I think this is the biggest budget in the history of this nation, yet the claims by this agency shows the reality on ground.

The funding and implementation of this budget will be a very big problem and I doubt if it'll be implemented even up to 50%,since that of 2017 and 2018 was under 60% implementation.

Our reoccurring expenditures is out weighting our capital expenditures, a big danger for true sustainable development.

So many MDA's ought to be merged or scraped and the cost of governance reduce for use to meet up significant with the budget implementation, in terms of capital and human development.

You can't really blame the unions when they have been on this struggle since 2017..they know after elections the government won't care and they have to strike the iron while it is hot.

Unku, I have followed your comments on this thread and it is fitting to say most of them reek of partisanship...as for the issue raised in the second paragraph, I think you should be asking why the FG is not canvassing for true federalism which will decentralize the enormous amount of power concentrated at the FG level. After that, we can all justifiably and without recourse to the FG, hold state governments responsible for everything happening within their purview.

No where in the world will you see the executive arm of the government canvassing for lesser power. Let the thieves in the NASS canvass for it. After all they’re the ones that will still pass the law. It will be fairly easy.


Let people put pressure on other arms of government eg state governors. It is these same state governors that mostly end up in the senate but because they felt no pressure as a governor, they see no need to canvass for it.

We don’t have to wait until we have federalism before we start putting pressure on governors. Federalism won’t change our mentality. We need to start demanding accountability for the huge funds they receive monthly from the federation account. If they don’t have much they are doing with it, then they should reduce their percentage of the sharing formula.

What we actually need is constitutional review.

You should know the difference between appropriation law and minimum wage act. Not every appropriated amount translate to implementation. If everything we plan for in the budget is actually implemented, then there wouldn't be any problem.

First thing first, get the minimum wage act then you can pay as budgeted. If the MWA is not pass, govt can still be paying the old rate until the end of the fiscal year and you can do nothing about it.

Simple question.

If during the year 2019 the minimum wage law is passed but the money is not provided for in the budget where does the government get money to pay?

If the government refused to pay after passing the law because the money is not provided for, you people be the thieves in the NASS and PDP will be shouting that the government doesn’t want to pay after the Minumum wage law has been passed.


Budget comes once in a year except for emergency funding where supplementary is sent but laws can be passed and repassed multiple times in a year. The FG has shown commitment and optimism already.

The last government by virtue of the high crude price and low Fuel price had a huge subsidy bills to pay and also invested a large chunk of that defending the naira and yet still increased the minimum.
So you see that the current FG has no excuse not to pay the current when they have shown they are even more wasteful than the Admin they replaced.

Honestly I’m sympathetic to their struggle just that the timing and the prime target(FG) is suspicious, especially when it is obvious the prime target has taken a step to show its commitment. What have they done to state governor who had refused? What did they do to state governors that are owing salaries.

Governance is not only about the FG alone. That is the problem we have in this country. We forget the state governments exists and we refuse to understand they closer to us than the FG thereby directly responsible for our sufferings. We give those fools the freedom to loot state funds dry while we concentrate too much on the FG.

Buhari follow up comments after the comment you referenced indicated that implementation of the minimum wage is subject to the findings of the technical committee saddled with the responsibility of looking for alternate funding instead of borrowing.

A serious FG would have have transmitted the minimum wage act swiftly to the National Assembly to be made law, then people can say the FG will be compelled to obey them when they renege.
