Politics › Re: Buhari Social Program: Laudable, Laughable Or Dead On Arrival? by Ibime(m): 7:11pm On Apr 19, 2015 |
barcanista: 1. Buhari/APC To Pay 25m Unemployed N5000 Per Month Cost Implication: The implication here is that the sum of N125billion (ie 25million * N5000) will be spent to service this policy every month, and an estimated N1.5 trillion (ie N125bn * 12 months) will be spent on this policy alone every year.
2. Buhari/APC To Provide Daily Meal for Primary School pupils. First, the FG has no business with the running of Primary schools. This is the responsibility of States and Local Government. However, Buhari's administration pledged to provide at least one meal per day for Primary school Children, we shall hold him accountable. Cost Implication: Osun State reportedly spent N3.2billion in 2014 for the feeding of 300,000 primary 1 to 4 pupils in the state. The Osun state program exclude pupils in Primary 5 and 6. If we are to break it per pupil, we will have N10,667 per pupil(ie 3.2b/300k). Considering that over 35million children are estimated to be enrolled in Primary school across the country, at least the sum of THREE HUNDRED AND SEVENTY THREEE BILLION (N373b) is estimated to be spent on the program annually(ie 35m * 10,667).
Gross Annual Estimated Cost For Both Programs N1.5trn + N373b = N1.873trn
That means Buhari is to increase our Recurrent Expenditure by N1.83trn.
How Feasible Are These Programs? Let us take a look at the key component of the 2015 Budget(as adjusted by the Senate). Total Budget Stand at N4.3trn. Recurrent Expenditure: N2.58 trillion Capital Expenditure: N700 billion
From where will Buhari See N1.8trn To Service His Social Programs? - Remove Subsidy? If he's thinking of scrapping fuel subsidy, the adjusted allocation for petrol subsidy in 2015 budget is N100billion. The adjusted allocation for SURE-P is N21b, while the subsidy for kerosene for 2015 was adjusted to N45.5b. This gives a total of N166.5b. Even if he should scrap SURE-P and remove the petrol and kerosene subsidy, he still won't be able to get 1% of the N1.8trn.
- Spend All Capital Expenditure + Subsidy? Even if Buhari is to spend all our N700b Capital Expenditure on his Social program in addition to the N166.5billion subsidy funds, it still won't be enough as it will fall short of One Trillion Naira. N700b + N166.5b= N866 billion
- Money Appropriated To NASS? The total budget for the National Assembly for 2015 is N115b. Even if Buhari is to spend this money + subsidy allocation + Capital Expenditure to fund his program, he won't be able to raise the required fund. As all appropriation combined stand at N981billion(ie N700b + N115b + N166b)
So How Does Buhari intend to raise N1.873trillion to fulfil this social welfare pledge? Does this mean the administration has failed even before starting? Dead on arrival? No reasonable person expected APC to keep these election "promises" just like no reasonable person expected GEJ to keep his. Both PDP and APCs manifestos were uncosted and designed to win the popular vote. . . . these are soundbites for the millions of illiterates, semi-illiterates and uninformed Nigerians. No need digging into the figures. All we know is that we have a more serious Government in charge. Like it or lump it. |

Aside Messi and CR7, we've had Rivaldo Ronald Koeman Raul Milinko Pantic Rabah Madjer Michel
Some of the players listed above NEVER played for Madrid or Barca when they won top scorer award in UCL. All the players you mentioned here are Madrid or Barca players except Pantic who only scored 5 goals. It's obvious you were either born yesterday or are oblivious to facts. Which Spanish team did Rabah Madjer win top scorer with?Google analyst! List your own players from EPL that achieved this feat in the last 30 years Michel only scored 4 goals and tied with 5 other players including Ally McCoist of Rangers and Rabah Madjer of PORTO. Bravo! Another dubious use of stats. And how does this prove that Levante, Cordoba and co are better than Villa and Hull City? If you knew football you would know that no need going back 30 years to compare top scorers in UCL in a time when All English clubs were banned from Europe for 5 years after the Heysel disaster. . . . then spent another 5 years catching up to the rest of Europe. These guys make noise about stats in Scottish league and want to use those stats to prove a player in those leagues are better.
These leagues only have 5 or 6 good teams, the rest are trash. . . . and that's because they do not divide the TV money evenly like the Premier League. Paderborns budget for the year is £9m. Last season, the lowest paid team in EPL (Norwich) earned £34m from TV rights alone, talkless of stadium tickets, merchandising etc.
Take the 2nd best team in Bundesliga (Wolfsburg). I dash them Everton who are mid-table in EPL. Everton will go away and flog them 2-0 in their home stadium, then trash them 4-1 at home, and they want us to believe their stats mean anything.
Wetin concern us with stats padded by Paderborn, Eibar, Elche and Cordoba?
Chelsea went away to Schalke and flogged them 5-0 in their home stadium, yet Schalke are 5th on the log. Can Chelsea beat any EPL team in the top-10 by 3 goals even? Even at home, we could not beat any EPL team by more than four goals, talkless of 5-0 away from Home.

Debroslink: Top scorers in UCL? For the past 30 years 1985-2015, only Nistelrooy and CR7 were top scorers in UCL coming from England. LA liga players were well represented during this period.
EPL is overrated. If you had any cognitive reasoning you would know that the strength of Real Madrid and Barca (Lionel Messi and Ronaldo) is not in question here. So telling me that Barca and Madrid players won top scorer in UCL means nothing. On top of that, Messi and Ronaldo have padded laligas stats in the last 7 years, prior to that the record is not impressive. What is in question is the ease with which Griezmann can score goals against the Granadas, Levantes and Eibars of this world who survive on a budget of £7m a year and naturally cannot afford to provide good competition.I asked you a simple question which you have been ducking. Debroslink: Bar Forlan and Soldado, none of the names you mentioned above hit 20 league goals in Spain. They were all average players in Spain
However, even Forlan that later got his mojo in Spain came back to England to rape the best teams England had to offer. Eg Liverpool @ the peak of power during Benitez's reign.
You ask if flops in Spain succeeded in England, I have them in plenty.
1. Yaya You're went from being benched by Busquets to scoring 20 league goals from midfield a season in that overrated EPL. Yet they said EPL is hard to score. I laugh in Zulu.
2. Negredo scored 26 goals in his first season in England
3. Torres, who couldn't score 20 goals in 8 years in Spain scored 36 goals in 1 season in EPL.
4. Michu who is a nobody in Spain became a better scorer than Rooney in the EPL.
5. Aguero barely managed 10 goals/season in Spain scored 23 goals in his 1st season in EPL
6. Sanchez, who was struggling for 1st team shirt with Pedro is now a lord @ Arsenal, and has scored 20 goals in his 1st season in d overrated EPL

Is it not a shame that Diego Costa went from scoring freely in UCL to scoring ZERO goals for Chelsea in UCL this season. Is this not how Chelsea have ruined the careers of good strikers?
Bring Real Madrid team to EPL and see how Ronaldo will break Messi's 91 goals record
Griezman is better than Hazard. He's playing and scoring for fun in the league and the UCL. What has Hazard done in UCL this season? Deal with it. Please, Owen scored 16 goals in Spain, all from the bench. Henry played left wing and had been having injury problems right from his final season at Arsenal Suarez started the season on the wing, he's now popping for fun. The following strikers could not score a goal in England yet were Kings in Spain Florent Sinama-Pongolle Carlos Vela Nicola Zigic Roberto Soldado Giuseppe Rossi Albert Luque Julio Baptista Diego Forlan Iago Aspas Even fücking Manucho from Angola managed a respectable career in Spain. Even in the proposed fight against corruption, all we hear are jails, prosecution and punitive measures which cannot eliminate corruption in itself. So much noise, hype and propaganda. Without strengthening our institutions and putting in systems to check sharp practices like GEJ was doing ..... corruption will continue unabated across board
It might take some time for the average Nigerian to discern but very sensible minds understand already that we lost GEJ ....... he didn't lose. Shut your dirty mouth. Ribery 23 games 9 goals 10 assists. no penalties Hazard 40 games 15 goals(30% penalties ) 12 assists
This is despite Ribery having one of his worst injury ridden seasons Ribery plays for the best team in the world, an attacking team who don't require him to defend. . . plus he's in a Scottish-type league where one big team hammer others 4-0 every game. Same with Griezmann, why won't he score against Eibar, Almeria and co who can lose 7-0 in the league? Ronaldo went from 42 goals a season in England to 60 in Spain Diego Costa went from 36 goals in Spain to 20 in England. For every goal in England, multiply by 1.5 in Spain. Thís is what happens when there is inequitable distribution of TV money, you get broke teams like Levante whose whole season budget (transfer + wages) is £7m, something Leicester can blow on one players transfer fee alone.
