Tragedy was averted in Lagos on Friday when an unidentified man mounted an electricity transmission tower. The incident occurred at Powerline Street, Calvary Bus Stop in Egbe-Idimu Local Council Development Area. Punch gathered that the man wandered around the vicinity in the early hours of the day before stopping at the foot of the tower at about 2pm. Eyewitnesses said he removed some totems tied to the tower by a vigilance group and mounted it to the top despite warnings from residents and passers-by. A resident, Mr. Kazeem Oyebola, who said the man did not look like a mentally challenged person, added that his responses showed he was on a suicide mission. He stated: “He was not mad at all. He was coherent when he talked except for some vague statements he made. He had a mission and it was to kill himself for some unknown reasons.” Also, a yam seller in the area who identified herself as Iya Bose said she was scared when the man in his late thirties climbed the tower. Another resident, identified as Odunayo, who sells alcoholic drinks in the area, said the man covered himself with a wrapper. She added that many felt the tower climber wanted cheap publicity or had an intention to “carry out a diabolical assignment particularly as he wore red knickers.” The incident attracted a crowd and some of them had to climb the tower to see if they could get him down. A community leader in the area, Mr. Alao Salami, said when he sensed that the man was not ready to disembark from the tower after about three hours he had to alert the police at the Idimu Police Station. An official with an electricity distribution firm who did not want his name in print told SUNDAY PUNCH that the only way the man could have survived electrocution was because there was no electricity in the wires. When their correspondent visited Idimu Police Divisional Headquarters, the Divisional Police Officer, Mr. James Sonekan, refused to comment on the matter. President Muhammadu Buhari on Friday challenged the nation’s military on the requisite intelligence to find and rescue the missing girls of Government Secondary, School, Chibok. The President said that the nation was relying on the military on the intelligence and the right strategy from the ground forces to rescue the abducted girls from the captivity of the Boko Haram insurgents. Buhari who recalled that he held a meeting with the parents of the missing secondary school girls who were abducted by the Boko Haram in April, 2014 on Thursday stressed that expectations were on the military to recover them. Buhari made the comment while speaking on a live chat with the commanders and troops of the Operation Lafiya Dole shortly after the wreath laying ceremony of the 2016 Armed Forces Remembrance Day Celebration in Abuja on Friday. The President also promised to provide the necessary arms and ammunition and the logistics to the troops for the prosecution of the campaign against the insurgency in the North East. Buhari who placed emphasis on the welfare of the troops said that the government would ensure payment of their allowances to sustain the families of the troops battling the insurgents in the North East. He said, “I have just completed the parade, it was a very successful one and I am very pleased indeed with this innovation. More so I didn’t know about it before. It was very impressive and a morale booster. I congratulate you very much indeed. “Yesterday, I had a meeting with the mothers and fathers of the Chibok girls. The nation is anxiously waiting for you to provide intelligence on their whereabouts and then, the ground forces developing the strategy and tactics to recover them. Gov. Akinwunmi Ambode of Lagos State on Monday inaugurated Prof. Olanrewaju Fagbohun as the Vice- Chancellor of the Lagos State University (LASU) charging him to rebuild confidence in the institution after its protracted crisis. Ambode said at the inauguration in Lagos that Fagbohun would require the support and cooperation of all stakeholders, particularly staff and students, to ensure a peaceful atmosphere that would promote academic excellence. “This appointment was made after a thorough screening and selection process by the Governing Council. “Over the past few years, LASU has had a fair share of successes and challenges; as a result, there is a lot of work to be done to propel the university to a world class status. “I urge that we all use today’s event as a rallying call for all to join hands to move LASU forward,” he said. Ambode said that his government was not just passionate about education, but also committed to raising the standards by providing the necessary infrastructure and delivering outstanding results. “We are fully conscious of the unique position that LASU occupies, thus, the desire of all that the institution should refocus on intellectual engagement is very imperative,” he said. The governor said he was optimistic that Fagbohun would show leadership and brace up to the developmental and academic challenges of the institution. The Federal Government on Friday in Abuja said the mortality rate of the re-emergence of Lassa fever has increased to 43.2 per cent and has claimed the lives of five more people. With the development, the death toll has now hit 40 as against 35 that was recorded on Thursday, thereby bringing the total number of reported cases to 86. The Minister of Health, Prof. Isaac Adewole, at a news conference, also stated that two more states, namely Plateau and Gombe, had been affected by the disease, which is in its sixth week. Meanwhile, laboratories have confirmed 17 cases, which are indicative of a new outbreak of the disease as 80 per cent of human infections are asymptomatic. Adewole said, “The total number of reported cases, so far, is 86 while there have been 40 deaths, with a mortality rate of 43.2 per cent. Our laboratories have confirmed 17 cases, indicative of a new roundtrip of Lassa fever outbreak.” According to him, modalities have been put in place to curb the spread of the disease, which can also occur and be transmitted in health facilities where infection prevention and control practices are not observed. The measures, according to the Minister, include “immediate release of adequate quantities of Ribavirin, the specific antiviral drug for Lassa fever to all the affected states for prompt and adequate treatment of cases.” He said, “We have deployed rapid response teams from the ministry to all the affected states to assist in investigating and verifying the cases, as well as tracing contacts. Clinicians and relevant health workers had been sensitised and mobilised in areas of patient management and care in the affected states, as well as intensifying awareness creation on the signs and symptoms, including preventive measures such as general hygiene.” Adewole said Nigeria has the capability to diagnose Lassa fever as all reported cases were confirmed in the nation’s laboratories. “However, due to the non-specific nature of Lassa fever symptoms and varied presentations, clinical diagnosis is often difficult and delayed, especially in the early course of the disease outbreak,” he added. He, therefore, advised the public to “avoid contact with rodents/rats as well as food/objects contaminated with rats’ secretion and excretions.” He urged the public to “also avoid drying food in the open and along the. roadside.” He said the World Health Organisation had been notified of the confirmed cases while calling on health care workers, who are expected to ensure that all patients are treated freely, to immediately contact the state epidemiologists in the state ministry of health or call the Nigeria Centre for Disease Control and the Federal Ministry of Health. Lassa fever is an acute febrile illness, with bleeding and death in severe cases, caused by its virus, which has an incubation period of six to two days. About 80 per cent of human infections are asymptomatic; the remaining cases have severe multi-system disease, where the virus affects several organs in the body, such as the liver, spleen and kidneys. The onset of the disease is usually gradual, starting with fever, general weakness, and malaise followed by headache, sore throat, muscle pain, chest pain, nausea, vomiting, diarrhoea, cough, and bleeding from mouth, nose, vagina or gastrointestinal tract, and low blood pressure. The reservoir or host of the Lassa virus is the “multimammate rat” called Mastomys natalensis which has many breasts and lives in the bush and peri-residential areas. Meanwhile, Lassa fever panic has hit Plateau State as cases have been reported in five local government areas of the state. One person has already been reported dead in Jos, the state capital. Although the area where the person died was kept in guided secret, the State Commissioner for Health, Dr. Kuden Kamshak, said some cases. were reported in Jos North, Mangu, Langtang South, Pankshin and Shendam local government areas of the state. Kamshak said that the state government had established Disease Surveillance and Notification Officers in each of the 17 local governments in the state to monitor and manage the problem before it escalates into an epidemic. The National Assembly on Sunday said its members were eager to meet with President Muhammadu Buhari over the President’s “claim” that the National Assembly planned to spend over N47bn to buy exotic cars this year. The House of Representatives, on its part, stated that a meeting with Buhari would put the records straight on how the President got his figure, since the legislature had not contemplated “making such a mind-boggling” expenditure. Buhari had, during his maiden Presidential Media Chat on Wednesday last week, wondered that the National Assembly planned to buy cars worth over N47bn, in addition to taking car loans and generous transport allowances. “I can’t see the National Assembly spending more than N47bn to buy cars on top of transport allowance they collect. “I have to revisit that story. The budget for their transport allowance comes up to N100bn. With the kind of money that goes into the National Assembly, we have to look at it conscientiously and see how we can live within our means,” he had said. Buhari announced that he would hold a closed-door meeting with the legislators to discuss the issue. However, both the Senate and the House of Representatives in their separate reactions less than 24 hours after the media chat, denied that there was a plan to buy cars worth the amount the President quoted. Speaking with The Punch on Sunday, House Minority Leader, Mr. Leo Ogor, said the members were prepared to meet with the President, where the lawmakers planned to ask him how he arrived at the figure. Ogor stated that since making the announcement last week, there had been no communication from the Presidency on when the meeting would take place. But he told The Punch that members were willing to meet with the President to address the “misinformation for the purpose of avoiding needless crises.” He added, “There is no meeting fixed that I am aware of for now. “But, as a House, we welcome discussions with Mr. President to avoid unnecessary frictions.” The minority leader also pointed out that the President made “several assumptions” about his powers, especially in relation to the power of appropriation. According to him, Buhari, during the chat, seemed to assume that all the proposals of the executive in the 2016 budget of N6.08tn were sacrosanct and did not require any scrutiny by the National Assembly. “We advise that, in keeping with the principle of separation of powers, he should read sections 4,5,6 and 80 of the 1999 Constitution (as amended) jointly for clearer understanding of which arm of government has the power of appropriation. “All that is contained in the entire budget remains a mere proposal until approved by the National Assembly the way it deems fit,” he added. Ogor added that the National Assembly too would need to be convinced why the Presidency proposed to buy cars worth about N3.5bn this year. He argued that while nobody raised eyebrows over the Presidency’s budget on cars, a “non-existing” figure of N47bn was quoted for the National Assembly as its planned expenditure on exotic cars this year. The lawmaker stated, “The Presidency proposed to buy cars for almost N3.5bn, there is electrical wiring of almost N300m. “There are so many proposals in the Presidency’s budget that we think should be subjected to thorough discussions. Some of the proposals in the Presidency’s budget may not even stand. “Where we are not convinced, we will remove and take some sub-heads to areas we think they are needed.” He claimed that Buhari took the wrong step my starting a “media war” with the National Assembly in his first media chat. The lawmaker observed that the option of opening discussions with the National Assembly on issues he might not have been “adequately briefed on” should have preceded the media war. Also, the Senate spokesperson, Senator Sabi Abdullahi, said the red chamber was prepared to meet with Buhari on the proposed plan by the National Assembly to purchase official vehicles for the 469 federal lawmakers. Abdullahi told one of our correspondents on the telephone that media reports on the issue, which quoted various sums of money being the cost of procuring the vehicles, actually misled members of the public on the issue. He explained that the exact amount that the vehicles would cost could not be determined by the National Assembly at the moment because the contract for their procurement had not been awarded. He added, “We in the Senate are ready and prepared to meet with the President on the issue. There is no way we can exercise our legislative functions especially in the area of oversight, using our personal cars. “We need official vehicles to move around the country because we do not have to rely on government agencies under our supervision for such logistics if we really have to carry out an unbiased exercise. “Nigerians should also note that we are not asking for too much by requesting Sport Utility Vehicles as official vehicles because there is no senator or member of the House of Representatives that cannot afford one. A five-month-old baby has been reportedly killed and several others injured after an official of the Lagos State Traffic Management Authority attempted to arrest a commercial bus driver for violating the traffic law around the Awoyokun end of Ikorodu Road. The yet-to-be-identified culprit was said to be among a team of traffic officials from the LASTMA’s Anthony office. The bus driver had picked up a passenger by the roadside when the officials began trailing the vehicle. One of the LASTMA officials was said to have jumped into the front seat in a bid to arrest the driver. It was learnt that the driver, whose vehicle was filled with passengers, continued driving in a bid to evade arrest. The LASTMA official allegedly pulled out the ignition key as the bus crashed into a stationary refuse truck. A witness, who did not identify himself, said the incident happened at about 12pm. He said, “The driver was caught picking a passenger on the road and the LASTMA officials pursued him. They caught up with him and one of them quickly jumped into the bus and told the driver to give him the key. The driver refused and continued driving. The LASTMA officer started fighting for the control of the steering with him. Before we knew what was going on, the LASTMA man removed the key from the ignition. At this point, the bus rammed into a refuse truck.” A commercial driver, Sola Adeyemo, said the impact of the collision flung out many of the passengers, some of whom sustained fractures. “They broke their hands and legs. It was a serious accident. Even the bus driver was injured. A few of them were laid on the road. Those that sustained the most injuries were those by the door. A woman was critically injured and it will be a miracle if she survived it,” he added. It was learnt that the LASTMA official responsible for the accident was equally injured. A witness, who captured the official extricating himself from the bus, said he limped out. He said, “He climbed out while we were trying to save the lives of the passengers and the driver. He stood on top of the bus and then jumped on the refuse truck. From there, he jumped over a nearby fence and ran away.” All the victims were reportedly taken to the casualty ward of the National Orthopaedic Hospital, Igbobi, Lagos. An official said the hospital’s Chief Medical Director was not available. However, some officials at the casualty ward confirmed that a baby was killed. One of them said, “Some people were brought here and they sustained injuries. Immediately they came, they were attended to and those whose injuries were not serious left. “The mother of the child who died was brought here and she was treated. The baby’s remains were taken away by the family.” The LASTMA Public Relations Officer, Mamud Hassan, denied that any life was lost, adding that the driver of the bus was the architect of the crash. He said, “The commercial bus driver is a serial traffic law violator. He had been warned several times and he did not cease his habit. On Monday, he did it again and our officials gave him the opportunity to drop the passengers at the nearest bus stop before they tried to take his vehicle into LASTMA yard, but in his desperate attempt to escape, he continued driving and making calls to his friends to come and deal with the officials. “It was in his desperation to escape that he rammed the bus into a stationary truck. About three people sustained minor injuries, which included the official, the driver, and one other passenger. “No life was lost. Drivers and motorists should please assist us to do our jobs. If any of our officials are caught doing anything wrong, they will be punished.” The Police Public Relations Officer, Joe Offor, confirmed the incident, which was reported at the Ilupeju Police division. A 40-year-old man, Friday Anyim, who killed his father’s wife in Enugu, has blamed the act on hemp, which he smoked regularly. The incident occurred on December 27 in Umuenem Ezinesi Oduma, a community in the Aninri Local Government Area of Enugu State. It was gathered that the deceased, Bernadette, was one of the three wives of Friday’s father, Mr. Ogbonna Anyim. Friday, a secondary school dropout, is the son of Ogbonna’s first wife, while the deceased, Bernadette, was the second wife. It was gathered that on the fateful day, Friday was engaged in a heated quarrel with one of his sisters, named Abigail, over his intention to sell a water tank that belonged to the family. Friday wanted to use the proceeds of the planned transaction to purchase a motorcycle, which he intended to use to operate as a commercial motorcyclist. The matter was said to have taken an ugly turn when Friday suddenly picked up an axe, and attempted to use the weapon on his sister. It was learnt that at the same moment, his stepmother, Bernadette, moved to separate Friday and Abigail. However, the axe, which Friday swung at his sister, landed on Bernadette’s neck. Bernadette collapsed and became unconscious. Friday immediately dropped the axe and took to his heels. Ogbonna said he received news of the unfortunate development in his household while he was at a village meeting. He said he rushed home as Bernadette was being taken to a hospital, where she was confirmed dead. He said. “I am in pains and I don’t know how to approach this, but I believe that the law will take its course.” Friday, who was later arrested by the police, expressed regrets over the incident. He blamed his actions on hemp. He said, “I wanted to hit my elder sister, Abigail, with the axe when it mistakenly landed on my stepmother. I acted in anger; I plead for forgiveness.
