From Pwanagba Agabus, Jos Former President Olusegun Obasanjo has suggested ways to end the recurring clashes between Berom and Fulani ethnic nationalities in Plateau State. Obasanjo asked the federal and state governments to identity the root cause(s) of insecurity and deal with them so that people would get reprieve from the incessant violence plaguing the state and other parts of the country. He admitted that there were problems during his tenure but “not in this magnitude” and believed that solutions can be found to them. The former President who visited Jos to commiserate with Governor Simon Lalong and the people of the state over the recent killings in the state extended his condolences to the bereaved families. Obasanjo said: “I’m here to express my condolences, what happened is very sad that in this day and age this type of barbaric act is taking place in our country. I have suggested and I will say it again that we should find out the root cause(s) of this problem and deal with it “There must be remote and immediate causes, if we deal with them, we are not going to be multiplying condolence visits. “I believe that any human problem has human solution, I do hope and plead with government at the federal level, those of you in states and even local government level to join hands even at the community level to find the causes and deal with them permanently,” he stressed. “We offer our condolences to the bereaved families, all we can say is that God knows the best. Even in my time, we had problems but not in this magnitude, we thought we were dealing with them as at that time but the earlier we deal with it, the better. I believe we can find solutions, we must find solutions,” he maintained. Responding, Governor Lalong appreciated his coming, but noted that a phone call would have sufficed. *Approves N250bn economic zones By Chesa Chesa The Federal Government on Wednesday dismissed the Brookings Report on Nigeria as the new global headquarters of poverty as it now has the highest number of poor persons in the world. Findings by the Brookings Institution, a non-profit public policy organisation based in Washington DC, America, published a week ago, indicated that Nigeria has overtaken India as the country with the largest number of extreme poor in early 2018. “At the end of May 2018, our trajectories suggest that Nigeria had about 87 million people in extreme poverty compared with India’s 73 million. What is more, extreme poverty in Nigeria is growing by six people every minute, while poverty in India continues to fall”, it stated. But responding to questions from State House correspondents on this, the Minister of Trade and Investments, Mr. Okechukwu Enelamah, argued that the indices used for the report may have been compiled when Nigeria was in recession He advised Nigerians not to be overly worried about the report because the current administration’s urgent infrastructure programmes and enabling environment for businesses will make poverty in the country drastically reduce. His words: “We need to understand when we get these reports that there are reports that are lagging in indicators which means, people are reporting on history. “So, when you get reports from Brooking Institutes or all sorts of people, you need to look at the context. Somebody may have written a report when we were in recession. Remember that if you are in a recession, what it means is that even though, your population is growing, people don’t stop procreating, which means that in theory depending on how they run those numbers, you will be going the other way. “What I can tell you, will certainty based on one’s background in business and economics, is that if we complete the things on infrastructure and you implement these reports we are doing, that is what I mean by a leading indicator, poverty will go down. There is no magic to it,” he said. The Minister also disclosed that Nigeria was not in a hurry to sign the Continental Free Trade Agreement, as it was important for government to adequately deliberate on the deal before President Buhari gives the direction to go next. Enelamah also announced the Federal Executive Council (FEC) approval of establishment of world-class export-oriented economic zones in six geo-political zones: Aba, Lagos, Katsina, Calabar and Kano at a total cost of N250 billion, through the Nigerian Special Economic Zones Company Limited, which is a public private partnership. The Federal Government will own 20 per cent of that company and AFRIEXIM Bank will be a shareholder and other investors like the Nigerian Sovereign Investment Authority and international investors. Already, consultants to facilitate these zones are to be paid N3.17 billion for their work, which FEC approved; and will include pre-development work to start and develop Green Field Special Economic Zone in Akwa Ibom, Benue, Ebonyi, Edo, Gombe, Kwara and Sokoto States with a further roll out to other locations in Phase 2. The 2017 budget had over N40 billion, and another N40 billion has been earmarked for it in 2018 Budget. The FEC directed all Ministries, Departments and Agencies (MDAs) to ensure stricter compliance with Presidential Executive Order 1, concerning ease of doing business in Nigeria; and to comply with 72-hour deadline for responding to public inquiries or complaints made through the online portal of the Presidential Enabling Business Environment Council (PEBEC). Other contracts on roads and bridges running into billions of Naira, approved by the FEC at its meeting chaired by Buhari, was announced by Minister of State for Power, Works and Housing, Mustapha Shehuri. Another approval by FEC was for the installation of insulator house for flight simulator at the premier aviation college in Zaria, Kaduna State. Meanwhile, JAMB got FEC approval for the acquisition of additional Computer Based Test centre at a cost of N133 million. *Laments NASS cut of 2nd Niger Bridge, Enugu Airport votes By Chesa Chesa President Muhammadu Buhari on Wednesday signed into law the 2018 Appropriation Bill of N9.12 trillion with reservations. He faulted the National Assembly’s inclusion of projects, which he said, would make the budget difficult to implement. Buhari disclosed that the National Assembly made cuts amounting to N347 billion in the allocations to 4,700 projects submitted to it for consideration and introduced 6,403 projects amounting to N578 billion. The brief signing ceremony at the Aso Rock Villa, Abuja was witnessed by Vice-President Yemi Osinbajo, the Minister of Budget and National Planning, Udoma Udo Udoma, the Minister of Finance, Kemi Adeosun, Senator Ibn N’alla, who represented the Senate President Bukola Saraki, and Hon. Ado Doguwa, for the Speaker of the House of Representatives, Hon. Yakubu Dogara. This came seven months after Buhari presented the budget proposal to the National Assembly last November, and a month after they passed it, having upped the N8.6 trillion proposed figure by about N500 billion, a development the President was not excited about. In his remarks after signing the budget, Buhari decried the late passage of the bill and the lawmakers’ decision to increase the National Assembly’s budget by N14.5 billion, while unfairly slashing the allocations for critical projects such as the 2nd Niger Bridge, East-West Road, Lagos-Ibadan Expressway, the provision of security for unity schools in the face of security challenges, among others, as objectionable discretion. Buhari said that he signed the budget despite his reservations to keep the economy on the path of recovery, adding that he would send a supplementary bill at a later date to the National Assembly to augment the budget. The president said that he had hoped to move Nigeria’s budget cycle to a predictable January-December financial year to aid the operations of most private sector players, even when the Federal Government’s budget represents less than 10 per cent of aggregate yearly expenditures in the economy. He explained that he intended to use the 2018 Budget to consolidate the achievements of previous budgets and deliver on Nigeria’s Economic Recovery and Growth Plan (ERGP) 2017-2020. Buhari said: “It is in this regard that I am concerned about some of the changes that the National Assembly has made to the budget proposals that I presented. The logic behind the Constitutional direction that budgets should be proposed by the Executive is that, it is the Executive that knows and defines its policies and projects. “Unfortunately, that has not been given much regard in what has been sent to me. The National Assembly made cuts amounting to N347 billion in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to N578 billion. “Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation. Some of the new projects inserted by the National Assembly have not been properly conceptualised, designed and costed and will therefore be difficult to execute. “Furthermore, many of these new projects introduced by the National Assembly have been added to the budgets of most Ministries Departments and Agencies (MDAs) with no consideration for institutional capacity to execute them or the incremental recurrent expenditure that may be required. “As it is, some of these projects relate to matters that are the responsibility of the states and local governments, and for which the Federal Government should therefore not be unduly burdened,” Buhari lamented. He went ahead to give examples of projects from which cuts were made, as follows: “The provisions for some nationally/regionally strategic infrastructure projects such as counterpart funding for the Mambilla Power Plant, Second Niger Bridge/ancillary roads, the East-West Road, Bonny-Bodo Road, Lagos-Ibadan Expressway and Itakpe-Ajaokuta Rail Project were cut by an aggregate of N11.5 billion. “Similarly, provisions for some on-going critical infrastructure projects in the FCT, Abuja, especially major arterial roads and the mass transit rail project, were cut by a total of N7.5 billion. “The provision for rehabilitation and additional security measures for the United Nations (UN) Building by the FCT, Abuja, was cut by N3.9 billion from N4 billion to N100 million. This will make it impossible for the Federal Government of Nigeria to fulfill its commitment to the UN on this project. “The provisions for various Strategic Interventions in the health sector such as the upgrade of some tertiary health institutions, transport and storage of vaccines through the cold chain supply system, provision of anti-retroviral drugs for persons on treatment, establishment of chemotherapy centres and procurement of dialysis consumables were cut by an aggregate amount of N7.45 billion. “The provision for security infrastructure in the 104 Unity Schools across the country was cut by N3billion at a time when securing our students against acts of terrorism ought to be a major concern of government. “The provision for the Federal Government’s National Housing Programme was cut by N8.7billion. “At a time when we are working with labour to address compensation-related issues, a total of N5billion was cut from the provisions for Pension Redemption Fund and Public Service Wage Adjustment. “The provisions for Export Expansion Grant (EEG) and Special Economic Zones/Industrial Parks, which are key industrialisation initiatives of this administration, were cut by N14.5billion. “The provision for construction of the Terminal Building at Enugu Airport was cut from N2 billion to N500 million, which will further delay the completion of this critical project. “The take-off grant for the Maritime University in Delta State, a key strategic initiative of the Federal Government, was cut from N5 billion to N3.4 billion. “About 70 new road projects have been inserted into the budget of the Federal Ministry of Power, Works and Housing. In doing so, the National Assembly applied some of the additional funds expected from the upward review of the oil price benchmark to the Ministry’s vote. “Regrettably, however, in order to make provision for some of the new roads, the amount allocated to some strategic major roads have been cut by the National Assembly”. The President further highlighted areas where the lawmakers allegedly padded the budgetary allocations as the Presidency was not consulted. His words: “Another area of concern is the increase by the National Assembly of the provisions for Statutory Transfers by an aggregate of N73.96 billion. Most of these increases are for recurrent expenditure at a time we are trying to keep down the cost of governance. “An example of this increase is the budget of the National Assembly itself which has increased by N14.5billion, from N125 billion to N139.5 billion without any discussion with the executive.” Buhari said all these notwithstanding, “It is my intention to seek to remedy some of the most critical of these issues through a supplementary and/or amendment budget which I hope the National Assembly will be able to expeditiously consider”. Commending President Buhari for the signing, the lawmakers said that the Legislature is not expected to be a rubber-stamp by simply approving the Executive proposals and returning the budget to him, adding that the additions the President complained of in his speech are justifiable. The lawmakers said that they are on the same page with President Buhari in his desire to return budget cycle to January-December, adding that by the provisions of the Fiscal Responsibility Act, 2007, the budget estimates should be with the National Assembly around September of the year. The lawmakers, in a statement by the Chairman, House Committee on Media & Publicity, Hon Abdulrazak Namdas, explained that from 2015, their budgets have taken a downward turn, adding that they have reduced their budgets by several billions. The lawmakers observed, “That the budget is usually a proposal by the Executive to the National Assembly, which the latter is given the constitutional power of appropriation to alter, make additions, costs or reduce as it may deem necessary. The Legislature is not expected to be rubber-stamp by simply approving the Executive proposals and returning the budget to Mr President. Therefore, the additions Mr President complained of in his speech are justifiable. “We are on the same page with Mr President in his desire to return our budget cycle to January-December. By the provisions of the Fiscal Responsibility Act (FRA), 2007, the budget estimates should be with the National Assembly around September of the year. In the case of the 2018 budget, the estimates came behind schedule in November 2017, even though this attempt was seen as one of the earliest in recent years. Going forward, we urge the Executive to speed up the reporting time to the National Assembly by complying fully with the FRA. “Besides, there were delays that should be blamed on the heads of MDAs. Mr President will recall that he had to direct ministers and heads of agencies to go to the National Assembly to defend their proposals. This came after the National Assembly had persistently raised the alarm over the non-cooperative attitudes of these government officials. On this grounds, the delay in passing the budget cannot be blamed on the legislature.” Speaking on new projects in the budget, the lawmakers said, “We have to remind Mr President that we are representatives of our people and wish to state that even the common man deserves a mention in the budget by including projects that will directly affect his life positively. Some of the projects designed by the executive, as high-sounding as their names suggest, do not meet the needs of the common man.” On the National Assembly budget, they said that “before 2015, the budget of the National Assembly was N150 billion for several years. It was cut down to N120bn in 2015 and further down to N115bn in 2016. In 2017, the budget was N125bn and N139.5bn in 2018. This means that the budget of the National Assembly is still far below the N150bn in the years before 2015. “While we commend Mr President for a good working relationship, we also wish to state that we have a job to do, which requires adequate funding as well. The additional costs and projects to the budget were done in good faith for the sole purpose of improving the lives of Nigerians.” The lawmakers said that they welcome the proposal by President Buhari to forward a supplementary budget to the National Assembly to address other areas of pressing demands. I don't blame Etebo for the own goal (It can happen to anybody). I also feel some of our players lack a little bit of experience (That's why Ekong will be marrying Mandzukic on the pitch). Gernot Rohr should bench Mikel, or better yet, play him as a CDM. I also don't know why Shehu Abdullahi should be seeing shirt. For Christ sake that guy is not good at all. Iwobi should play central midfield (yet I feel he's not so good like that). Ighalo should be benched (That guy is a big pipe). Personally, I like tall strikers (because of their aerial ability) so I will suggest the coach pairs Iheanacho with Nwankwo. Musa would have been good a winger for us , but he is also a pipe. If Moses Simon was available, we would have had a better option than Musa. In that note, it's ok he comes in as a substitute. Then Victor Moses should play wing back for Nigeria. All in all, I will suggest Nigeria plays 3-5-2. Ekong Kenneth Omerou and Balogun. Moses Ndidi Iwobi Mikel/Etebo Brian(This guy is very average), Iheanacho Nwankwo. The light rail transportation is a good idea that once completed, will really decongest traffic in Lagos. Secondly, Gov Ambode should utilize the water ways in the state. Develop water transportation in Lagos, and make it very affordable for Lagosians to patronize by implementing the right policies while ensuring safety. Finally the govt should find a way to fine danfo buses and drivers that park illegally on the road. Sometimes this illegal parking causes traffic, and with this fine, I believe it will deter danfo drivers and other drivers to stop parking illegally on the road. |
Even before Jonathan stepped down, electricity generation had improved, because during the past administration, Nigeria was generating 6000mw. The major problem they had then was distribution which maybe this administration have improved upon. What I may agree in my own opinion is that of the efficient distribution of prepaid meter nationwide. In this regard, the Electoral Act amendment mandates the immediate transmission of voting results from polling units to collation centers. This will help to give real-time results and updates and end election malpractice. ONLINE PUBLICATION OF VOTER REGISTERS This amendment provides a fair and more level playing ground for all contestants by mandating INEC to publish all voter registers 30 days before the election. This will end the manipulation of voter registers. In the case of missing names on the voter register, voters have 30 days to complain to INEC. FULL BIOMETRIC ACCREDITATION The Electoral Act amendment gives INEC powers to utilize full biometric accreditation of voters with smart card readers and/or other technological devices, as INEC may introduce for elections from time to time. RESTRICTS ARBITRARY QUALIFICATIONS The Electoral Act amendment ensures that political parties can no longer impose arbitrary qualification criteria on candidates. SUBSTITUTION, RESIGNATION & REPLACEMENT The Electoral Act amendment ensures that the names of candidates must be submitted not earlier than 90 days before the election, and not later than 60 days before the election. Additionally, candidates can only be substituted not later than 30 days before the election. Additionally, in the case of resignations, the person who is resigning must do so physically (in-person) — and his/her resignation letter will be transmitted to INEC. Hello house, I am asking this question in regards to my parents. My have a 2year visa to the U.S which they have been traveling and coming back to Nigeria concurrently. They have 6months left to their visa, and my question is, can they go ahead and buy their flight ticket to the U.S, or should they renew their visa before they plan to visit again? They're actually planning on staying in the U.S for 3months before coming back to Nigeria, but they're scared that they may be refused entry when they get to the U.S. Also, if supposing they want to renew their visa now before traveling, do they need a fresh invitation letter from their siblings who are PR residence there, or they can just go ahead and fill in the information they filled in last time with the invitation they had? At least Gej built roads, developed the Almajiri schools and did so many other things we all witnessed in this country. There was basic healthcare for everybody in Nigeria, including those living in the rural areas. We saw what Jonathan did. So in my mind, he was not as corrupt as people are painting him to be, because there was development in all sectors, people were employed and they could eat. Under corruption, no will witness such type of development. But now, what is happening? Even with oil prices rebounding, Buhari' s govt is still giving excuses for it's incompetency. Using Gej as a reason and an excuse for people's suffering and hardship they're experiencing in their lives. Buhari has not done anything for Nigerians. The statistics are there, glaring for everybody to see. And some people are coming here to complain that Gej wasted our collective resources. As far as I am concerned, we were eating our money, all of us in general, because life was good for us all. We were not borrowing as we're borrowing now. Our standard of living was high compared to now. Look, any day any time, I will choose Gej's corruption to Buhari's anti-corruption and incompetence. Just imagine, giving 8 dead people national appointments, and on Christmas Eve, Nigerians cannot afford to buy fuel to enjoy the holidays and some people are here defending that type of leader's incompetency. Tufiakwa!! Over my dead my body will I support that type of person. |
