Do you realize there’s a difference between a civilian making a statement misconstrued to forge violence and a Vice President using the state resources(NSA) to perpetrate violence that killed the people he sworn to protect.

PoliticsAtiku, Gusau Behind 2002 Kaduna Miss World Violence - WIKILEAKS by jomoh(op): 1:12am On Dec 08, 2018
CLASSIFIED BY AMBASSADOR HOWARD F. JETER;

REASONS 1.5 (B)
AND (D).

1. (C) SUMMARY: During a December 11 meeting with International Narcotics and Law Enforcement Deputy Assistant Secretary Steven Schrage and Ambassador Jeter, Kaduna State Governor Ahmed Makarfi discussed the late November violence in Kaduna. Makarfi blamed the riots on pro-sharia Islamic groups and agitators from outside Kaduna. He acknowledged that religious tensions acted as kindling; however, he said the motivations of those who actually lit the fire were "purely political". Later, in a private conversation with Ambassador Jeter, Makarfi laid much of the blame at the feet of Vice President Atiku and National Security Advisor Aliyu Mohammed. Makarfi said that in their attempts to embarrass President Obasanjo and undermine his popularity the two political heavyweights had unleashed forces they could not control. Finally, while the governor praised the military for its handling of the incident, he had no kind words for the Nigerian National Police (NNP) and other civilian security agencies. Were it not for their inept handling of the situation, said
Makarfi, the violence might well have been averted.

END SUMMARY.

2. (C) During a December 11 meeting with INL DAS Schrage and Ambassador Jeter, Kaduna State governor Makarfi discussed the late November violence in Kaduna. Ambassador emphasized that Kaduna, with its ethnically and religiously diverse population, had the potential to be an example for the rest of Nigeria if incidences of civil unrest could be minimized. Makarfi acknowledged that rising tension between Kaduna's Christian and Muslim populations was of grave concern, but he thought the root of the problem was politics, not religion.

3. (C) Makarfi said the unrest had nothing to do with the many peaceful Muslim processions taking place in Kaduna. The violence began when members of radical Islamic groups, collectively known as Izala, incited the crowds to act. Emphasizing that the riots were planned, Makarfi noted that there many of those arrested claimed they were paid to
attack the "This Day" newspaper office or to burn the governor's shopping plaza. He also claimed that the evening before the riots began, he had heard reports of people dropping tires in strategic locations around Kaduna so they would be available to be burned the next day. Makarfi was astounded that neither the Nigerian police nor the intelligence service was able to pick up these signs of impending trouble.

4. (C) Makarfi specifically noted the pernicious influence of the "Supreme Council for Sharia Law". The governor accused this group of helping to incite the riots in order to hasten the introduction of sharia law into Kaduna State. Makarfi said this group would be the likely source of future problems for him and Kaduna because of the governor's disdain for sharia law. Noting that the Muslim
community is sharply divided between radicals and moderates, Makarfi said he would work to remove the influence of this group from Kaduna and vowed to support those that would join him in the fight. He said this would be a showdown and he welcomed it.

5. (C) Later, in a private conversation with the Ambassador, Makarfi further emphasized the political nature of the violence by placing much of the blame on Vice President Atiku Abubakar and National Security Advisor Aliyu Mohammed. Makarfi accused the VP and NSA of fomenting violence in Katsina, Nasarawa, and Benue in addition to Kaduna. The governor allowed that the VP and NSA may have only wanted to cause minor unrest in order to embarrass and weaken President Obasanjo. Unfortunately, said Makarfi, the duo let loose forces that they could not control. When asked what the USG might be able to do help the situation, Makarfi suggested that the USG speak with the VP and NSA and demand that they desist.

6. (C) While Makarfi gave the military good marks for its handling of the crisis, his review of the NNP's performance was scathing. Makarfi characterized them as being uncoordinated, untrained and undisciplined. He said the police had failed miserably during the riots and that the Police Commissioner admitted as much to him personally. The governor noted that despite rumors that something was in the offing and his personal order to increase local security measures, the police did nothing to prepare themselves for the violence that would take place in Kaduna. Makarfi said that when the situation finally deteriorated to the point at which the military requested permission to deploy, he had to overrule the Nigerian National Police which had said military intervention was unnecessary.

7. (C) Clearly exacerbated by the NNP's performance, Makarfi suggested scrapping the organization all together. He felt that most police functions could be better carried out by local police forces. He advocated the creation of a "National Guard" made up of retired military personnel that would be available to act in cases of large-scale unrest.

8. (C) When the Ambassador and Makarfi's conversation turned toward the upcoming national elections, Makarfi said the international community should pressure Obasanjo not to run for a second term for the good of the country. Makarfi thought the North could accept another southerner as long as he is not Obasanjo or another Yorba. When the Ambassador told Makarfi that he had heard VP Atiku had decided to stay with the President, Makarfi changed his tack slightly, saying Obasanjo had a chance to win the North if he reconciled with Atiku.

9. (C) Makarfi thought Ibrahim Babangida's support of the candidacy of former Vice President Alex Ekwueme was a ploy to win the presidency for IBB in 2007. Makarfi reasoned that if Ekwueme were to win the South-zoned presidency, he would not run for a second term. That would leave the door open for IBB to run when the office is zoned to the North in 2007.

10. (C) COMMENT: While Makarfi's allegations about the VP's and NSA's roles in fomenting sectarian violence are disturbing, it is important to keep in mind the source of the information. Makarfi and Atiku have long been competitors. Indeed, many saw Makarfi as Atiku's likely replacement if Obasanjo dropped the VP. It is possible that political animosity may have influenced Makarfi's search for the cause of unrest in his state.

END COMMENT.
JETER

Great2017:
Atleast, they failed Nigerians and Nigerians sent them out. If anyone had abused his or her office, the APC should send them to court for the law to its course. Your media rant of $16bn is an attribute expected of barbarians.

The APC has failed Nigerians. If you think otherwise, I challenge you to name one single achievement and the percentage of Nigerians that are benefiting from it.

Your education is questionable to have asked if Dieziani was innocent. Yes, she is innocent until a competent court says otherwise. It is a pity that your education has deformed your reasoning.

The UK is not as useless as the incompetent Government run by the APC. Or do you think media trial is justice at last?
For you to have referred to people mentioning $16bn as barbarians show your family benefitted directly from the loot and it shall never be well with whoever benefitted directly from the looted fund

Define your failure.

Achievement(beneficiary)
Is not borrowing to pay salary failure(Nigerian economy)
Increasing police salary(the police officer and their family)
Expunging of ghost workers(Nigerian economy)
Payment of Nigerian airways workers(the workers)
Banning the importation of rice(rice farmers and the Nigerian economy)
Warri Itakpe rail line first time ever theyre seeing train(all SS people & the Nigerian economy)
Lagos-ibadan rail line(SW and the whole country)
Ajaokuta steel after 40years(Nigerian economy nd all potential builders)
N-power(Nigerian graduates) first time having transparent recruitment
Trader-money(Nigerian traders) first time ever they’ll receive support directly from the FG.

All the above among others

If you dispute them then define clearly what you expect PMB to have achieved by now.

UK government is not useless yet they have not arranged her in court since but to your warped mind Nigerian government is useless for not arranging her. I doubt your logical reasoning capacity.

You brought oshiomole and babachir you got served
You went back to Diezani and brought “achievement” with it, you’ve been served again let’s hear your logic.

And that was the reason the PDP was sent parking. Do you have a problem with that?

So, the APC is no where different from the APC? I can see your consolation. Why is it taking the APC eternity to arraign Dieziani? Incompetency the trademark of the APC is certainly responsible.
PDP was sent parking because when they were their, they accommodated all thieves even the ones from other parties.

PDP didn’t fight anyone even if it was a witch hunt they didn’t their philosophy was “steal and let’s steal”.

Let APC fight all of them for 8years and another party too should come and fight APC too. Note the incoming party has to either be a new party or be able to show us their achievements.

Not those who stole $16bn meant for electricity and use it to start selling Mikano generators to us.

On the issue of Diezani, I will refer you back to my first comment where it all started.

Go to school you won’t you will be following ipob up and down.

Is the UK government also incompetent not to have arraigned her all this while? Or does it mean she’s innocent in the UK?

You can take forever to arraign Babachir. Who cares?

When you want the Government to kill every thief that is your enemy, non-partisan Nigerians will remind you of the thieves you protecy because they are your friends.
Yes the same way it has taken forever to arrainge Dieziani right?

If PDP had being doing so for a very long time the spate of corruption and the impunity with which it was being carried out would’ve reduced by now. By now our politicians will know there is consequences for their actions from their political opponents once power change hands.

. There is nothing of such, it shows those truly want to get things done rightly in Nigeria, because free, fair and credible election is what every sane Nigeria is looking up to.Or you don't want electoral syetem to improve.
I repeat there’s something those people are planning to achieve with it.

Here’s my reason.

The electoral amendment is useless as regards to the next year’s election cos the African chatter on election of which nigeria is a signatory to states that any electoral law must have been in place atleast 6months before the election proper. We are just 4months away.

Those people(Saraki and co) knows the truth, they know most Nigerians don’t know about the African charter. They want to use it against the government if the president should sign it, they will claim INEC in conjunction with the federal government refused to use the new electoral law. Of which they already know is useless as regards the African charter.

Saraki and co don’t mean well for this country they just want to confuse the ignorant electorate and wipe up public sympathy for themselves.

The president has intentionally not sign it cos its better it is not signed at all than sign it and some people will use it as excuse to confuse the electorate to score cheap political point.

Of course. Any president from 2019 will find things very easy.

Dangotes refinery will start working which will crash fuel price and eliminate subsidy forever. This alone will free up billions of dollars for the government to use on other things.

The revolution in the rice farming will only be consolidated on

The railway development will be consolidated on.

Reduced stolen funds to deal with

No ghost workers to deal with

No resultant recession from the previous governments incompetence to deal with

No need to bailout states thereby freeing up more funds for the federal government. In fact the already loans out funds will start to be recovered. Which will provide more funds for the government.

No Ipob threat to deal with.

No Boko Haram holding Nigerian territory to deal with.

Just consolidate on the following achievements

Ajaokuta steel
Rail lines
Housing scheme
All the power projects being sabotaged
2nd Niger bridge already started

In all, God don’t deal with hypocrites. God willing the best candidate which I believe is PMB shall win.

It’s doesnt have to be the police alone. Cictiziens can push for a legislation to request for the videos through the courts.

BTW it’s very hard for the police to fight against the court and when technology is involved. It’s a matter of the court ordering the release of the video as evidence in court.
