I think"divide and conquer" refers to dismembering the political unity of and entity and conquering before the components can become politically independent. If you sandfill it, the flooding will move somewhere else perhaps not affected by flooding before. You have to do a good study of the river dynamics and devise how to train the river to flood and erode at a safe place. My 2 cents.
