THE Natural Resource Governance Institute (NRGI), on Tuesday, said the Nigeria National Petroleum Corporation (NNPC) failed to remit a total sum of $12.3 billion (N2.5 trillion) crude oil proceeds into the Federation Account over a period of 10 years.
NRGI, an international independent body that monitors the oil and gas sector globally, in a report entitled: “Inside NNPC Oil Sales: A Case for Reform in Nigeria,” said NNPC did not forward any revenue from the sales of Okono crude oil between 2005 and 2014.
According to the report, the sales totaled over 100 million barrels with an estimated value of $12.3 billion.
“In other words, the corporation has provided no public accounting of how it used a decade’s worth of revenues from an entire stream of the country’s oil production,” the report said.
Knocking the handling of oil sales by the corporation, NRGI said “NNPC’s approach to oil sales suffers from high corruption risks and fails to maximise returns for the nation.
“These shortcomings also characterise NNPC as a whole. Over 38 years, the corporation has neither developed its own commercial or operational capacities, nor facilitated the growth of the sector through external investment.
“Instead, it has spun a legacy of inefficiency and mismanagement. Its faults have been described by a number of scathing reports, many commissioned by government itself.
“Despite NNPC’s debilitating consumption of public revenues and performance failures, successive governments have done little to reform the company,” it further added.
The report also said it was found that the management of NNPC’s oil sales had worsened in recent years, particularly since 2010.
“The largest problems stem from the rising number of ad hoc makeshift practices the corporation has introduced to work around its deeper structural problems.
“For instance, NNPC entered into poorly designed oil-for-product swap deals when it could no longer meet the country’s fuel needs.

“Similarly, it began unilaterally spending billions of dollars in crude oil revenues each year, rather than transferring them to the treasury, because NNPC’s actual budget process fails to cover operating expenses.
“Some of these makeshift practices began with credible goals. But over time, their operation became overly discretionary and complex, as political and patronage agendas surpassed the importance of maximising returns,” the report noted.
The report added that “these poor practices come with high costs. Average prices for the country’s light sweet crude topped $110 per barrel during the boom of 2011 to 2014. Yet, during that same period, as shown, treasury receipts from oil sales fell significantly. While volumes lost to oil theft explain some of the decline, NNPC’s massive revenue withholdings and an increase in suboptimal sales arrangements are also to blame.
“Mismanagement of NNPC oil sales also raises commercial, reputational and legal risk for actors worldwide: the sales involve some of the world’s largest commodity trading houses, are financed by top banks, and result in the delivery of crude to countries across the globe,” it added.
In its recommendations to the government on how to correct the ills in the corporation, NRGI said the government should pursue two tracks of reform.
“The first involves urgent reforms to NNPC’s management of oil sales (to ‘stop the bleeding’). At the same time, however, the government should also pursue a course of deeper structural reforms to NNPC (to ‘cure the patient’). If it does not, a new round of costly, ad hoc coping mechanisms will emerge,” the report concluded.

President gives new helmsman Kachikwu six tasks

A NEW helmsman took the reins yesterday at the Nigerian National Petroleum Corporation (NNPC).

President Muhammadu Buhari appointed Dr. Emmanuel Ibe Kachikwu, the Executive Vice Chairman/General Counsel of ExxonMobil (Africa), as Group Managing Director (GMD), asking him to give recovery of stolen oil money a priority, among other targets.

Buhari may also appoint Kachikwu, who beat three other candidates in the race for the job, as the Minister of State for Petroleum Resources to ensure synergy, a source said last night.

Those also considered and discreetly screened for the job, source told The Nation learnt, are former Petroleum Products Prices Regulatory Agency (PPPRA) Executive Secretary Stanley Reginald; Shell Petroleum Development Company Managing Director Mr. Osagie Okunbor and a NNPC Deputy General Manager, whose name was not disclosed.

At the final negotiation with Kachikwu, the President gave him six terms of reference to reshape the corporation. They are to:

1. Clean up the NNPC system of corrupt elements;

2. Recover all stolen crude oil funds;

3. Work with the Economic and Financial Crimes Commission (EFCC) and the Directorate of State Service (DSS) to trace and recover stolen oil cash;

4. Review the structure of the NNPC to compete globally;

5. Giving targets to all subsidiaries and put in place performance benchmarks; and

6. Fix all refineries, which must work at optimal level, “even if it means using expatriates in the interim”.

A source said: “The new GMD of NNPC was picked after a thorough search by the President. Actually, at the end of the search, the choice was narrowed down to four candidates.

“The President opted for Kachikwu who is the Vice President of Exxon Mobil, not only in Nigeria but in Africa. Buhari was impressed by his impeccable credentials as the most senior black African in any multi-national oil firm in the world with 30 years experience.

“Apart from being a First Class graduate, Kachikwu also obtained PhD in Law which enabled him to rise to company secretary in Exxon Mobil.”

But it was not easy for the President to convince Kachikwu to accept the job because he was afraid that he might be messed up like other Nigerians, a source said.

“In their negotiation, President Buhari repeatedly said: ‘I won’t interfere with your work; I will give you a free hand because I want to reform this oil sector once and for all.’ The GMD accepted the job following what he realized as “the infectious patriotism and genuine intention of the President,: the source said.

Kachikwu yesterday took the reins at a brief ceremony held at the NNPC Towers, Abuja .

The Group General Manager, Group Public Affairs Division, Mr. Ohi Alegbe, in a statement, said the new helmsman expressed gratitude to his predecessor, Dr. Joseph T. Dawha, for holding the Corporation. He pledged to work assiduously in achieving the President’s growth aspiration for the oil and gas industry.

“ExxonMobil Upstream affiliates in Nigeria congratulate our Vice-Chairman and General Counsel, Dr. Emmanuel Kachikwu, on this opportunity to serve Nigeria as Group Managing Director of the Nigeria National Petroleum Corporation (NNPC). We thank Dr. Kachikwu for his many contributions to ExxonMobil Nigeria, and wish him well in his new role.”

Inside the NNPC

The NNPC is the national oil company, through which the Federal Government regulates and participates in the country’s petroleum industry.

An Act to dissolve the former Nigerian National Oil Corporation and to establish the NNPC was created in 1977. The NNPC was established on April 1, 1977, as a merger of the Nigerian National Oil Corporation and the Federal Ministry of Mines and Steel.

By law, the NNPC manages the joint venture between the Federal Government and some foreign multinational corporations including Shell, Agip, ExxonMobil, Chevron, and Total. Through collaboration with these companies, the Federal Government conducts petroleum exploration and production.

For lack of supervision, the NNPC degenerated to a rent-collector for the government with less attention to transparency and accountability.

Between 2007 and 2009, auditors found that the corporation over-deducted funds in subsidy claims to the tune of N28.5 billion and has not been able to account for the money.

In 2008, Willbros Group Inc of United States (U.S.) admitted making ‘suspicious’ payments of over $6.3 million to officials of the corporation and its subsidiary – the National Petroleum Investment Management Services (NAPIMS) for assistance in obtaining and retaining contracts at the Eastern Gas Gathering System (EGGS).

In 2004, ABB Vetco Gray, a U.S. company and its UK subsidiary – ABB Vetco Gray UK Limited – admitted paying over $1 million in bribes to NAPIMS’ officials, in exchange for obtaining confidential bid information and favourable recommendations from government agencies.

After the publication of a report In November 2013 by Swiss, a non-governmental advocacy organisation – Erklärung von Bern – allegations of fraud surfaced, placing the NNPC under suspicion of siphoning $6.8 billion of crude oil revenues.

From 2013, the NNPC has been battling with the allegation of non-remittance of $20 billion into the Federation Account.

These allegations, among others are responsible for the continued calls for the sanitisation and repositioning of the corporation.

How he made his first millions

I made 1.6 million naira in 1994 from Satzenbrau as an ambassador. The company wanted to do a tour of Nigeria and needed someone who can relate with bike riders, danfo drivers, and every human being across different categories of life. I performed at beer parlours for them across different states. I was making lots of money that the press didn’t know of and I was pleased it happened that way. It was easy for the press to think at that time that I was living off somebody. I was not also willing to reveal details to the public until I attended a friend’s lecture and he declared me a millionaire in public glare. At that time, I bought 2 piece of land in Lekki and money wasn’t the problem but how to spend it. My kind of business doesn’t have an over head cost because it was just me and the microphone. I am not in the industry where I would need a bouncer, manager, dancer and some other people I would buy tickets for to go to an event.

Positioning himself when he started stand-up comedy

The first thing I noticed at that time was that those who can pay my fee were those who earn more money. During those years, some workers earned around N300, N200 or N150 in a month while some others earned well above that in the range of N1,000 or more. At that time, I decided that those earning around N300 and N200 would find it difficult to pay my bills if I charge them N100 or more. I practically targeted those earning around N1,000 using my creative nature to drive my ambition which worked well in the end.



On how he sold his comedy business to Nigerians

Billboards blew my career. I had 2 billboards with one positioned at Government House, Marina and the other around Ozumba Mbadiwe, Victoria Island, Lagos. I paid to have the billboard there for two years and I ensured the message they carried was very simple.

Remaining modest in affluence

I was only a Tee shirt and jean person before the younger generation of comedians came into the business and started living large. It was the emergence of comedians like Teju Baby face, Julius Agwu, Basket mouth and several others that changed some things about my view of the business.

Family reactions on making money via comedy

My wife first thought I was a 419 when she realized the amount of money I was making. She didn’t believe me until I invited her for a show where I was paid to do stand-up comedy. Some of the shows might be hosted by Patrick Doyle or Yinka Craig while I was only doing standup. I learnt the ropes of being an MC at that time. But guess what, I was making more money than the MCs. It was until when she came around to see me perform on stage cracking jokes for a number of guests that she realized how much I could make doing comedy.

On younger artistes

I don’t take the shine off younger artistes. All I do is to help them grow. Most times when I get to events and I come across a younger artiste trying to make people laugh, I take a back sit to allow him do his thing. I would only find something else to talk about in such events so as not to affect his confidence.

Between comedians and Nollywood actors

Nigerian comedians make a lot of money, more money than actors. You wouldn’t believe but let me tell you. You shoot a movie, it takes four months for the movie to be released and they get paid. There is hardly an actor that charges 1 million naira or 2 million naira per movie unless you are in the top end of the hierarchy such as RMD, Genevieve, and Omotola. But then, there are comedians that charge 800,000 naira or 1 million naira per event. In four months, such comedian would have done maybe 30 events but because he doesn’t do a movie that is on cable TV that can be seen in Kenya, South Africa, and all across the country, people do not think he is making that kind of money. Actors shoot a movie and it takes a long time to wrap up. There are quite a number of Nigerian comedians whose wives do not have a job but still live large. A popular comedian would have performed at six to eight different shows in a month before a Nollywood actor wraps up shoot on the set of a movie.

The cliché ‘paying dues’ in the industry

You would have to go through the ranks before attaining a particular stage in every sphere of life. Some artists are still hustling while some others who have the raw talents would venture into the same creative business with them and probably make a name before them. Before talking about paying dues, you must have a career or talent that makes way for you. You don’t just pay dues but you have to understand what you are paying your dues for.

A 63-year-old married man with three wives, has been found dead during a marathon sex session with his secret lover, herself a married woman.

The man identified simply as Baba Ibeji, according to residents in his Oko-Oba, Lagos residence, is said to be so fond of women that he divorces and gets married every two years.

Baba Ibeji, a landlord in the area and father of 15 children, according to reports, was found dead in a hotel room in the area some hours after he booked in with the woman whose family used to live in his house till he was caught sleeping with the woman and the family had to pack out.

A bar man in the hotel who did not want his name in print, told Pulse:

"Baba Ibeji is a regular customer here and he comes in with different women, including small girls and even married elderly women.

On that fateful day, he came in with the woman and paid for three hours but after about an hour, we heard the woman's screams and we rushed to the room to find the man on the floor, gasping for breath.

We tried to administer first aid treatment on him while our manager tried to get a taxi to get him to the hospital but he died right there.

The police was called in and his corpse taken away while the woman was arrested."

A woman, simply identified as Mrs. Nwigboji, has delivered four male babies four years after her wedding. Mrs. Igboji delivered the quadruplets successfully at Mile Four Catholic Hospital, Abakaliki.

When New Telegraph visited the hospital at the weekend, the woman was said to be in stable condition but unable to speak but our Correspondent spoke to the husband, Chidubem Nwigboji, who was full of joy.

He disclosed that he wedded his wife in 2011 and they had been having difficulties in child bearing and had also been facing pressures from his parents and friends who had been pushing him to marry another wife which he refused.

His words: “We married since 2011 which after my wife suffered fibroid same year of the marriage. So, she underwent an operation and we began to wait for the fruit of the womb.

“Last year my wife told me that she was noticing a sign of pregnancy which I told her to wait, not until four months when I told her to go for ultra-sound. The report of the ultra-sound showed twins.

“After some time, I asked her to go back for another ultra-sound which she did and the number started increasing geometrically and finally it revealed quadruplets.”

He called on couples, who are yet to bear children, to trust in God.

“I saw hell in those four years because there was nothing people did not tell me; some asked me to marry another wife that my wife may not bear child. Even members of my family could not help matters; there mounted serious pressure on me to go for an option of another wife and I promised God that I will not do that.

“Today, God has blessed me with all these babies at once and I am very grateful for what He has done. Although I don’t have money; but looking at these babies, I’m fulfilled,” he said.

A housewife, Jecinta Eyisi, on Thursday, pleaded with an Ojo Customary Court, Lagos State, to dissolve her 11-year-old marriage to her husband, Ebele, because her mother forced her to marry him.
Jecinta, who is 28 years old, told the court that she could no longer continue the marriage to Ebele, a trader, who is more than 20 years older than her.
"I cannot continue with the marriage because I never loved him, it was my mother that forced me to marry him. She said that she would take her life if I refused.
"As it is, I need this divorce quickly because I cannot continue to suffer in silence. After 11 years of bondage, I no longer care what happens to my mum," she told the court.
She told the court that her five children, four boys and a girl, would not be a setback to her happiness, saying they would rather share the custody of the children.
"I am appealing to this court to impress on my husband to grant me custody of the twin boys and my only girl as I am capable of taking care of their needs," she said.
Jecinta noted that the four years old twins were too young for her to release to her husband, adding that the husband was insensitive to their family needs.
She pleaded with the court to quicken the divorce process so that she could formalise her travel documents for her business as he failed to send her to school as earlier promised.
The husband, however, told the court that his wife developed her recent attitude following her interaction with friends who encouraged her to leave him.
"My wife joined bad friends who were not married and they encouraged her to shift to another man. As I speak, she has given birth to a child for another man. I do know and that is why she wants to divorce me.
"She left me two years ago because my business was no longer like before. I married her in 2004 when we had our traditional wedding and later church wedding in 2005," Ebele said.
Ebele told the court that he would not grant custody of the twin boys to the wife because she was already in the hands of another man who was unknown to him.
"I can only allow her to take our only girl. After all, she has promised to return my dowry of N5,100 which I paid to her parents when I married her," he said.
President of the court, Chief Joseph Ogunmola, advised the couple to maintain peace and adjourned the case till August 17.
