that is the first lesson learned.

Let me be clear it is not a competition thing especially with all things being equal the NN being the APEX security agency in charge of Nigeria's valuable marine assets has a clearly defined role to play.
Their is a need that bh exposed for officers of the big three for their LT. COL AND COLONELS ( and their equivalents in the NN AND NAF) to understand in terms of warfare leadership and command responsibilities.

It was I who said Nigeria should acquire Submarines.
It is not a dick measuring contest, it does not have anything to do with South Africa having three God bless them.
It has everything to do with Nigeria's classified security needs.
As far back as 2010- the NN has seriously contemplated this as a need not a want, the then first lady Patience Jonathan was presented with a Miniature Submarine by the Chinese Government on her visit there.
Even @$300m a pop which is no chump change, Nigeria and the Chinese Government should put their financial heads together to work out some Financial arrangements to come up with a minimum of 2, ($600m), this is less than 10% both Countries are going to collectively spend on ONE of the Railway lines@$8.5B.

And unfortunately we are in the same boat, best thing your defence ministry can do is to look at alternative funding streams, like ours are trying to do.

Nigeria started increasing Military spending ..... MAY2015*, It depends on needs and wants and who is at the helm at each service.
The NA has seen the lot improve significantly

The NN needs to" open their MOUTH " because a close mouth does not get fed.

4. One of the most powerful Senators is from the same area as the CNS South- South . I am talking about the Senator who is connected to the presidency,Sen.Ita Solomon Enang is the Senior Special Assistant (SSA) to President Muhammadu Buhari on National Assembly Matters
(Senate). The CNS needs to collaborate with him.
5. Nigeria needs a submarine for classified reason ( I am a submarine apologists) build the pen/ port in AKWA IBOM * and send the NN personnel to Pakistan.
6. The NN needs to collaborate with at least SIX universities and some of the Oil Companies
