Immediately you insert a SIM into your phone, your IMEI will be sent to the service provider.
It is not a new process, the government just want to start getting the data and linking it to other biometrics.

blacklist or block your phone
Requires police and or court report to be presented to service provider.
So not anyone can do it.

-blacklist or block your phone
-will be able to track your exact location
-the person can modify his mobile IMEI number with your number
-You can collect details like call history sms history and then recharge history with IMEI
-phone cloning
-they can record or listen to your mobile conversations.

Any herdsmen moving around in states where open grazing has been banned is not law abiding.
Any trespassing herdsmen is a criminal suspect. We can't have 2 laws in the country.
The governors didn't ban currency changers, gold dealers and others because those ones do not profit
from innocent victim's misfortune.

This is a great opportunity to resolve this age long problem and the leaders for and against open grazing should think as patriots and look beyond their regions alone.
