessary. This enables the lecturer to maintain standards throughout the marking across board...

It is also important as a reference material in cases where disagreements may arise between the lecturer and students. If the students feels and complains that he was being failed for no just cause, they can refer to the marking scheme and give to somebody else to mark to see if the lecturer was actually undoing the student...
