Pay peanuts to the original owners. Wait for one or two years and discontinue the "public good" project citing better
use for the land or insufficient funds.
Hand over the land to a private firm for "better" management or private-public partnership, the firm can then reallocate the
land as it sees fit or develop it on behalf of the intended final beneficiaries.

Laws are insufficient for stopping powerful crooks.

Stop being a slave.
Sue the devil to court. There are lawyers who will take your case for free.

The land was never owned by the civil servants to begin with.
