According to what you wrote, the Canadians offered to build new tracks to link Lagos to Abuja using LNG;the contract with the Chinese is to link THE WHOLE COUNTRY as a "design,construct AND MAINTAIN project. The contract also involves a separate fast link service to Abuja from Lagos

As with the cost i don't really know the whole details but spending $1.2b-$1.5b a year for the next 20-25years to link the whole country sounds very good if it works

I guess in case of CCTV, that wont be neccessary, what Nigeria need is to acquire the Space Satellite that can easily get what is happening in a particular place @ a particular period of time.  This is how it is been used, an emergency call is received, a police officer try to spot the location of the crime through the Satellite and get how many criminals are involved, then send down troops to combat with the criminals.  This is what they use in most advanced contries.

I think they rejected it because it was an upgrade of the old system and most coaches would have to be constructed esp for it when they need a repair, the old system is outdated only used in india and mauritania i think

this new contract is brand new and coaches and other equip are being used in other parts of the world so they wont have to construct guages and coaches specifically for it. they can easily order new/second hand ones really.

theres no point buying a 1915 motor when you cant get the spare parts or technicians to repair it
