Zimbabwean President Robert Mugabe, who is also the African Union (AU) chair, says Africa must establish its own International Criminal Court (ICC) which would be mandated to prosecute Western leaders who have committed crimes on the continent. According to the state-owned Chronicle newspaper, Mugabe said it was high time Africa set up a criminal court which would seek justice for “serious” war crimes and crimes against humanity committed by the West, particularity during the colonial era. “They committed crimes, colonial crimes galore – the slaughter of our people and all that imprisonment… I have a case, why was I imprisoned for 11 years? We forgave them, but perhaps we’ve not done ourselves justice… You set up the ICC, we set our ICC to try Europeans, to try Mr [George] Bush and Mr [Tony] Blair,” Mugabe was quoted as saying. Mugabe said the International Criminal Court was a court for Western countries, dispensing Western injustice on Africans. MASS WITHDRAWAL....... Mugabe said this while addressing journalists at the Harare international airport where he was seeing off his Malian counterpart Ibrahim Boubacar Keita after his three-day state visit to the southern African country. Keita concurred, adding it was “up to Africans, not Europeans or Americans to judge their leaders”. Mugabe’s remarks came a few days after Sudanese President Omar al-Bashir evaded an ICC arrest order by leaving early from an African Union summit that was held in Johannesburg. At the summit, Mugabe wanted a mass withdrawal of African states from the ICC. The veteran leader harshly criticised the ICC after Al-Bashir dodged his arrest, saying the international court was not wanted in Africa. “This is not the headquarters of the ICC, we do not want it in this region at all,” Mugabe said. President Buhari says that the judiciary is his main headache in his ongoing fight against corruption in Nigeria. According to a statement released by the special adviser to Buhari on Media and Publicity, Femi Adesina, Buhari said this while speaking with Nigerians living in Ethiopia during his visit to the country over the weekend. "On the fight against corruption vis-à-vis the judiciary, Nigerians will be right to say that is my main headache for now. If you reflect on what I went through for twelve years when I wanted to be the President, I attempted three times and on the fourth attempt through God and the use of technology, it was possible for Nigerians to elect an APC candidate as President. In my first attempt in 2003, I ended up at the Supreme Court and for 13 months I was in court. The second attempt in 2007, I was in court close to 20 months and in 2011, my third attempt, I was also in court for nine months. All these cases went up to the Supreme Court until the fourth time in 2015, when God agreed that I will be President of Nigeria,’’ Buhari said. He assured members of the Nigerian community that with the support of the Chief Justice of Nigeria, he will continue to do his best to improve the nation’s judicial administration system. On urban development and infrastructure, Buhari announced that the Federal Government has ordered a review of several railway transport projects signed by the previous administration with the Chinese government. "The Chinese government was very generous to Nigeria on the projects signed with the previous government because they agreed to pay 85 percent of the project. But the Nigerian government was unable to meet up with its counterpart funding of 15 per cent, so the Chinese government was unable to make any impact on the project,’’ he said. The President said he has directed the Ministers of transportation, finance, power, works and housing, to revisit the agreements and explore ways of re-approaching the Chinese government for assistance. He added that the Chinese government had indicated interest to assist Nigeria on project financing through its Export-Import Bank Commenting on the proposed N6.077 trillion 2016 budget submitted to the National Assembly, Buhari said for the first time in Nigeria, the budget will be largely financed from non-oil revenue. He identified the collapse of the international oil market and oil theft in the Niger Delta as main reasons for projecting more revenues to fund the budget from the non-oil sector. "The theft of the oil market by some Nigerians that happen to live there who feel that the oil belongs to them and not the country is an irritating thing for those of us who participated in the civil war for 30 months in which at least 2 million Nigerians were killed,’’ he said. He also said that the proposed budget would focus on increasing efficiency and transparency in government operations and the blocking of leakages from revenue generating agencies. A suspected drug addict arrested by the Rapid Response Squad of the Lagos State Command has disclosed that he made over N300, 000 monthly from begging in Ikeja. Kehinde Olatubosun, 56, from Ibadan, Oyo State, was arrested on Saturday night along with 18 other drug addicts at a joint in Ipodo, Ikeja. PremiumTimes reports that a team of Rapid Response Squad Decoy had on Monday night traced a stolen phone to the joint, leading to the arrest of a three-man gang mobile phone thieves, three hard drug peddlers and 13 drug addicts, the police said in a statement on Sunday. Mr. Olatubosun stated that he made over N10, 000 daily begging at the Mobolaji Bank Anthony Roundabout; beside the Lagos State University Teaching Hospital; Toyin Street; and Opebi. “All days of the week, I’m always in Mobolaji Bank Anthony Roundabout, Toyin Street roundabout and Opebi. At times, I collaborate with beggars. Whatever we make, we share but I get a larger share,” said the suspect. “What I do is that, I get LASUTH drug prescription papers. I get it from their waste bin. With this in my hand, I convince motorists, passengers and passersby that I have a relative who is in dire need of money to buy drugs and I show them the prescription papers. “This is what I have been doing since I was deported from Germany in 2004. Before the deportation, I was working as Electrical Engineer in Bauhusa, Colon, Germany. I was in Germany for 12 years before I was deported.” Mr. Olatubosun said his deportation from Germany was after he was caught in possession of hard drugs. “I have four children. Two are in Germany with my wife. One is in Texas, United States and another in Nigeria,” he said. “Unfortunately, all the money I make from this begging goes into drugs. Day after day, I am always there, seven days a week. I make more money on Fridays, Saturdays and Sundays. I make more than N10,000:00 on weekends. “As I speak to you, I’m not on drugs but I am experiencing withdrawal symptoms, that is, the effect of not taking drugs for sometimes.” The suspect said he was at the Ipodo drug joint when the RRS operatives raided the place and added that it was the first time he would be arrested. “I am praying that RRS release me. I promise I won’t go back to drug again. Where I live presently was given to me by my in-law.” Another drug suspect, Dada Ajayi, arrested at the drug joint during the police raid, said that addiction had destroyed his life. “I am trying to get over it now; drug has been the cause of my stagnation in life,” said Mr. Ajayi, 48, who said he had been hooked on drugs for over 17 years. I frequent that joint because I have nowhere to go. I have lived the better part of my life consuming drugs. As I talk to you, the remains of my wife is in Ikeja mortuary. She was taken to Lagos State University Teaching Hospital, Ikeja. I was asked to bring N150,000 for surgery but I didn’t have N50,000 on me then. She died in the process. Right now, I have lost my family because of my drug addiction. I don’t know where my children are or how to start my life again. I can’t stop going to that drug joint because it is the only place where I get consolation. It is the only place I’m at peace with myself. If anybody want to help us, they should arrest the drug barons or dealers. Arresting us won’t solve drug problem because without the sellers there won’t be the takers. You arrest the dealers, I mean the merchants, then, you have cut the supply and thus saved us from getting drugs. Against the backdrop of the economic crisis plaguing Nigeria amid falling global oil prices, the Federal Government is considering changes to the nation’s tax regime in a bid to shore up dwindling revenue. There are indications that the government will increase Value Added Tax, as recently suggested by the International Monetary Fund, whose Managing Director, Ms. Christine Lagarde, visited the country early this month. Economic and financial experts have, however, said the move to increase VAT would put further pressure on Nigerians, as it would cause increase in the prices of goods and services, among other implications. VAT is a consumption tax payable on the goods and service consumed by any person, whether government agencies, business organisations or individuals. It is currently levied at the rate of five per cent in the country. The sharp drop in crude oil revenues, which provide 95 percent of the country’s foreign earnings, has led to significant depletion of the nation’s foreign reserves. Oil prices have fallen in the last few days to their lowest levels since 2003, trading about $10 lower than the oil price benchmark of $38 proposed by President Muhammadu Buhari for this year’s budget. Oil prices staged a rebound on Friday, trading around $32 per barrel on Saturday. The Minister of Finance, Mrs. Kemi Adeosun, has said the Federal Government plans to borrow up to $5bn from multiple sources, including the Eurobond market, to plug its budget deficit. Buhari had in December presented a total budget size of N6.08tn, with a deficit of N2.22tn to be financed by both domestic and foreign borrowings of N1.84tn. He put the revenue projection for the year at N3.86tn, adding that over the medium-term, the government expected to increase revenues and reduce overheads, to bring the fiscal deficit down to 1.3 per cent of Gross Domestic Product by 2018. Vice President Yemi Osinbajo, who said changes to taxation were being considered, told CNBC in a television interview, “We are looking at increasing our tax coverage. He added, “VAT, for instance — we have been doing just about 20 per cent coverage. We think that just by increasing coverage, we could do much more, and so we could earn more in terms of local resources,” he said. Increasing VAT from 5 per cent, among the world’s lowest VAT rates, and broadening the tax base were among suggestions put forward by the IMF boss during her visit. During her visit, Lagarde also said the IMF did not support foreign exchange restrictions. The Central Bank of Nigeria, whose monetary policy committee will meet on Monday and Tuesday, imposed forex restrictions last year aimed at conserving foreign exchange reserves and there have been calls from investors for these to be eased. “We know that the central bank will just have to do the right thing at this time. The central bank has told us, and it was announced even in the president’s budget speech, that they intend to take a flexible approach and deploy whatever tools are necessary to ensure that we stay competitive,” Osinbajo had said. A Professor of Financial Economics at the University of Uyo, Akwa Ibom State, Leo Ukpong, described the move to increase taxes as ill-timed, saying any increase in VAT would lead to declines in consumption and investment in the country. He said, “It is not that it is bad to increase taxes; what is bad is increasing it at the wrong time. When the economy is going through recession; when we are not producing; when unemployment is high, that is not the time to raise any tax. In fact, the opposite is the case: it is a time you cut taxes so that you can stimulate consumption and investment. “Increase in VAT is going to destroy the economy more. Consumption of goods and services will drop because you’re taking money away from people, and investment will drop. Overall, it is going to have negative effects on the economy, households and businesses.” The Head, Investment Research, Afrinvest West Africa Limited, Mr. Ayodeji Ebo, said the government should explore all avenues to ensure compliance as well as improve on its collection mechanism before considering increase in tax rates. He said, “Raising VAT will lead to increase in the price of goods and services; cost of production will go up as well as cost of goods. It is going to be telling on Nigerians in the interim. However, if this fund is channelled to proper use, the multiplier effects will cushion the impact of VAT on Nigerians “If we are able to get good roads, rail and power supply, these are some of the things that form the larger part of the cost of production — it is going to be a short-term pain to get a long-term gain.” Professor Sheriffdeen Tella of the Department of Economics, Olabisi Onabanjo University, said the government might want to consider increasing taxes in some areas and expand the tax net in some other areas to capture more people and organisations. He said, “There are a lot of people and organisations that are not paying tax, particularly in the informal sector. The government has to work out a way to capture the informal sector taxes. “It is not as if they want to impose taxes generally. Let us look at VAT, for example; there are some assets that can be regarded as luxury items. They can increase the tax regime on those assets. People hardly pay tax on wealth in this country. They need to capture those people (the wealthy).” According to Tella, government needs to raise funds to be able to execute projects and tax is a major thing in increasing internal revenue. “I think it is not tax changes that will further affect the common man. They can also reduce the tax paid by some levels of income-earners,” he added. A Partner and Head, Tax Regulatory and People Services, KPMG Nigeria, Mr. Victor Onyenkpa, said, “Given that oil is what it is today, tax is crucial in raising money, and the one that they have talked about is VAT, especially so that they want to increase the rate. The problem is that VAT, as we operate it in Nigeria, is a sale tax. “Increasing VAT, to my mind, is fine, to the extent that it is together with making companies have recoverable input VAT.” According to Lagarde, the new reality of low oil prices and low oil revenues means that the fiscal challenge facing government is no longer about how to divide the proceeds of Nigeria’s oil wealth, but what needs to be done so that Nigeria can deliver to its people the public services they deserve. She said, “This means that hard decisions will need to be taken on revenue, expenditure, debt, and investment going forward. For the family of Pastor and Mrs. Kevin Gabriel, this is not the best of time as the peace they use to know has fled, turning their happiness into a mixture of panic and palpable terror. This is because their daughter, Miss Peace Gabriel, 20, has gone missing for about three weeks now. Narrating their ordeal, Pastor Kevin said his daughter left their residence in Abuja on the 3rd of January, 2016 for Nasarawa State University, Keffi, where is undergoing a Diploma programme in Mass Communication but has since then remained incommunicado. According to the cleric, who came in company of his wife, their daughter had refused to answer all calls placed to her phone since she left home which necessitated the mother to visit the university two weeks ago to know her way about but no news was heard of her. The pastor said when the wife came to make the inquiry, she was bewildered to learn that her daughter hasn't returned to campus since she left Abuja. Some of her course mates, according to the mother said Peace has not been in school since November 2015. The matter was made worse when no one among the students, even her closest friends, could say where the missing girl resides. Investigation revealed that Peace Gabriel likes to keep to her self and constantly refused taking her friends to her residence, which they claim is somewhere in GRA, Keffi, though she has never taken any of them to her apartment. Our reporter also found that Peace has not registered for the present semester, confirming that she may not have been on campus for a long time despite that the parents said she has been given everything she needed for her registration, including fees. Mr. Anthony Ogande, Coordinator of Mass Communication Diploma programme, said the missing girl is an elusive type that hardly take her classes serious. He confirmed from the register that Peace Kevin, though a Diploma student of Mass Communication, has not registered for the present semester. No one can confirm what led to the disappearance of the young lady. The parents refuted that there was an altercation or quarrel between them which may have triggered her decision to remain incommunicado since she left home that fateful day. They said she left them in best of mood and there was no misunderstanding between them. The parents also said no one has contacted them demanding for any ransom, thereby making it unlikely to be a kidnapping case. At present, the only possibility according to some respondents is that she may have eloped with a man and possibly having the fun of her life somewhere she would not want anyone to locate them. They say that cases like this abound and she will resurface as soon as she is done "catching fun with her lover". The truth cannot be confirmed in this claim. The Deputy Registrar and Head of Information and Protocol Unit NSUK, Alhaji Jamil Zakari has promised the parents that the university will do its best to find their missing daughter. He directed them to make a formal notification to the security unit. Alhaji Zakari wants anyone with useful information about the missing girl to contact NSUK management or nearest police station. Meanwhile, events in the last few days in NSUK have been one of terrifying episodes of unpalatable news. Just yesterday, a 300 level male student of NSUK was arrested for kidnapping a teenager. It was like madness had come over 50-year-old Dayo Kamorudeen, a taxi driver in the Lekki area of Lagos, when he heard the most shocking secret his wife of more than 20years had been keeping from him. According to Kamorudeen, it appeared that a spell had been placed upon his wife when she told him on Sunday, January 17 that she was visiting Akute, a border town between Ogun and Lagos states. Kamorudeen said he lived with his wife and three children in Akute for many years until two years ago when he relocated to his new house in Oke-Ogun area of Ibeju-Lekki, Lagos. But what happened on January 17 opened a Pandora’s box of a big secret that his wife had been forced to keep for two years. “My wife told me he was going to Akute that day and she was really adamant as usual. Anytime she said she wanted to go to Akute, there was nothing anybody could say to stop her. “But this last Sunday, I had to ask her what exactly she was going to do at Akute since we had left the place two years ago. Even if she had a relation there that I did not know about, shouldn’t the person too visit her once in a while? “She then started crying, mentioning the name of Alfa Shehu Lukman, the Islamic cleric that was teaching my children Qur’anic studies before we left Akute. I remembered that before we left the community, my last daughter suddenly said she was never going to attend the Alfa’s Qur’anic class anymore. “I asked my wife what the Alfa did and by the time she was done, I was too shocked to even know what to say. I was looking at my wife and she suddenly seemed like a stranger to me, like she was not the same woman I married in 1996. I just could not believe what she was telling me. “She was crying and said if I did not allow her to visit Alfa, he would kill me and our children and she too would run mad.” What Kamorudeen narrated that his wife confessed to was too shocking to be believed at first, so our correspondent asked his wife to explain what happened herself. Kemi told our correspondent that while they were still living at Akute, she had a dream one day. Since her husband was away at work at the time, she said she had to turn to Alfa Shehu Lukman for help. She said, “The dream was frightening. I narrated the dream to him and he told me that a spirit husband was behind my problem. He said the problem required an urgent solution so that the spirit husband would not be able to kill me. “He told me that after I had taken my bath the following day, I should call him and he would come with the medicine. The following morning, I took my bath and called him. “When he came, he brought out a razor and some medicine he had prepared and said he would need to make an incision on my private part. I asked why he couldn’t just explain how it would be done so that my husband could do it for me when he came back from work but he said that it was a taboo for husbands to handle such medicine. “He told me that to ward off the spirit husband, the incision was just the preliminary treatment. He said the medicine would be rubbed on the incision after it had been made. “I agreed to it and he was making the incision when he suddenly grabbed my neck and forced himself on me. He raped me on the three-seater couch in our sitting room.” Kemi explained that after Lukman had his way with her, he brought out some drugs and a Qur’an and told her that if she dared to disclose what he did to anybody, her husband and children would die while she would run mad. She said as she was visibly shaking in fright, he made her swear to secrecy with the Qur’an. The 45-year-old artisan told Saturday PUNCH, “He told me not to worry and that the spirit husband would leave me alone so far as I heeded his instructions. I asked why he would do such a terrible thing to me when he knew my children and husband. “He said what was done was done. He said he used a medicine on me while raping me and that he would leave me to my problem if I decided to make a scene. He said I would simply run mad. “He said another condition that would make me to retain my sanity was that anytime he needed sex and he called me, I must always heed his call wherever I was and that I must not tell anyone.” “I have been his sex slave for the past two years because of this. He calls me anytime he wants sex. Sometimes he sleeps with me in our house when my husband is away, sometimes he demands that I should come to his house in Akute.” Asked if Lukman’s wife and children were not usually around when he slept with her, she said he has a dedicated room where he slept with her. Asked how she did not summon the courage to tell her husband in the last two years, she said she was just too afraid that Lukman might make good his threat. Kemi said she was also afraid that Lukman could reverse a spiritual help he rendered to her youngest child, who is now 22 years old. “There was a time my daughter woke up and was complaining of some problems. I took her to the Alfa and he said she needed a spiritual bath. That was before he first forced himself on me. He took her for the spiritual bath and she became well,” she said. Asked if she followed the spiritualist and her daughter to the spot where the spiritual bath took place, she said Lukman forbade her from following. Kemi’s husband said he simply could not believe that his wife was going through such a thing without telling anyone. “I told her that she must not go that day and that if he was indeed as powerful as he claimed to be, he should kill me before the next day,” Kamorudeen said. He said, “My last born, who introduced the Alfa (Lukman) to us, was undergoing Qur’anic studies under him at the time. While we were in Ife for her elder sister’s treatment, she was alone at home. “She said she was sleeping in the sitting room one afternoon when the Alfa came visiting to sympathise with us on the accident. She said when she told him that we were not around, he suddenly grabbed her neck and attempted to rape her but she quickly raised the alarm. “Our landlady at the time came out when she heard the noise but the Alfa quickly told the woman that he was just trying to continue the Qur’anic studies and she was proving stubborn. He used that opportunity to escape that day. My daughter too could not tell the woman what actually happened.” Kamorudeen said he could recall that since they left Akute two years ago, his wife had visited the place more than 30 times. On Thursday, our correspondent tracked down Lukman in a remote community of Otun Abule, few kilometres from Akute area of Ogun State where he carries out his spiritual consultations. Lukman, who started to sweat when our correspondent mentioned Kemi’s name, said he is 52 years old and an indigene of Abeokuta, Ogun State. When all the allegations against him had been related to him, he said he was really shocked about everything the woman had said against him. He said, “There is no quarrel between us, so I don’t know where all these rape allegations are coming from. I am really shocked but truly, they consult with me regularly on spiritual issues. “I am a spiritual doctor to the woman and her children. It is true that I made incisions on her, but it was not on her private part. It was just beside her private part, on the inner part of her thighs. “I have been a spiritualist for more than 30 years and I do not lie. It is true that I also did a treatment for her daughter which required a spiritual bath. There is nothing strange in that. There is a stream not far from here where she had the bath. “I knew the girl first when she was my pupil. She then introduced me to her parents. Her mother consults me all the time and so do the children. But I never slept with or raped the woman before. I also never attempted to rape her daughter.” Asked if he ever called Kemi in recent times, he said he only called her about two weeks ago to find out if she was visiting the area. “She had told me before that she was attending an event around here. So, I called two weeks ago to know about the event,” he said. And why did he have to do that, he was asked, Lukman said he was just checking on her welfare. “Before that last call, I had not even spoken with her for about four months.” Kamorudeen, who reached out to activist, Esther Ogwu, of the Esther Child Rights Foundation, for help, said he wants justice but does not know the appropriate step to take. The case has yet to be reported to the police, but Ogwu said the authorities would be notified when necessary. She said, “People should be careful the kind of people they turn to for help. At this point, I can only advise people who may be in a similar situation to always confide in a third party. “I believe Kemi. He probably simply preyed on her fears. It is also possible that this Alfa might be doing the same thing to other people in that community. Japanese taxi drivers in one of the towns worst affected by the 2011 tsunami have reported picking up ‘ghost customers’. According to the Daily Mail, the drivers work in Ishinomaki –where 6,000 people died in March 2011 when a 30ft tsunami hit the town following an earthquake – and say they’ve taken fares from customers who have then vanished during the trip. One driver said he had picked up a woman who wished to go from Ishinomaki Station to the Minamihama district, the Telegraph reports. When he told her that area had been wiped out in the disaster, he claims the woman said: “Have I died?” When he then turned to speak to her, she had vanished. Another driver said he picked up a man and drove him to a location across the city but found that his car was empty when he arrived there. The earthquake and subsequent tsunami killed more than 19,000 people in the town which was almost completely wiped out. Roughly 29,000 people lost their homes with 2,770 still missing. Kano State Police Command has taken into custody a former student of First Grade College in Kano, Sadik Ado-Maje who is suspected to have stabbed his estranged friend, Usman Salisu, to death over a girlfriend An eyewitness told reporters that the suspect, who was expelled from the school for unruly behaviour, had stormed the college to settle scores with his friend who he suspected to have snatched his girlfriend. As soon as the suspect arrived on the premises of the school he went straight for his target. After a brief row between the two, the eyewitness said, the other students fled for safety. "I saw Mr. Salisu soaked in blood on the floor while efforts made by other bystanders to apprehended the assailant failed,” the eyewitness recalled. The eyewitness said that the incident, which occurred during the breakfast period, triggered pandemonium in the college community before normalcy was restored by the private guards attached to the school. Spokesman of the Police Kano Command, DSP Magaji Majiya, told reporters that the suspect was apprehended after a futile attempt to escape justice. “The suspect is now in custody at the Kwalli Police Division and would be arraigned as soon as we complete our investigation”. "I don't want to threaten the quality of our investigation, but I want to assure you this matter would be followed to its logical conclusion", DSP Majiya assured. When Anita Tiwari, 28, from Uttar Pradesh, India gave birth to a two a headed baby boy, (co-join twins) doctors didn't expect him to survive for long but he defied them to live for thirty hours. Soon after his birth at the Star hospital, crowds trooped to the hospital to catch a glimpse of what they believed to be a 'miracle baby'. Soon after the delivery, Anita who wanted a boy after having two girls said: "I thought my baby boy would be like others but he is not fine. I would have been very happy if he was a normal baby but this is tragic. I’m finding this very difficult." She was admitted to New Maa Saroj Nursing Home, in Kanpur, but due to the non-availability of any senior doctors she was referred to Star Hospital nearby where she was operated. Rajeev Tiwari, the manager of New Maa Saroj Nursing Home, said: "A baby boy with two heads was born on Saturday and was initially in a healthy state. But as hours passed his condition worsened as he could not feed and suffered breathing issues." He added that the baby sadly died yesterday, 30 hours after it was born.
