Pardon me, i am not a strong football follower, but i am not a novice either. i'm not sure of your definition of quality players, but the most quality players almost always come from the Argentine, Brazilian, Spanish, and maybe Italian squads. Sometimes we can add the Germans and others. Be that as it may, if we look critically at World Cup teams, these guys are still not average players in their time and compared to other teams that came with them.

Maradona 1986 squad had the likes of Sergio Batista, Ricardo Bochini, Claudio Borghi, Daniel Passarella, Jorge Valdano, Ricardo Giusti.
1990 had addition of Jorge Burruchaga, Caniggia, Sensini and others.

Zidane's 1998 squad had Lizarazu, Viera, L Blanc, Deschamp, Djoukaeff, Pires, Thuram, Barthez, Henry, Petit, LeBeouff, Trezeguet, etc.

The truth is that, it is a privilege to Ronaldo comparing him with Messi, because in the real sense Messi is miles ahead of Ronaldo. The great players are the ones that change the optics of a game. They are mostly midfielders and include the likes of Cruyff, Zidane, Maradona, Ronaldinho, Modric(the key to the Real Madrid success that gifted Ronaldo 4 Balon d'or), Iniesta etc. These players make average sides great. And in this class, no one does it better than Messi. Ronaldo doesn't even near these guys
