First of all, you are not sending your Transcript to anybody, you are going to scan it (in PDF) and upload it on the Application Portal of the school you choose to apply to. But who never can tell , one the above schools might require you to send your Transcript & Certificate to them.

- I don't know if it's only your HND Transcript & Certificate that is needed, probably Polytechnic graduates in this forum can confirm if you will also be needing your OND transcript & certificate for admission in Canadian Colleges

Yes you can apply to a Graduate Certificate program with your HND Certificate.

You best bet is to apply for a Post Graduate Certificate program in a College, not a University

For Career/Academic progression sake,
It's gonna be better if you mention

- What you studied in your HND?
- What year did you graduate? (To address education gaps)
- Do you have Work Experience? If yes, how many years work experience do you have & does the work experience relate to what you studied in your HND?

Your response to the above questions will determine programs with schools (colleges) you can apply to.

You don't need to evaluate your Transcript via WES to apply for Post Graduate Certificate program in a college, you all you need is;

- a Student Copy of your Transcript (Not statement of result) &,
- HND Certificate

like @awys said, you have to think about the step before taking it.
From what you just said, I think you can explain to the immigration officer you want to know the city more and also intend to run a course that will give you an edge before school resumes (you have to show proof of it as well).
Mind you, all these means more money to be spent, so you need to make proof of fund available just in case they ask you.
Also, your family friend can write a letter stating he will cover all your expenses within that 3 months and the said course will be online.

you should get a text message notifying you that your Health Assessment has been sent to IRCC

You won't see a university accepting 2.2 for Mechanical Engineering for Masters. 2.1 is the minimum requirement.

3) Since your program has a co-op,
a Co-op letter should come along with your acceptance letter (Merged), then you split it & extract the Co-op Letter, it's that extracted Co-op letter you will upload on the Evidence of Work Requirement in Study Upload Section

As regards Visa Chances, it boils down to many factors e.g.
- Education Gap (You graduated 2017- 4 years difference)
- Work Experience (is your work experience related to your Physiology Degree)
etc.

You would need to explain in your SOP (Statement of Purpose) to a Visa Officer (VO) with very genuine & convincing reasons why you want to study this PG. Cert. Program.

The essence of this is to show to a VO your Purpose of Visit (which is to study) is very genuine and not to elope to Canada via the Study Route.

I had to show a proof of where I would be self isolating; a short lease or private airbnb accomodation should be adequate. The POE officer will almost certainly as about where you would be staying especially now that they require a -ve PCR test result in addition. If you are going to be staying with friends or family, you need to be careful saying so because the POE officers will want to know if there are vulnerable group (kids and the elderly) in the place.

No you can't, also strictly by appointment (date and time on your Appointment letter)

Also If your BIOMETRICS is slated for 12pm on your Appointment letter & you get there 8am, you won't be allowed in until that 12pm on your Appointment Letter

If you go there and your name is not confirmed for Monday on their list, you won't be allowed in.

You won't see a Canadian school listing HND as part of their requirement.

If you check the minimum requirements for PG. Cert in Mechatronics at Fleming College, it says

Completion of an Ontario College Diploma, Ontario College Advanced Diploma, Degree or equivalent in Electrical Engineering, Mechanical Engineering, Computer Engineering, or related field

That equivalent means an HND holder can apply for a PG. Cert., Infact there are lotz of members in this forum that got a PG. Cert Admission with their HND.

So get your

- HND Transcript (not Statement of Result)
- HND Certificate,
and other required documents by the school

then apply for a PG.Cert in any of the following Electrical Engineering related program

Conestoga College
- Embedded Systems Development (Optional Co-op) (2 years PGC-Post Graduate Certificate Program)

Fanshawe College
- PGC, Electronics and Embedded Systems Development

Fleming College

1) Yes it is possible to get a Fully-funded Scholarships with your CGPA, but note that CGPA is not the only criteria to clinch a scholarship, there is more to it e.g Research Abilities/potentials etc.

At this point, you shouldn't be specific about a precise location for a school, what if the program you want to study is not in any school in Toronto. Think about that.

Now to your last sentence " 2.2 graduate ", based on that, i think you are eligible for a Post Graduate Certificate Program (PG. Cert).

Why not mention what you studied in your Undergraduate & your Work Experience (If any), cos the PG. Cert program you must go for must either tandem (relate) to what you studied in school or your work experience, with that you will get possible Suggestions of schools & programs you can apply to, and you might even be lucky the PG. Cert program you want to study is being offered in a school located in Toronto & it can go either way, so as per location, brace yourself up for the uncertainty.

We need to know there are different factors that decides the amount to book a flight like the traveling date, period, date of booking and sometimes the airline involved. Thays why sometimes you get to see Egypt or even Air Moroc tickets being more expensive than the likes of Emirates and Qatar airways.
What I will advise is to book your flight at least a month to your traveling date, that way you will get better offer. Also if you booking during busy season expect ticket price to be off the roof.
I actually saw the fare of some flight operators, it's on the high side. Saw the ones for #600k to almost #850K.

I paid N280,000 for one-way on Turkish Airlines through Wakanow back in November. Since you won't arrive until Summer/Fall 2021, I suggest you book and do "pay small small" option Wakanow. Check online and then call them to ask what is possible. You may end up paying more (or less?) 6 months from now.
