And you all know who would be first person on that list, well GEJ is our number candidate so stay tuned for this expose on the good Nigerians. The Yorubas use to make fun of certain people by saying you see that man over there is what they call " The Boy is Good" so stay tuned for this list. Lest I forget there is still one more rascal on that list Mimiko an expose on him would also be forthcoming so stay tuned.

It is safe to say Benue State is now part and parcel of d South-South States which is quite interesting considering they have to jump and elope over d SE states in other to co-join with their kith & kin in d coast. This has being the tightest relationship between Benue and d SS States since d Amalgamation of Northern & Southern Nigeria. Even SS Governors don't have the leverage Gov Suswan seems to be enjoying in As Rock.

Do I really need to inform d North that they have finally lost one of their states. This new alliance between Benue & SS is making d Senate President enthusiasm and desire for d top job seem plausible. I would be worried If I were Sambo thus!  huh

1. Rochas – He is his own man, no Godfather, no complicated alliance, he is just who he is. He would be able make firm decision without looking back goring anyone’s oar along the way. He is having a good run in Imo State and so far his word is his bound, I think he is an up and coming Rascal In Power.

2. Bukola Saraki – Made his father retire from politics prematurely. Although the old man is still insisting that he his still the  true power broker in that state, the fact on the ground proves otherwise, it  is there for all to see who is weilding the big stick now, there  has been a paradigm and tectonic shift from the older to the Younger Saraki albeit protestingly from Father and daughter. The good thing about him is,  he is his own man,  no Godfather to twist and turn him and to crown his triumphuism in his state he got a cushy Senatorial Job to the bargain giving him the best of both worlds I would say.

3. SLS-CBN Governor -  How could anyone forget this prince from Kano whose heart when closed is like the heart of Pharaoh? He is one dimensional; he once called for the death penalty for looters and obviously that would include many Northern Governor whom many are also big time fiddlers despite their outward holier than thou posturing. Just don’t mention Islamic Banking, I think the Government has resulted into a containment strategy by not mentioning it, that way the problem of Islamic Banking would go away  till the current President would take his exit. Whether SLS is happy about this strategy it remains to be seen, perhaps someone should open that Pandora’s Box by asking his view about it once more so as to irritate Jonathan making him jolt from his slumber lipsrsealed.

He is also passionate about the ills of the society. Would he be everybody’s cup of tea, I would say Capital NO to that but he remains a veritable Rascals In Power if given a chance. He would definitely shake the foundations of our society like he did our banks making me lose close to a 1¼ of a million Naira in the process. This is definitely another Rascal that we should be look out for.

4. Bakare – Haba this man is a passionate man, he loves this country, the ills in the society make his heart bleed for the masses. It appears there has being a societal hypnosis or our people. People cannot see what Bakare can see, if he ever becomes President, a lot of people would relocate out of the country, he is definitely a Rascal I want in power, because he is the last bastion of the common man. “It takes idiots to be ruled by fools” is his most recent quote and what a quote it is.

5. Buhari- Need I say more about this Gentleman. Nigeria’s premier anti-corruption crusader. If we have Buhari we would not be talking of the removal subsidy, anyways he has already said subsidy never existed before now. Is he a Rascal, Yes he does qualify as a Rascal, he doesn’t need long wielded and unending consultations before making decisions on any matter he knows precisely what the ills of our society is and he would go in like an experience surgeon and rectify the wrongs of the society.

6. Field Marshall Aregbesola – Is a people’s person, a real Grass rooter, he is the King of his State, and all Opposition are dead on arrival. The only state that gave Ribadu electoral victory. Rumours abound that slaps people at random, well that makes his rascality authentic but I doubt those rumours anyway. He would go places when he gets the calling. But for now I know he is staying put in Osun but he is definitely a true Rascal In Power. With the stroke of the pen he created 10,000 jobs in his OYESS policy that is Dearing and commendable we hope to see more of him in the centre when the time comes.

7. Tinubu- Or the GodFather – He believe he is God, he has learned his trade in the gangsta City of Chicago and he has had a few burst with the law in the US and come out of it unscathed I believe if he was the head man in Nigeria, he would neither have fear but favour those who love him. He would be decisive, forthright, and straight to the point. One can expect no hanky-panky with this fellow. And if you cross his part there could be only two places for you, exile or six feet under

8. Ngige- I would have called him a Rascal but how did he got himself entangled with that mayhem when he was the Governor of Anambra State. I hope he has learned his lesson, in this business called Politics Godfathers should be kept at arms length. He is in a good party and his brazen victory during last Senatorial elections was commendable. The jury is still out on his Rascality thus. huh undecided

------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

9 Another Rascal how could I forget Atiku -

What was I think off, Atiku Abubakar, the mention of that name makes some people in Aso Rock miss a heart beat even OBJ trembles at this man's tentacle. His hands and claws seems to be at every piece of dirt land North of the Niger and Benue Rivers. The only man that makes Boko Haram tremble with fear and fall weak on their knees. The Americans in d American Uni in Yola are at peace than those in their bunker embassy in Abuja. What does that tell anyone of this tiger Politician. He is currently d the last man standing in d North and d last Generalissimo of d Northern Brigade just like Aregbesola is d Field Marshall of Oshun State. He is one Rascal anyone who wants that coveted crown should overcome. How do you overcome such a collosul human who more or less took on an incumbent and gave him a run for his money. He is d new crusader in d North and a Rascal in the waiting ready to grasp power at d slightest dulling by any of d other candidates.

Rascals you should watch out for in 2015
Politics › Our Next President Should Be A Rascal? by KnowAll(op): 1:36pm On Nov 14, 2011
Rascal in this connotation means strong willed, determined, forthright, and decisive people. They would not pander to threat, undue pressure or bullying of any kind. They are their own man, they know what they want, how they want it, and how to achieve it, basically they are doer rather than an indolent, indecisive scarecrow.

These Rascals are not inept, contrived or lameducky in both their ways, mannerism and posturing. They would happily answer any questions without a prepared note than using numerous aides as a buffer hiding under the cloak of their inadequacies during any  question and answer session neither would they require a forwarding post note of any likely question in advance.(did someone say Mr Jonathan wanted to see the questions asked b4 the Presidential debate? lipsrsealed)

Not all of them are endowed with the same intellect but those that lack the gift of mental intuition make up by been brazenly brave and braggadocios which kind of compensates their inabilities and their inadequacies.

Past Rascals In Power or RIP Includes the following individuals

1. Ojukwu – How can anyone forget that charming young Colonel that felt a less than desirable trumped up Colonel in the name of Jack Yakubu Gowon would  lord over him despite having a mental intellect little better than a Standard 6 kid. That struggle for power by these 2 former colleagues led to the Civil War, when the former C-in-C cannot be found, located or his fate determined by the new Junta led by Gowon. Ojukwu resisted any attempt to make peace with the new power mongrels after they were two shy and ashamed to admit that they have just killed a man in cold blood. His resistance led to the civil war. He, Ojukwu is no pushover he was a man of his words he plunged into a disproportionate civil war when he knew the balance of power then was not at his favour. He is a true lion of Judah; if he were a younger man I would urge Nigerians to vote for him, he was a true Rascal In Power.

2. Muritala Mohammed- A very brave Nigerian Soldier and and a good infantry officer to the core, he led Nigeria for only 6 or 7 months and in those 7 months many senior Civil Servants were locked out of their various offices for turning up late for work. Mr Head of State despite his many busy schedules found the time to turn up at the Federal Secretariat at Ikoyi given out instructions to the officers on ground to lock the gate on all late comers. He created 7 more states within his short time in office, he was a determined Soldier, a determined person that pushes his agenda without fear and favour. He was forthright and a sincere man. He banished all Directors and Governors from using Mercedes Benz car as official cars insisting that they should  make use of our moribund car industry in Nigeria at the time buy Volkswagen in Lagos or Peugeot in Kaduna. That action sustained the viability of those car companies for some years to come.  He sent Nigerian Troops covertly to Angola in support of President Santos of Angola during the civil war with Savimbi, as a honour a thoroughfare in Luanda is now named after him. What he did in 7 months some of our leaders who spent 8 years in the rostrum could not boast or surmount what he achieved despite his short stay and spell in power,  he was a real Rascal In Power.

3. Kaduna Nzeogwu – Ideological Young officer inspired by the revolution taken place in Cuba and other South American countries. Well read and knew albeit that the man who held the gun held the power. He knew of the Igbo numerical strength within the length and breath of the Armed forces especially within the officer corps. He shared his fear, adventurism, his desire, with like minded officers; he despised what the civilians were doing with the commonwealth of the nation. The killings, lynching, and gross mismanagement having only witness the transfer of power from the British to Nigerian Authorities barely 5 years earlier, something was definitely amiss. He had being to England years before and knew if his homestead and nation was going to forge ahead the morons ruling the country in the mid 1960’s had to be stopped. He went ahead with his plan, several people were killed both in the North and the SW but only few or negligible numbers faced the same fate in the SE. There was uproar which led to a panic and an eventual failure of the coup making the most Senior Officer at time who happened to be an Igbo Officer to salvage what was left of the Coup. The seed of discontent had already being sown as the Northerners were grieving the untimely death of their revered leaders. Kaduna Nzeogwu was definitely a real Rascal In Power.

4. OBJ – Some of Muritala’s Bravadoccio robbed off on OBJ, he honoured his words twice as he promised. Promise to hand over to Civilian when he was barely there for 3 years, he must have learnt from Gowon in 1975 and he probably did not want to experience Muritala’s fate either. He says it as it comes to his mind. He instilled an indelible mark on many young Nigerian that did not know him the first time around. He paid Nigerians debt despite the country having an epileptic electricity supplies, the roads were nothing to write home and industries nationwide was all moribund, the auto industries had packed up before his second coming but he felt, paying of our debt was more dignifying and right than embarking on some of those new projects that could have put him in a better stead. He knew Nigerian officers were corrupt, and I believe he possibly could not trust the sectaries just outside his office let alone Ministers and other officers that came from every nook and cranny of the country. He was decisive, determined, stood by what he believed whether right or wrong that made him qualify as a true Rascal In Power.

5. Sanni Abacha – Even though he was despised by a large majority of learned Nigerians from all zones, he remained Nigerians first and only absolute dictator. He had the power of life and death at his finger tips, he was feared in the land, his deputy was picked up for planning a coup against him and that deputy cried like a baby during the hearing. The deputy knew you just don’t cross this dastardly man of dogs. His fear within the polity was the beginning of wisdom. Was he a Rascal In Power, that I would say is the understatement of the year. He was an alfa male the head honcho, and a doer, some of his summarily decrees was the dollar trading at 80 to 1 which was the trend for 8 years during Abacha’s time. And the other was building all those Federal Medical Centres in the state Capitals and many roads were dualised during his time.

6. Buhari / Idiagbon – The best tag team leader in the world. Even in America I have never seen a team like this probably Bush-Chiney. But this 2 duo had already started instilling confidence in our country. The World Bank and IMF wanted us to devalue our currency they resisted it, they said there was no reason for that. Buahari remains the only Nigerian leader without a house in Abuja. He has passion for the Talakawas, I urge him to throw his hat in the ring 2015 so that he can finish what he and Idiagbon started. I think Bakare the man he chose the last time around would fit into Indiagbon’s big shoes with ease.

How did u arrive at the 10% figure?
Another way of looking at it is,

Yobe State Car Tax per year – N10,000.00

Lagos State Car Tax per Year – N100,000.00,

Obviously Lagos State wants to reduce the number of cars on her roads and subsequently lower pollution levels hence she charges a very high premium. What happens then everyone goes out of state to register their car as an out of Stater, for example someone from Lagos registering in Yobe. Basically what would happen in Yobe would be that the state would want to see your House Band Tax clearance, the lowest being N2,000.00 a year, with an affidavit a scammer would be allowed to pay this N2,000.00 together with the N10,000 car tax thereby giving Yobe N12,000.00 Naira. At the same time Lagos Government knows you have probably registered out of state but would still be able to apprehending you if you don’t pay the N10,000.00 you are suppose to pay her because you have being stopped several times and you don’t have a certificate.

How did u arrive at the 10% figure?
The 10% figure is not to overburden an out of state resident with the hassle and burden of someone living within the state since the out of state resident would have a clearance certificate showing he has paid fully in his primary resident. In fact this strategy could be like a flag of convenient for states that have low revenue stream like Yobe, Zamfara and Kebbi state. These states could easily lower their rates in other to attract volumes thereby pushing up their revenue stream.

?
UK is still far richer than Nigeria and if Nigerian government officials are getting paid more pounds per year than their UK counterparts, isn't something wrong with that picture?
Then what any sensible Government does is get that money back in surcharge. The Rich pay more for the good things of life in any other clime. If for example you have a multi million dollar house in Nigeria, you should be liable to a NO-HOLDS BAR Annual Tax Clearance of N500,000 Naira per multi million Naira House, so if you have 10 of those houses, that would cost you 10 million Naira in Taxes per year. The houses in this bracket would be houses from $300,000 and above.
Politics › Re: Internal Generated Revenue Strategy For States by KnowAll(op): 12:15pm On Nov 14, 2011
Clearly not all state governors are interested in overburdening their beleaguered citizens. It is not about the idea, it is the need and willingness.
Taxation is the cornerstone of any strong economy. Most of the Taxes listed above are negligible, if you don’t make incessant calls you don’t get billed, same if you don’t have a car you don’t get lampooned with the high pump price. So does the car Tax, Insurance and DSTV which to some extent are elitist to say the least. In most counties in the world you Tax the rich to pay the poor.

The Wealthy and middle classes would be hit the most, but then what is the population of this group in Nigeria, less than 10% of the population.
Politics › Internal Generated Revenue Strategy For States by KnowAll(op): 11:39am On Nov 14, 2011
Some Salient points.

1. Add a N30 Naira surcharge on fuel pump price above an agreed Minimal. For example pump price is designated at N65.00 per litre; the States in the Country should be allowed to increase their prices in their states to the tune of N30.00 above designated price that is N95.00. A Congested State like Lagos might think for her to get more cars off her roads a high surcharge of N95.00 shall prevail within the state boundaries. Areas that are unison with Lagos Metropolis and are more or less an urban sprawl of the Lagos Metropolitan areas like Otta, Isheri in Ogun State would also attract the Lagos State surcharge, so for expediency it would always be good for those two states to have the same Party in Government. Abeokuta and Ijebu-Ode which are miles away from Lagos Metropolis would attract a different rate a lower rate would be plausible, this is to discourage people travelling  to Ogun state to purchase Fuel, they would have to think of distance between Lagos and Ijebu-Ode and Abeokuta b4 embarking on such onerous journey.

2. GSM another Utility that works, a surcharge should be introduced on a state by state basis on the normal price charged. The service providers would remit the money to the state at the end of each financial year. For instance if call per minute is N10.00 a minute, a surcharge belonging to the state can be charged on that bill, anything between N0.01 per minute and N5.00 Naira per minute would be an acceptable range. Surcharge can also be charged on text messages, and mobile internet phone browsing.

3. Another one is DSTV, the states in the federation can put a surcharge on the total cost of the package varied from state to state depending on their financial situation or dire needs.

4. Divide all houses in a city, Town or Village between 4 Bands, Band A being the poshest band and houses in this band would be subject to a N20,000.00 surcharge a year, the money would be incorporated into any Tenancy agreement and paid when  the Tenants make their deposits. This money would be transferred to the states coffers. Band B –N10,000.00 a year, while Band C would be N5,000.00 a year while the last and not the least would be Band D at N2,000.00 a year, the category of houses, stalls and shop that would fall into this category would include all kinds of shacks including mud houses.

5. Cars and Lorries  State Tax if the states don’t currently have one,  I would suggest they get one incorporated. If a Car is primarily in Lagos, the owner pays this Car Tax to Lagos State fully but if the car goes to his home town or any other states sparingly like every fortnight or thereabout then he or she would be liable to pay  10% of the value of Car Tax in the visiting state. Basically it makes sense for an individual or corporate body that goes out of state to do business to obtain licenses of those states they go to on a regular basis. The FGN would collect the Tax  on cars for all residents of Abuja and all FGN cars.

6. Surcharge on Insurance on Cars and Lorries is another revenue stream that can be looked at.

I guess NLander you can add to the list.  undecided huh

Politics › Re: The Worst State Capital You Have Visited by KnowAll(m): 11:35am On Nov 13, 2011
I think Lokoja would be a hot place once the dual carriage road from Abuja is finished. Lokoja is restricted by natural topography, that is 2 of the biggest rivers in the country are situated there not a bad thing but can be a handicap to development especially when you have looters in power, added to fact that the state has limited funds. For the City to expand they would have to build more bridges across the benue to the other side of town and other bridges from Southern Benue side to link up with the new dual carriageway towards Abuja. This aforementioned development would open up the city on all front. Let us don't forget it is a confluence Town that is it has so many sides to it. It has the Benue south side, it has the confluence land, that is the piece of land between R.Niger and R. Benue, and it has the Benue North side and the Niger N/S side too. To develop the infrastructure that this city needs would require billions of Naira which the state does not have.

But in the years to come,  I see it as a veritable satellite town to Abuja, same would be Lafia and MINNA. If  they open the city by building necessary infrastructure, the waterfront in and around Lokoja could be prime property lands for both upper,  middle and even lower income individuals who cannot afford to live in Abuja. I would urge the Authorities in Kogi State to have a master plan. Even though they do not have the money to develop the city at the moment,  they can always deevelop the city, at a painstakingly slow pace even if it takes a 100 years. But not to have a master plan would be a disastrous misadventure.

Ibadan is too big and really have some run down places but I would not go as far as saying it is the worst city,  in fact Ibadan is two cities in one just like Kano. Cities like Lokoja are bad today because all the Governors they have had are Idoma men who would rather steal all the money than develop their Capital. There is no reasons why a conflunce city like Lokoja should be poorly developed.

The whole Northern Region is highly polarized. Middlebelt is just a figment of our imagination. Although during electioneering it helps and allows for political expediency just like what happen in the last election when the bulk of this imaginative zone threw their lot behind Jo-Boy. But carving it into a dinstint zone like SW or SE or even SS would be a bit far-fetched.

Do you know even in Boko-Haram Country of Borno State the whole Southern Borno Senatorial zone is majority Christain's centered on the town of BIU,  that is one fact that would surprise most people yet these Christina's are part of the far North Eastern zone.

The Nigerian Intelligence Agency suffer from a lack of motivation and enthusiasm to fight against Boko Haram. On the other hand The Kenyan National Security Intelligence Service (NSIS), is very efficient to gather and exploit secret information. It identifies conditions that threaten Kenya's political, economic and social stability. It subsequently develops opportunities and strategies to neutralise such threats
Perhaps the unity the Swahili Language gives the Kenyans cannot be over-emphasis; it could be a very good advantage and a dignifying rally point for all Kenyans. Kenyan Somalians who are nomadic and Muslims also speak Swahili fluently, looks like Nigeria on the other hand is an amalgamation of different nation states hence the security issues bedevilled us.

We should make pidgin English the official lingua franca in the military I know during the days of those roughish Generals IBB, Abacha and Buhari it was Hausa that was ruling the roost.

1. Jonathan should step down he is not up to the task, though decision no African President would go down that lane.

2. Sack the service Chiefs and compulsory retirement of all officers ABOVE the rank of Major. That way we would have young officers in the mould of Nzeogwu running the army, Navy and Air force. So also sack all those big belly officers in the Police who are not physical fit and keep officers equivalent to Assistant Commissioner of Police in the Police.

is "Maga" the same thing as "Mumu"?
maga/mugu is a fool, a bait that has fallen. Mumu is a bumbbling fool, clumsy person, slow-poke or just a silly person just like Mr Bean or Frank Spencer.

Politics › Abuja V Lagos Re- Boko Haram Threat? by KnowAll(op): 9:21am On Nov 07, 2011
Abuja seems to be at the receiving end of the this Boko Haram terror, a friend of mine bought a piece of Land in downtown Abuja with the intention of opening a superb joint/restaurant but the bomb that went off at the Police HQ and UN made him look for an alternative city to invest in, he has since successfully sourced for more funds and open his joint/restaurant in Lagos whilest  fencing off his land in Abuja. He said Abuja at this point in time looks a bit gloomy, that it is not safe for business. He finally opened his Joint/Restaurant in Lekki about 2 months ago and all seems to be rosy for him now, he said that was one of the best decision he ever made.

The big question for NLanders is,  has Abuja lost its spark or this is just an isolated case?. I read today that most of the 5 star hotels in Abuja are empty due to Boko Haram's antics,  does that put credence to the theory that Abuja is really feeling the pinch and has fallen on hard times.

WHAT ARE YOUR Takes and experience? undecided huh
