That doesn't mean money can't be made only that it's very difficult for reasons such as, overhead costs, price of crude and allowable margin and availability of energy The government usually ventures into such business not necessarily to make money but to provide her citizens with basic amenities as it trickles down economic channel |

That consideration remains valid because: A govt has many ways of making money and as such can augment potential losses from other income streams Same as Dangote who has his hands in many pots and can equally augment potential losses However, oil marketers are experts in one field alone therefore it's all about profit for them. Who covers the potential losses when it's almost certain that it's a probable rather than likelihood |
