It may interest you to note that Akintola left the firm almost thirty years ago after having led the place for more than 30 years also. He is over 90 now.The firm under him established branches not only in Nigeria but many west and east/central African countries no wonder it is hub of Deloitte operation in west and central Africa. In their positions as verification auditors for pppra, Deloitte and adekanola firms are just like extension or field staff of pppra. They work with live data (must be present when ship are discharging at the jetties and sign discharge sheet) not on historical data that external auditors work with. To a very large extent, it can be said that pppra head-office and ministry of finance in abuja rely principally on their work to make payment for subsidy both as 'field staff' and independent firms. If there is any false claim of subsidy without discharge and it is proved that they signed the false discharge sheet (which they must have also confirmed the second time as required by subsidy claims procedure), then, they are not only negligent but criminally liable.[/b] |
If it is proved that marketers claimed subsidy without importing fuel, then Deloitte and adekanola firms will be culpable. Not as the external auditors to PPPRA (which Deloitte is) but as verification auditors (consultants) to pppra on fuel importation. The procedure for fuel importation and subsidy claims requires that ship cannot discharge fuel at jetty without the presence of the verification auditors (Deloitte & adekanola) to sign discharge sheet showing quantity discharged. The document is sent to pppra for processing. The processed documents are sent by pppra to Ministry of Finance for further processing leading to payment. The discharge stock sheet is again sent back to the verification auditors by the ministry of finance to confirm that it was the document they earlier signed before payment is made. So unless there is collussion, unilateral false claim by marketer is a bit difficult. |
olajide_07: At this point I beg to ask is it because they released the initial report about the fraud in the NNPC that was with the minister of finance to the public or they were clamouring for a release and for actions to be based on their report, or because people got first hand information about the audit of the NNPC because, I know, its not because of over payments of or on subsidy, (in my opinion an audit report is a submission of financial activities based on what has happened in an organisation over a previous period of a year or years by those running the system/structure ) they are not the auditor general office that should be responsible for their weekly or monthly audit, nor the accountant general office that is responsible for payment, of these subsidies, they are just independent auditing firms looking into the past activities of those running the organisation based on standard accounting principles being used.The work done by Deloitte and the other firm on fuel importation is not the normal end of year financial audit but routine everyday on the spot verification of fuel importation at the ports just like internal auditing. It is more of consultancy than auditing. Infact, they would need to deploy more non-accounting personnel than accounting ones for the assignment. Note that Deloitte is not just an auditing/accounting firm but multi-disciplinary group like Pricewaterhouse, kpmg ernest & young. that is why they can advertise their business or print calendars. Why was Akintola Williams' name suddenly localised when it came to wrong doing? When they were appointed and during the probe, govt officials defended them as very reputable international firm called Deloitte. This is even the first time that the other firm - Adekanola would be mentioned in connevtion with the subdidy. These govt officials sef. |

If you keep the fact of her being a divorcee away from your family, what will her status in the marriage bann read? How will they not know from there? If you really want to go ahead with the marriage, be ready to surmount all opposition including your family either by convincing them or rail-roading your way but not by suppression of fact. In the traditional south-west, it will be better to serve two small pieces of meat than one large piece. Though more than one large piece is best. Serving a piece is considered insultive to the guest if he/she is older than you. If the guest is younger than the host and not very close to him/her, the guest may interprete it to mean that the host is not well-off to afford more than a piece of meat and that may lower the respect for the host. respect counts a lot in south west. |

Ever heard of Ona of Abaji, etsu of bwari, etsu of kuje and that of gwagwalada etc. all these are first class rulers having government funded palaces and fleet of cars with special number plates. As for relocation to other states, the policy had been stopped since early eighties on account of cost. The current policy is to relocate the indigenes that are in federal city centre (amac) to virgin areas (area councils) with the FCT. FG has been building houses for them in Apo, sherratti, and neighbouring districts. For all practical purposes, Abuja is the 20th northern state. It is not a no mans land it was planned to be. It is not by accident that all FCT ministers are from the north. Over 90% of the Directors and heads of agencies of FCT come from the north. |
