The Independent National Electoral Commission (INEC) has constituted an eight -man Committee on the Review of Electoral Constituencies in Nigeria, as well as four (4) other key Committees to assist the Commission in its quest to improve on the electoral process. In a letter signed by the Acting Secretary to the Commission, Musa H. Adamu, dated 16th January, 2017, the Commission, also set up an eight-man Committee on the Review of Polling Units and Registration Areas; a six-man Committee on Review of the Suppressed Constituencies; a seven-man Committee on the Review of GIS Laboratory; and a ten-man Committee on the Review of Diaspora or Out-of-Country Voting (OCV). Idris, NPM, mni, with a heavy heart and deep sense of loss regrets to announce the demise of a serving Commissioner of Police, Rivers State Police Command who passed on at the age of 56 years after a brief illness at Sterling Hospital Ahmedabad-Gujarat in India. 2. The late Commissioner of Police was enlisted into the Force on the 1st February, 1986 as a Cadet Assistant Superintendent of Police and rose through the rank. He served as Deputy Commissioner of Police Department of Operations and that of Finance and Administration in Rivers State before he was promoted and posted as Commissioner of Police Rivers State Police Command on the 20th July, 2016, the position he held until his sudden demise on 31st January 2017 after a brief illness at Sterling Hospital Ahmedabad-Gujarat in India. 3. The Inspector General of Police and his management team, on behalf of the entire officers and men of the Nigeria Police Force wishes to commiserate with the ODESANYA family of Ikenne Town, Ogun State, the Government and good people of Ogun State on the demise and passage unto glory of their illustrious son, CP. Agbaku, who is social sciences student of the university with Reg. no 2015/199679, was arrested after he was caught robbing students in their hostels. Court issues second order for Dasuki's release A high court in Abuja has for the second time,affirmed the bail granted to embattled former security adviser, Sambo Dasuki and 5 others standing trial for the $2.1 billion arms deal. Presiding judge, Justice Yusuf Baba reaffirmed Dasuki's bail conditions on the grounds that the former NSA was entitled to it. Dasuki and five others were re-arraigned before Justice baba on the same criminal charges that were transferred from Justice Peter Affen of the FCT High Court. 22 charges were read to the six accused persons who all pleaded not guilty. Raji Ahmed, counsel to Dasuki filed for the reaffirmation of the former NSA's bail which was first affirmed in December 2015. Ahmed stated that it was on record that FCT high court 24 had granted Dasuki bail before his illegally arrested and detained by the DSS. He argued that since the case had been transferred to Justice Baba, the DSS had been removed from the matter, adding that the ex-NSA was only facing charges from the EFCC. The counsel argued that it is wrong of the prosecution counsel, Rotimi Jacobs, to have objected to the reaffirmation of the bail condition on Mr. Dasuki. Raji further stated that Dasuki had in his possession a judgment from the ECOWAS Court which ordered the release of Dasuki and a fine of N15,000,000 million on the Nigerian government. EFCC counsel, Rotimi Jacobs stated that he was not against the bail conditions of the other five facing trial with Dasuki, adding that the ex-NSA was not 'allowed' to enjoy bail. The five other people facing trial alongside Dasuki include : Former Finance Minister of State, Bashir Yuguda; a former Director of Finance and Administration in the Office of the National Security Adviser(ONSA), Shuaibu Salisu; Dalhatu Investment; Sagir Attahiru Bafarawa and a former Sokoto State governor, Attahiru Bafarawa. The Oyo state government has said that it has constituted stakeholder committees at both state and local government levels to look into the crisis of the Fulani bororo herdsmen and farmers in the state, urging those involved not to take laws into their hands. The Special Adviser to Governor Abiola Ajimobi on Security, Mr. Olusegun Abolarinwa disclosed this on Friday in Ibadan while highlighting the activities of the state government on averting the incessant clashes between the two groups. In his word, “the state government does not have any policy on grazing zone yet, as the federal government through the federal ministry of Agriculture is yet to make a. pronouncement on nomadic rearing to be domesticated in all states and in the interim, the state government has taken proactive steps to constitute committees at both the state and local levels comprising security agencies, chairmen of local councils, farmers associations, committee of Fulani’s, miyetti. Allah cattle rearers association of Nigeria, Seriki Hausawa, community leaders and relevant stake holders in the community.” He disclosed further that the governor has directed the Special Adviser on Community Relations and the Senior Special Assistant on Security, to address the crisis erupting in the religion sector as well as community related crises at the Ibarapa zone of the state with specific instructions to meet with the aggrieved sects of farmers and Fulani Bororo herdsmen. Mr. Abolarinwa explained that the crisis erupted when farmers laced their farms with poison in a bid to retaliate on the Fulani whose cows destroyed their farm lands and trampled on them. He urged the aggrieved parties not to take laws into their hands, reiterating that the government has put adequate measures in place to strengthen the security of the state with the joint security patrol, procurement of armored personnel carriers (APC) for the state police command, procurement of Hilux vehicle for the security agencies and rendering various forms of assistance to the security agencies in the state. Buhari congratulates troops in Sambisa and Liberia through video call Nigeria's president, Muhammadu Buhari was present at the Armed forces remembrance day celebrations that held in Abuja on Saturday, January 15th 2017. He congratulated Nigeria's armed forces and praised them for their self-less service to the nation. He also spoke to troops in Sambisa forest and those on peace-keeping missions in Liberia via video call. Senate president, Bukola Saraki and speaker of the house, Yakubu Dogara, were also present at the event. Wife of the president, Aisha Buhari also sent a congratulatory message to the troops through her social media page on Sunday. She expressed optimism that the time had come when Nigeria would be free from terrorism. Youths defect to PDP as Wike says there is no more APC in Rivers Members of the All Progressives Congress (APC) in Rumuokparali, Obio/Akpor Local Government Area of Rivers State defected to PDP on Tuesday. As a show of their surrender, the youths burnt a casket engraved with APC logo and handed over their brooms to PDP state chairman, which were also burnt at the venue. Meanwhile, Governor Nyesom Wike has declared that the All Progressives Congress ( APC) has been completely dislodged in the state. He noted that the vestiges of APC were removed following the mass execution of key projects across the state. Commissioning the Ozuoba-Rumuoparaeli-Choba road in Obio/Akpor Local Government Area on Tuesday, Governor Wike said that the APC no longer has a voice in the state because leaders of the party are only involved in anti-people programmes. He lauded the Akpor people for giving him the traditional mandate to protect the people of the state , pointing out that he will stand for the people at all times. "There is no more APC in Rivers State, we have used projects to dislodge the APC in the state. If they don't steer clear of Rivers State, we shall cut them off from the state. Now that our people have given us the mandate to clear all the unwanted items. " Speaking further, Governor Wike said: "All those that know, must not come close because my people have given me the instrument to go to war against enemies of Rivers State ". Commenting on the road, Governor Wike said that the Ozuoba-Rumuoparaeli-Choba road traverses three communities and two wards. He said that he has fulfilled the promises made to the people of the area, adding that more projects will be executed in the area. Commissioner of Works, Mr Iheanyichukwu Bathuel noted that the completion of the road has improved the value of property in the three communities that the road serve. House to intervene in Obazee's case as investigations begin Following sudden resignation of the General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye and subsequent sack of the executive secretary of the Financial Regulatory Council of Nigeria (FRCN), Mr. Jim Obazee, the House of Representatives yesterday resolved to intervene in the matter. The decision to look into the crisis was taken after adopting a motion brought on the floor the minority leader, Hon. Leo Ogor. Ogor had in his motion urged the Federal Government to make the law clear to Nigerians, as it was not passed by the National Assembly. Recall that the Financial Reporting Council of Nigeria (FRCN), has approved a controversial 20 years tenure of office for heads of non-profit organisations, including churches and mosques and thereafter hand over to someone from outside their families, which allegedly forced Adeboye to throw in the towel last week. Witness shocks court with denial of statements implicating Badeh The plot by a prosecution witness to distort facts in the ongoing trial of a former Chief of Defence Staff (CDS), Air Chief Marshal Alex S. Badeh (rtd) was on January 10, 2017 exposed by counsel to the Economic and Financial Crimes Commission, EFCC, Rotimi Jacobs, SAN. Badeh is being prosecuted by the EFCC before Justice Okon Abang of the Federal High Court in Maitama, Abuja. He is standing trial alongside a firm, Iyalikam Nigeria Limited, on a 10-count charge bordering on money laundering, criminal breach of trust and corruption to the tune of N3.97billion. He allegedly abused his office as CDS by using the dollar equivalent of the sum of N1.4billion removed from the accounts of the Nigerian Air Force to purchase properties in choice areas of Abuja between January and December, 2013. The offence contravenes Section 15 (2) (d) of the Money Laundering (Prohibition) Act, 2011 (as amended) and punishable under Section 15(3) of the same Act. The witness, Joseph Okpetu, who testified as PW13 and was led in evidence by Jacobs, told the court that, he received hundreds of millions of naira from Badeh for various construction projects. Okpetu, a builder and managing director of Habco Nigeria Limited, Kunychun Drilling Services and Dilplast Nigeria Limited, narrated how he was contracted to build a 3-bedroom duplex in Yola valued at N150million for Badeh; renovate Badeh’s country home at Mubi, Bintin in Gwoza local government area of Adamawa State at the cost of N50million; paint one of Badeh’s homes in Zone B, Abuja amongst other renovations, and purchase plants and equipment for a farm belonging to the former service chief. He said: “Yushau (former Director of Finance and Accounts of the Nigeria Air Force during Badeh’s tenure) had called me to his official residence and showed me a drawing of a building to be constructed in Yola for his boss, Badeh. Initially, the quote was N200million but after scaling down some of the features of the house, the price came down to N150million. “At the meeting, Yushau gave me the dollar equivalent of N50million as mobilization. The other payments were done later in two installments. During construction, Badeh visited the house on two occasions (with Yushau) and there were no complaints.” The drawing in respect for the Yola Residential Duplex was tendered and marked as Exhibit T88. Confusion however started when the witness began to contradict the statement he had earlier volunteered to the EFCC. Sensing a foul play, counsel to EFCC, Rotimi Jacobs swiftly drew Okpetu’s attention to the contradictions, asking the witness if he still stood by what he had said in his earlier statements. “I do not stand by my statement to the EFCC”, Okpetu replied. Upon further examination by Jacobs, Okpetu admitted that the counsel to the second defendant (Iyalikam), Samuel Zibiri, SAN, who was holding brief for S. T. Ologoorisha, was in fact, his close family friend. “On the first day that I was arrested by the EFCC, Zibiri, came to bail me. Like me, he is from Edo State. We are family friends”, he confessed. Gives no reason for his departure A-14 year old boy, Israel Solomon, who fled his parent’s home in Jos was yesterday evening intercepted and rescued by operatives of Rapid Response Squad (RRS) of the Lagos Police Command at Ojota, Lagos. Solomon, a Birom by tribe, was seen wandering Ojota Bus Stop, when the operatives decided to call him for questioning.He said that his parents live in Mango Junction, Opposite Gada Biyu, Jos. He could not give reasons why he ran away from home. All entreaties to make him give reasons for his actions proved abortive. Solomon said the bus conveying from Jos got to Lagos late at Sunday evening, adding that he passed the night sleeping under the foot bridge at the Ojodu Berger Bus Stop. He explained that he was trekking from Ojodu Berger to Ojota when the officer cited him wandering, emphasizing that he knew no relatives in Lagos before embarking on the journey. Source said checks on his body did not betray any evidence of physical abuse. Rumours of governor's membership simmer Nwoko's firm now suspects defense attorney Plot of AG to invoke the "no case submission" conspiracy to free suspects uncovered There is outrage in Uyo following an executive order by the Akwa Ibom State Governor, Deacon Udom Emmanuel to the State Attorney General, Barr Uwemedimo Nwoko, directing the later to ensure the relocation of the case file of suspected Akwa Marine Cult group of Midim Clan in Essien Udim LGA from Abuja to Uyo. Suspected members of the dreaded cult group who have been terrorizing the area were picked up by the Police on the orders of the Inspector General of Police. The suspects who were been protected by some top politicians in government are currently under investigation. In a crucial meeting during PDP stakeholders caucus held at the Governor's country home in Onna, Udom directed the Commissioner of Justice, Barr Uwwmedimo Nwoko, to ensure that all pending charges against members of the Akwa Marine cultist group are withdrawn from Abuja back to the state. The move is a prelude to a plot to undermine investigation and scuttle the trial of the suspects to avoid what the likelihood of the suspects implicating their sponsors mostly senior government officials. The Governor's directive which was issued following pressure on him by his predecessor, Senator Godswill Akpabio, to intervene with the weight of the machinery of government became necessary as it was reported that the complainants have rebuffed all entreaties and threats by interested parties in the state towards forcing them to abandon the investigation by the Special Investigative Panel set up by the IG in Abuja. "The thinking is that when the matter is brought back to the state, the victims and complainants will either be cowed to abandon the many criminal charges against these hoodlums or in the event of failure the AG (Nwoko) will then invoke the powers in his office to file a no case submission to free the suspects", said a source familiar with the case who spoke on condition of anonymity since she was not authorized to speak on the matter. The source said the Governor who initially not in support of showing solidarity with the suspects considering the many lives they have taken seems to have been blackmailed by some forces from Essien Udim who reminded Udom that the only way to succeed in 2019 is by adopting the tactics of winning elections through criminal mercenaries, thuggery, rigging and judicial manipulations. With the involvement of the Governor, the cult group have been emboldened to continue terrorizing non members within Midim and neighbouring towns and villages in Essien Udim LGA, the hometown of former Governor, Godswill Akpabio. Investigation by our reporter revealed that before the involvement of the Governor, the Akwa Marine gang leader, Emmanuel Ben who had been allegedly hiding in a bunker for weeks to evade arrest by the IG's team following his involvement in the murder of two youths of his community was seen to have come out of hiding to throw a lavish victory party with over fifty gang members in attendance. Their popular base for meetings and initiation is the Midim Primary School. Emmanuel Ben was quoted to have boasted that he is now a free warlord and is poised to show his opponents that he and not the IG is "in charge". He claimed he was personally invited to the stakeholders meeting where he was assured by Governor Udom Emmanuel that his criminal charges would be dropped. "Boys, get ready to work, our freedom is a further show of government support and recognition of this group. Not even Buhari or APC can stop us not now not in 2019", he allegedly boasted. Soon after the meeting, the cultist attacked one Udeme Utongwo who went home to inform his family of the burial of his late father in-law. Utongwo was allegedly trailed by one Mbata and six other members of the gang, robbed of his motorcycle, phone and some amount of money. He narrowly escaped with severe body injuries and is currently receiving treatment at an undisclosed hospital. The assault was reported to the Essien Udim Divisional Police. After the Governor's meeting with the group leader, the group raised its initiation fees to #8000 per person. Many youths have joined the cult group out of fear and the inability of security agencies to protect non members from attack. Navy Hands Over Three Suspects, Four Vessels to EFCC. As part of its collaborative efforts to sanitize the Nigeria waterways and to rid it of illegal oil bunkering, the Nigerian Navy, NNS Pathfinder on Friday January 6, 2017 in Port Harcourt, Rivers State handed over three persons suspected to be involved in illegal oil bunkering and four Tug Boats – MV Kessy1, MV Thames, MV Lolo14 and MV Lolo 20 to the Economic and Financial Crimes Commission for further investigation and possibly prosecution. The suspects, Damiete Kemuel, Francis Egbedi and Dum Nwineedam and their vessels were intercepted by officials of NNS Pathfinder at Abuloma following intelligence reports.The vessels – MV Kessy 1, MV Thames, MV Lolo14 and MV Lolo 20 were said to have been loaded with an estimated 40MT each of suspected illegally refined AGO. Large cache of weapons recovered from criminals The Nigerian police force has paraded a group of armed robbers and kidnappers who are responsible for the abduction of Ambassador Bagudu Hirse and other high profile personalities in Nigeria. Idris NPM, mni, concerned with spate of kidnappings and other related violent crimes throughout the country reorganized, refocused and equipped the IGP’s Intelligence Response Team, (IRT) and other Special Tactical Squads for optimum performance in achieving targeted objectives. 2. Against this background, the IRT and the STS recorded remarkable achievements in tackling crimes across the Country. In a coordinated operation based on intelligence gathered and painstaking surveillance of notorious kidnap for ransom criminal gangs in Kaduna and other contiguous States, the IRT, in a single swoop cracked a criminal gang of vicious kidnappers and arrested all the members of the gang, who are now in Police custody and undergoing investigation to ensure that they are brought to justice. 3. CASE I: ARREST OF KIDNAPPERS, RECOVERY OF FIREARMS, AMMUNITION, MILITARY AND POLICE UNIFORMS AND TWO OPERATIONAL VEHICLES OF THE KIDNAPPERS SUSPECTS: i. Dominic Nwakpa aka Alhaji – Gang leader ii. Ifeanyi Chukwu ‘M’ – 2nd in command of the gang iii. Balat Paul ‘M’ 30 years – Driver of the gang – principal suspect. iv. Ibrahim Samuel aka IB ‘M’ 27 years – principal suspect. v. Jatau Peter ‘M’ 29 years ( a dismissed Police man) vi. Afini Paul ‘F’ Younger sister to the driver of the gang and also owner of the house where kidnapped victims are kept. vii. Clinton Abere – a principal suspect EXHIBITS: i. Two (2) English made Pump Action Guns ii. One hundred and thirty one (131) rounds of AK 47 ammunition iii. Police Camouflage uniform and two Military face caps iv. Two (2) Operational vehicles v. One Hand set phone – used for negotiation and collection of ransom. vi. A red face mask vii. Anti Car tracking device viii. One (1) black criminal charm jacket On the 1st January, 2017 at about 1130hrs operatives attached to the IGP Intelligence Response Team (IRT) after a sustained surveillance, smashed the vicious and very notorious kidnap for ransom gang that have been terrorizing Kaduna and neighbouring States, responsible for the kidnap of several important personalities in the recent past. The gang was smashed with the arrest of DOMINIC NWAKPA A.K.A ALHAJI, who is the gang leader, in Lagos state, while four other principal suspects and members of the gang, namely Balat Paul, driver of the gang, Ibrahim Samuel aka “IB” and Jatau Peter – a dismissed Policeman were arrested on the 1st January, 2017 in their hideouts at Dan Hassan Road Ungwa Boro Kaduna, while Afini Paul, a female member who cooks for the gang and the victims, rented the house at Yusuf Patrick close, Mararaba Rido, Kaduna where victims are kept before ransom money is collected, was arrested at their hideout in Kaduna. Ifeanyi Chukwu the 2nd in command of the gang was arrested in a Hotel in Agbor Hill, area of Abia State. He confessed to be the second in command of the gang that kidnapped the Ambassador and so many other kidnappings within and outside Kaduna, Abia, Imo, Rivers, and Delta States. 2. The suspects upon interrogation volunteered confessional statements admitting that they are the criminal gang that kidnapped the former Minister of State for foreign Affairs, Ambassador Bagudu Hirse on 20th November, 2016 in GRA, Kaduna and collected ransom before he was released. The same gang confessed to the kidnap of Dr. Abdulmalik Durunguwa and his wife in their residence at different intervals in Kaduna. Ransom was also collected by the gang from the family of the victims before they were released. A Member of Kaduna State House of Assembly Hon. Ibrahim Samaila was also kidnapped by the gang on 26/8/2016 at Abakpa area of Kaduna State and an undisclosedd ransom money was collected by the gang before his release. On the 6th of January, 2017 the last suspect Clinton Abere was trailed and arrested in a Hotel in Lagos after jumping out of the window of his hotel room on sighting the operatives of the IGP Intelligence Response team (IRT). He is currently receiving treatment at Police Hospital from injury he sustained in the process of attempting to escape arrest. 3. All the seven (7) suspects while undergoing interrogation confessed and admitted to the various criminal roles they played in the commission of the crimes. They will be arraigned in court on completion of investigation. 4. CASE II: CRIMINAL CONSPIRACY, ARMED ROBBERY, KIDNAPPING, UNLAWFUL POSSESSION OF FIREARMS AND AMMUNITION SUSPECTS: i. Maisamari Dan Katsina ‘M’ gang leader ii. Ex.Sgt Bulus Jatau ‘M’ ( a Dismissed Police man) EXHIBITS: i. ONE (1) Pump Action gun no. 40311 ii. Berretta Pistol No. AO7184Z iii. Four (4) English Revolver pistols No. 72634, 25727, 9D09270 and G191X194 iv. Fifty (50) rounds of 9mm live ammunition and one (1) expended v. Thirty one (31) live cartridges vi. One (1) fake firearm license vii. One (1) Golf car viii. One (1) Prado Jeep ix. One (1) Toyota cricket In Police custody in Kaduna State. x. One (1) Toyota corolla xi. One (1) set of camouflage Police uniform On 1st January, 2017 at about 0245hrs, working on actionable intelligence at the disposal of the Nigeria Police Force indicating that a notorious kidnap for ransom gang and armed robbers who have been on the wanted list of the Police for several kidnappings, armed robberies and other violent crimes within Kaduna and its neighbouring States were in the process of unleashing terror on innocent residents of Kujama village in Kajuru LGA in Kaduna state, the Operatives of IGP’s Special Tactical Squad swung into action and arrested the mentioned suspects. On the spot search was conducted at their criminal hide out and the above listed exhibits were recovered in their possession. The suspects have volunteered confessional statements to Police admitting to the various roles they played in the commission of several kidnappings and armed robbery attacks in Kaduna and other neighbouring states. Effort is being intensified to arrest the remaining members of this notorious gang at large. They will be charged to court on completion of investigation. 5. The IGP is hereby assuring all Nigerians of adequate security and commitment of the Nigeria Police Force to work assiduously to further reduce the rate of crime and criminality across the Country, especially kidnap for ransom and other violent crimes. Terrorist group adopts new strategy of attacking residences in wave of attacks The Nigerian army has issued a warning to Nigerians about a new tactic terror sect, Boko haram has devised in their attacks. In a statement signed by the deputy director army public relations, Mustapha Anka, the terrorists send suicide bombers to knock on houses, and when answered, they detonate their explosive vests. Below is the statement in full; This is to draw the attention of the general public to recent trend used by desperate remnants of Boko Haram Terrorists (BHT). Recently, two female suicide bombers knocked at the door of one Bulama and Usman about 200 meters apart in Kalari general area of Maiduguri. The daughter of the Bulama opened the door, while the Usman himself opened his own door immediately the suicide bombers detonated their suicide vest, in the process killing the unsuspected little girl, Usman including the two female suicide bombers. The general public is hereby advised to be cautious and weary of strange persons knocking at their doors. Security is a collective responsibility; the public is to engage in neighborhood watch. Suspicious movement of persons should be reported to security agents without any delay. The public is once again reminded that curfew is still enforced by 10pm daily, any defaulter will be prosecuted accordingly. Adams praises Oba lamidi for fostering unity among yoruba obas Chief Otunba Gani Adams paid a courtesy visit to Oba (Dr) Lamidi Olayiwola Adeyemi III, Iku Baba Yeye, Alaafin of Oyo, The Permanent Chairman, Oyo State Council of Obas and Chiefs at the ancient palace of the Yorubas in Oyo recently. EFCC acting chief seen leaving Aso-rock mosque after prayers with president and DSS boss Embattled acting chairman of the Economic and financial crimes commission(EFCC), Ibrahim Magus was on Friday seen leaving the aso-rock premises after joining President Buhari and a host of others for Jumat prayers. Magu has been in the news in recent times after his confirmation was rejected by the Nigerian senate over a security report. Several top government officials were seen in the aso-rock mosque praying alongside the president.Director-General of the Department of State Services, Lawal Daura,Minister of Defence, Mansur Dan-Ali; National Security Officer, Babagana Mongunu were seen among the dignitaries. Politics Nigeria learnt that Ibrahim Magu, who spotted a white babariga, did not meet with the president after the prayers.
