In essence, countries lend money to the US so they can consume more of the origin country's exports. Trade surpluses in theory are supposed to be self regulating because the more a country exports, the more profit it receives which should reflect a rise in their currency value, thereby making their exports less competitive. What China does with their export revenue is reinvest it into the US to keep their currency low and for it to be circulated back to China again in even more export revenues.
