GTB is one the systemically important banks in Nigeria.

The Supreme Court has decided that the Federal government does not have the right to establish commission of inquiry for a state. Therefore, the FG could not have set up the commission of inquiry for Lekki massacre on behalf of Lagos state.

Secondly, assuming the federal even had the legal right to establish, it delegated that power to the state through the VP at the national Economic council meeting. And they even participated in the proceeding.

Thirdly, assuming it was illegal for the state to constitute the panel, There's a legal principle that prevents a party from pleading illegality when such a party participate in the illegal act. The federal government participated in the proceeding of the panel.

Lastly, the panel only made recommendations which the state government will forward to the federal government to take neccesary actions. Lagos state government does not seek to sanction the Nigerian army or the police which is an institution of the federal government.
