Oyo may be underperforming based on poor leadership but that can't take away the fact that it's got immense wealth, viability and high productivity. Na to harness all that wealth be the problem and that boils down to leadership.

Comparatively it's an insult to compare both cities sef in the area of infrastructure coz Owerri covers a mere 40.15 mi² while ibadan is a whooping 1,189 mi².
