9jatriot:
We are all okay with that.
At least in this acclaimed era of change, things must be done correctly. I know that the ministries thought it was business as usual and put in spurious elements into the budget. This is an opportunity to clean up elements that have no business been there. No ministry can keep coming every year to claim they are buying computers, software and furniture every year at exorbitant rates and annually. These items are not perishable, if they got away with it in previous years does not mean they can get away with it now.

I understand that the budget has embarrassed the government of the day, but they should take it in their strides and move on. I am even glad they accepted the feedback from Nigerians and even turned the criticism of the opposition into an opportunity to clean up the budget. I was actually glad that the minister for health rejected the outrageous budget presented earlier, it took courage not to try and defend the errors there in.

If we get it right in 2016, it will now serve as template for upcoming budgets. This will lead to better efficiency in budgeting and inorder to prevent more errors, they will be better in-house scrutiny by the government.

I salute the courage of APC to allow public scrutiny of their budget presentation. They did what other governments are scared of doing. But the criticism actually provided a free way for the government to see the errors and loop holes in the budget. PDP really did APC a favour with their criticism without knowing it.
Do not make APC look like Heroes. Why did PMB and his band of sophisticated thieves not scrutinize the budget before submitting it to NASS?

Let us assume it was an honest mistake. So after stealing and officially withdrawing the budget, why did they not scrutinize it well before submitting the edited budget the second time.

When you make a mistake once, you can be excused. When you make the same mistake again, it proves you are stupid.

NASS is only taking this position because of the Saraki suit.

And BTW, APC is not accepting public criticism. Nigerians have no input on the budget, only the NASS legislators can. Until they provide a public comment box on the budget all their parade is based on DECEIT AND PURE 100% VALIDATED SCAM.

I don't like it when people say Nigerians voted PMB. Only 2 regions voted PMB to power. The other two did not fall under the APC spell. We have reiterated our stand with the gubernatorial elections and subsequent ruling.

The regions that voted him should not complain. Let them leave wailing for the two regions that saw the scam from afar.

Barrage of issues, where do I begin sef?
National budget start from individual, unit, departments, ministry and every on knows it not a one-man show but a chain reaction. Earlier budget had been just to increase price of last year budget and pass, but now the formula has changed and everybody is grappling with teething problem, I don't think we should crucify this admin just yet.
A CEO can commit lot of mistake and be forgiven but the grave ones is if it incur losses but of money and/ or lives. MTN sacked their because of loss of money, recall also Nigerians also sacked GEJ because of money( corruption) and lives (Boko haram).
In conclusion, when you are a leader everything is not the leaders fault but he is accountable hence he ensure he get competent people.
Chief, we all know it is a chain reaction. That is why we have a commander-in-chief to scrutinize everything before submitting it.

By the looks of things, it means we should equally be worried about the treaties and agreements that have been signed by PMB till date. Because, it is very possible that he did not read them.

I will be honest with you, I know you have not exchanged your brain for Aisha rice that is why I am still replying you. But let me put it simply. All those units, departments, and ministries toil day and night to prepare the budget, so that the president can have enough time to scrutinize it when it gets to his table.

Why on God's green earth are you excusing him from scrutinizing the budget? Why was he elected? Everything is done for him, now the only task of scrutinizing the budget, he cannot do. That is gross incompetence.

About the ZBB, Osinbajo has been talking about it since May. For 9 months, the supposed civil service officials have been grilled on how to employ ZBB. If they know that they could not implement it or that it will be thorny, why not make it a phased implementation? Will Nigerians kill them? Did Nigerians ask for ZBB? Is it not only them that use their mouth to promise ZBB?

They had 8 months to tell us that the ZBB wasn't feasible, they did not. Who should we then blame? Ourselves or them who have not been insincere? If Osinbanjo or PMB had said the 2016 budget will not have full implementation of ZBB, but that they would strive to ensure complete ZBB implementation by 2017, would we kill them?

This over-achieving nature of making promises you cannot fulfill is nauseating. That is how they said they would stabilize oil price.

So are you saying this is not a grave mistake? Putting the nation on standstill because of avoidable callousness is a grave mistake. I am not saying he should be impeached, I am only saying that he should accept responsibility for his incompetence.

APC should be able to use the word SORRY! Right now the only word they use is "BLAME"!

Personally, I wouldn't care less if this happened in another country. My only annoyance is this affects everybody, and certain people because of sentiments and poorly developed brains continue to feed his battered ego.

Imagine how APC and the presidency were bragging when the document was been presented to the NA with so much fanfare. Ironically, latest development clearly shows that the president was not even kept abreast of the content of the budget. Sentiment apart, this says so much about Buhari's CV.
Buhari does not have a complete CV. Have you seen a complete CV without details of certificate.

PMB's only professional qualifications are "serving as a soldier" and "cow husbandry." Any mofo with the right connection can get the first. The second is in the same league as a fulani herdsman.

Technically speaking, PMB has no qualification to be employed as a cashier, not to talk of being a president.

Little wonder why he could not read the budget himself. Even our learned SAN VP should share the blame too. He is the coordinator of the economy. He wants to use N5m to buy books in one year, yet cannot read three volumes of budget that he was elected to do.

I believe your deduction have been done hastily. Please wait to dec 2018, left for me I shall not be hard on him for the budget, investigation of perm sec and Directors are ongoing, that's what responsible leadership does.
I have been happy with PMB so far, I got more than I've bargained for
Oga all these stories about the budget is just APC playing to the gallery.

Osinbajo had been singing zero-based budgeting since May.
The Perm Secs and Directors were having meeting with PMB virtually every week.
Osinbajo assured us that the 2016 budget will be based on ZBB
PMB assured us too.

The ministers took over and in three weeks had all the opportunity to scrutinize the budgets of their respective ministries. They did not.
PMB was postponing budget submission, we thought he was cross-checking the budget well. All those times he wasted were to no avail.

Everyone from the Minister of Finance to Minister of Budget to VP (Who is the coordinator of the economy) to PMB had their chance to scrutinize the budget. They did not.

If these people cannot scrutinize a budget, what can they do? What were they elected and appointed to do?

PMB boldly presented a budget of change that he did not read. Is that the ultimate sign of incompetence.

Now, this is where things get worse.

The budget was first stolen. Then when there was public outcry, it was formally withdrawn.

So, PMB and his merry band of ministers had another chance to scrutinize the budget. But did not. Instead they duplicated more and reshuffled the corrupt figures.

Imagine that.

Now, they want to probe Perm Secs and Directors. They are only looking for people's careers to sacrifice for their incompetence. Why did they fail to scrutinize the budget before submitting it, then fail to scrutinize it better after withdrawing it.

Why are you letting these people take you for a ride? How old are you?

Let me ask you, if Nigeria was a company and all these things happened under the CEO, will the CEO not be sacked? The CEO of MTN was sacked after the fine for his incompetence. Did you hear of any director or C-level executive getting the pink slip.

When you are a leader, everything is your fault.

It is the same treatment they meted out on GEJ, and now you want to absolve Buhari. Why are you proving yourself to be a partisan hyprocrite?

You see how you misrepresent facts? I gave you fact of how unemployment rate reduced and you are giving me fact of how poverty rate increased. Is unemployment and poverty the same thing.

If you have not been living under a rock, you would understand why poverty rose... The major reason is the troubled NE which contains the poorest people in the country. The BH insurgency has steadily skewed the rate of poverty and is evident with the numerous IDPs around the country.

Unlike you, I will not attack the person of Soludo to placate you.

Soludo pointed out errors under NOI, but stats still favor NOI as a better economist than Soludo. Soludo made monetary policies, while NOI made fiscal policies.

Under GEJ, NOI managed the interest rate to fall consistently from 13% to 8% year over year. The first time in the history of the country. Look at the GDP.

The letter only speaks about the achievements under OBJ with sustainable help from Soludo. Of which NOI was there for 3 out of 8 years. Soludo also stayed for 3 years under OBJ. Is it not convenient that he is embracing all the achievements and relegating NOI to the backdrop.

Under GEJ/NOI, unemployment rate fell from 21% in 2011 to 8.1% in 2014. http://www.tradingeconomics.com/nigeria/unemployment-rate. You cannot cherry-pick facts.

I respect Soludo, but he is a politician. He will only use facts that favor him and suppress those that don't, like your President.

I will not ridicule his achievements, those of OBJ because I want to make a point. I have stated NOI's achievement. Why not you pick holes in them?

Soludo is an attention-seeker and a failed politician. He was also part of the monumental corruption under OBJ, so let us not get things twisted here.

My bad; I'll perorate.

1. What was Nigeria's GDP (nominal and real) in 2013, 2014, 2015 ?

2. If the projection done in 2013 by PwC, SCB, IMF and e.t.c. projecting Nigeria to have an over 6 trillion nominal GDP (which mean we could be talking roughly 12 trillion GDP-PPP), 9th biggest in the world by 2050, is done this year with the current $ (not 2014$) and current oil prices, would it still be the same?

3. I'm sorry I called out the article as 'incoherent', and that was largely because:

a. it didn't differentiate/indicate if it is 'real', 'nominal', or 'PPP', GDP

b. those figures are just estimates/projections done sometime late 2015 -- even Naij (the source here) got wind of it and published the said article some over 2 months ago

c. if same estimates and projection are done now, it will be totally different

d. factor in that the CBN's exchange rate in 2015 (which is not a true reflection of situation on ground) was used, and not the parallel rate (which is of course more real to what the true cost of costs are, and that is some over 50% divergence from the CBN's at N310 to a dollar) . . . hope you get the drift

e. growth has slowed from averagely 7% growth rate between 2000-2014, to averagely 3-4% currently.
Finally, I understand your point. That phrase "different from what is on ground" has been abused by so many loquacious Nigerians, that I am averse to its use.

Thanks for the clarification.

The reality on ground is different.

BTW, this article is incoherent.
You see what you want not what is real.

Rankings are based on relativity. India's economy is two times larger than Japan's economy, but we all know life in Japan is way better than in India.

But the reality is that, by the time India's economy fully matures, Japan would not come close in terms of industrialization. A baby crawls before walking.

Nigeria is 23 largest (by GDP)/ 22 largest (by PPP). This is supporting the world's 7th largest population and terrible infrastructure. By 2050, we would have the 3rd largest population, and if by then we are able to have 24/7/365 uninterrupted power supply, not to mention better road and rail network, stronger financial institutions, better healthcare... our economy will be in the top 10 in the world. Look at China and India. Nigeria will be joining them soon. We are not going to fly there, small concrete steps mate.

The typical Nigerian knows nothing about economy, everything is about stomach infrastructure. Bloody simpletons!

u no get sense. Check from the time of OBJ and see the descent increase in the economy. You think it stated with Jonathan?
Was NOI not under OBJ?

The economy grew faster under GEJ than under OBJ.

OBJ remains the only head-of-state to have changed the course of the economy in his two dispensations. First in 1975. After handing over to Shagari, the economy nose-dived and Buhari killed it completely. When he took power in 1999, he again changed the course after Shonekan had ruined the economy.

Yaradua made sure the global financial crisis of 2008 and the accompanying oil price fall did not affect the economy. Then GEJ came and transformed a $419b economy to a $574b economy (based on GDP) in 5 years. We rose from position #29 to #21 in just 5 years.

In just one year under Bubu, our economy has shrunk from $574b to $493b. We have fallen from position #21 to #23 in just 1 year.

PDP may have looted Nigeria, but make no mistake they know how to run a government. Under OBJ and Yaradua (10 years), Nigeria moved from position #48 to #29.
