The legislative is the most powerful arm of government in a democracy incase u don't know. They determine who forms part of the Judiciary and can also take away executive powers. Follow up the political happenings in south Korea presently so that u would have a full grasp as to how powerful the legislative is.
No arm of government is more powerful than the other. They work in synergy to check overt acts of each other in what is commonly known as checks and balances. None can over-reach the other. The Judiciary, in checking the excesses of the legislature, can and do strike down any Act of the National Assembly that is ultra vires the Constitution. Again, to amend the Constitution of Nigeria is not a day's job.

EFCC should pay more close attention to these two very corrupt individuals. The so called Dino Melaye is a huge disappointment. I knew the very day Hamid Ali was appointed the CG of Customs that he will find it difficult wearing a paramilitary uniform. Being a retired army officer, it is somehow belittling to him to wear a lower uniform and I'm sure the Senate knows this, reason they are insisting he must wear it.

Hamid should just wear it and calm all tension.

For those that will say he should have rejected the job, remember that Buhari sent delegates twice to persuade him to take the job.
Really? Did not know that. Hameed Ali was a former military governor and a no-nonsense one at that. The adjective used by loquacious FFK to qualify the gentleman smacks of irresponsibility and poor parental upbringing. He defamed the man by his choice of words and an action in that regard can be instituted against him in a court of law by Ali. The C.G. should explore this option to teach that dimwit a lesson.

Your opinion which you are entitled to, anyways. In a democratic setting, the legislature makes the law while the Judiciary or the court, if you like, interpretes the law. Enforcement of the law enacted by the legislature and interpreted by the Judiciary resides with the executive which it does through relevant government agencies. Now, you are educated on the functions of the three arms of government in a democracy.

The Council for the Regulation of Engineering in Nigeria (COREN) has raised concern over the integrity of an intersection bridge otherwise called flyover being constructed by the administration of Governor Rochas Okorocha at Amawire, Akwakuma in Owerri, the Imo State capital.

Briefing newsmen on the outcome of the council’s first quarterly meeting for 2017, President and Chairman of the council, Mr. Kashim Ali disclosed that a letter had been written to the governor requesting him to provide details of the consultants and contractors handling the project so that they can furnish the body with some necessary information.



Ali warned that the council would not hesitate to invite the Independent Corrupt Practices and other related offences Commission (ICPC), to storm the project site and arrest anybody seen there, if the government failed to comply.

“We got a disturbing report from Imo State on a bridge on Amawire, Okigwe Road and Akwakuma flyover. Our Engineering regulatory monitoring team noticed defects; they requested from the government the details of the consultants and contractors involved especially the engineers so we can know what went wrong.”

“The state government has not given us that information; we have written to the governor for them to give us the details urgently; to know the engineers involved to prevent what will cost lives. If they don’t do that, we have no option but to report the matter under our Memorandum of Understanding (MoU) conditions to ICPC and they would find whoever it is and get information they need.”

The council also deliberated on the report of alleged professional misconduct against a Professor of Agriculture and Environmental Engineering, from the Federal University of Agriculture, Makurdi, Simon Irtwange and referred the case to an investigating panel to determine whether the actions constituted ethical misconduct.

COREN President said the professor would be tried by the tribunal if any case was established against him

Imo State have no flyovers at the moment. The shambolic work done by Okorocha's contractors on the supposedly concluded flyover at Amawire, Orji have made it unusable to date.

The Constitution of Nigeria should be amended to take care of an absentee President or Governor with regard to how many days or weeks they can stay away from office with violation attracting immediate removal from their positions. Absentee President or Governor is a situation that was unforseen by drafters of the 1999 Constitution. Therefore, amendment of the Constitution is needed to this effect.

We are getting to the business-end of the Champions League and many of the usual suspects in recent years are still around with a few interesting teams remaining in the competition. Here are my thoughts on the quarterfinals:


Atletico Madrid vs. Leicester City

Going by Diego Simeone’s impressive record in this competition which has seen Atletico reach 2 finals in the last 3 years, it is difficult not to pick them to advance against gutsy Leicester City. It is not like Leicester do not have a chance, afterall they just knocked-out Sevilla which is a very good Spanish team. However, there is something about Atletico Madrid in the Champions League that makes them very hard to beat over 2 legs.


Dortmund vs. Monaco

I am sure football fans around the world are rubbing their palms with glee over this one. 2 attacking sides going head-to-head with Pierre Emerick Aubemeyang coming up against Radamel Falcao and company. This is a tie both sides can win and they will fancy their chances but I am giving Monaco the edge in this tie because they have shown a lot more consistency in the French Ligue 1 this season than Dortmund have in the Bundesliga. Consistency may just be what separates the 2 sides, I will not be surprised if this tie ends 11-11 on aggregate.


Bayern Munich vs. Real Madrid

There isn’t likely going to be much fear here as 2 of European football’s heavyweights clash. Carlo Ancelotti will be returning to his previous team which is still largely unchanged from when he was around with a Bayern team that seems intent on annihilating any opposition home or away (just ask Arsenal). However, it is rare to have Real Madrid enter a tie as underdogs and I do not see them as such. This tie could be one of fine margins with some star missing a great chance or scoring a great goal being the difference. If I have to go for a winner though, it will be Bayern despite the presence of Bale, Benzema and of course World Footballer of the Year, Cristiano Ronaldo in the Real Madrid team.


Juventus vs. Barcelona

Barcelona really should not be here but they are and as such, I have to say they are favourites, how will Dani Alves cope with playing against his Barca friends? Juventus are a very good team and can match any team in Europe on their day. However, Barcelona are not likely to be complacent after their close shave with defeat against PSG. Paulo Dybala and Gonzalo Higuain might think they have a chance but with Luis Suarez, Neymar and Messi showing that they have the grit to go with their incredible talent, I find it difficult to see how Juventus can defeat them over 2 legs.

Ahmed Ahmed is the new president of the Confederation of African Football (CAF). Ahmed, who is from Madagascar beat Cameroonian Issa Hayatou by 34 to 20 votes in the election which held on Thursday at the headquarters of the African Union in Addis Ababa, Ethiopia.

​THE Nigeria Customs Service has “put on hold” the controversial motor duty payment that has generated tension between it and Nigerians.

The decision to put the implementation on hold was contained in a statement signed by the Acting Public Relations Officer of the NCS, Joseph Attah, on Wednesday morning.

Attah said this was the outcome of the meeting between the Controller General of the NCS, retired Colonel Hameed Ali, and the leadership of the Senate.

As reported on Tuesday, Ali had after telling the Senate he would not honour the invitation extended to him to appear at plenary on Wednesday over the issue, rushed to the National Assembly where he held a closed door meeting with the President of the Senate, Dr. Abubakar Bukola Saraki.

In a statement issued based on the outcome of the meeting on Wednesday morning, Attah described the tension generated over the issue as “unnecessary”.

He said in the statement: “Following the unnecessary tension generated as a result of misconception and misrepresentation of the Nigeria Customs Service planned motor duty payment, the leadership of the National Assembly and the Comptroller-General of Customs, Col. Hameed Ali (Rtd) met with a view to resolving the impasse.

“They both agreed that the proposed motor duty payment, though in line with the provision of Customs and Excise Management Act (CEMA) Cap C.45, LFN 2004 should be put on hold while the Senate Committee on Customs & Excise interfaces with the NCS for further discussions.

“While payment of duty on vehicles or indeed any dutiable imported item remains a civic responsibility of every patriotic Nigerian, NCS Management has directed that the exercise be put on hold while expressing readiness to engage the Senate Committee on further discussions to bring them on board to understand the importance of the exercise to national security and economy.”

Senator Solomon Adeola has called on Hammed Ali, Comptroller-General of Customs, to resign if he won't wear uniforms while appearing before the Nigerian Senate.



In a statement by his Media Adviser, Chief Kayode Odunaro, Senator Adeola said that the Senate resolution summoning Ali to appear in Custom Service uniform and rank was aimed at protecting the organization’s integrity.

The statement reads, “We have had a Major General, Haladu Hanniya as head of FRSC wearing the agency’s uniform as well as a Major Danjuma Maigari wearing even the KAI uniform in Lagos State, all in a bid to promote agencies they lead.

“This is not the Abacha military era when a Sole Administrator was appointed to head the Nigerian Customs.”

“Except in covert operations, an officer in these organizations operating without uniform could be taken to be performing illegal duty or worse, be taken as not representing the institution at all.

“And as stated on the floor of the Senate in plenary, the Comptroller General is a rank that can only be worm on uniform and not on mufti.”

''There is concern among officers and men of the Customs Service on the appointment of 'outsider' to head the agency as it is a morale killer, career progression inhibitor as well as damaging to the organizational growth of the service stressing that there may be need to amend the Nigerian Customs Act to restrict appointment of CG to career officers as it is done in the Nigerian Police Force, the Nigerian Immigrations and the Nigerian Prisons Service.

"The APC-led Government of President Muhammadu Buhari was elected on the promise of change, adherence to rule of law and renunciation of impunity in any forms. The story we hear daily is the arrogance and high-handedness of the CG and name dropping of the President. We had it on good authority of his reluctance to be answerable to the Minister of Finance as stipulated in laws of the land. We that were elected cannot look the other way while the people we represent are subjected to avoidable hardship orchestrated by an unelected appointee in a bid to cure the inefficiencies of the agency he leads. We are in a democracy," the Senator added.

Buhari should be compelled to sack this 'outsider' heading the Customs Service. He has nothing to offer the Organization except hatching a bizzare plan to make motorists pay custom duty on vehicles they bought many years ago. Can you imagine? Such tomfoolery! Such effrontery! This man should have his head examined. Despite the recession confronting the country and the concormitant hardship experienced by Nigerians as a result of that, he still had the effrontery to devise a means of further impoverishing the citizens. This is what happens when appointments are based on ethnic considerations alone. Mal-administration occasioned by putting square pegs in round holes pervades the machinery of government. Buhari should tinker with his political appointments if he hopes to make any meaningful impact in the remaining two years of his administration.
