The Nigerian Supreme Council for Islamic Affairs (NSCIA), under the leadership of its President-General and Sultan of Sokoto, His Eminence, Alh. Muhammad Sa’ad Abubakar, CFR, mni, felicitates with the entire Muslim Ummah in Nigeria and all over the world on this year’s Ramadan Fast. The Council prays that the Almighty Allah accept it from us as an act of Ibadah. Amin.

Following the advice of the National Moon Sighting Committee (NMSC), the President-General enjoins the Nigerian Muslim Ummah to search for the crescent of Shawwal 1440 AH immediately after sunset on Monday, June 3, 2019 equivalent to Ramadan 29, 1440 AH. If the crescent is sighted by Muslims of impeccable character on the said evening, His Eminence would declare Tuesday, June 4, 2019 as the first day of Shawwal and the day of ‘idul fitr.



If, however, the crescent is not sighted that day, then, Wednesday, June 5, 2019 automatically becomes the first day of Shawwal, 1440 AH and the day of ‘idul fitr.

Muslims all over the country are hereby enjoined to be on the lookout for the directive of His Eminence, the President-General of NSCIA, on the termination of this year’s Ramadan fast.

A poor person supports his family, consisting of his mother, father and children. Eid al-Fitr is coming and he only has a saa’ of food. Who should pay it on his behalf?.
Praise be to Allaah.
If the situation of this poor person is as described in the question, then he should pay the saa’ of food on behalf of himself, if it is surplus to his needs and the needs of those whom he is supporting on the day and night of Eid, because the Prophet (peace and blessings of Allaah be upon him) said: “Start with yourself and then with your dependents.”

Narrated by al-Bukhaari, 2/117, 6/190; Muslim, 2/717, 718, 721, no. 1034, 1036, 1042.

With regard to his dependents, if they do not have anything to give in zakaah on behalf of themselves, then they are not obliged to pay it, because Allaah says (interpretation of the meaning):

“Allaah burdens not a person beyond his scope”

[al-Baqarah 2:286]

And the Prophet (peace and blessings of Allaah be upon him) said: “There is no sadaqah except for one who has the means.” Narrated by al-Bukhaari, 2/117, 6/190; Muslim, 2/717, no. 1034. And he (peace and blessings of Allaah be upon him) said: “If I command you to do a thing, then do as much of it as you can.”

And Allaah is the Source of strength. May Allaah send blessings and peace upon our Prophet Muhammad and his family and companions.

Zakaah on wealth is one of the five pillars of Islam is something other than the zakaah that must be paid at the end of Ramadaan (zakaat al-fitr also known as Sadaqatul-fitr).

The Zakaah on wealth which is only obligatory on certain kinds of wealth, viz.:

1-An’aam livestock (camels, cattle and sheep)

2-Gold and silver and, nowadays, paper currency

3-Trade goods

4-What is produced by the earth, which includes two things:

a. Crops and fruits. The scholars are unanimously agreed that it is obligatory to pay zakaah on four kinds: wheat, barley, dates and raisins; they differed with regard to other kinds.

b. Rikaaz (buried treasure), i.e., wealth of the kuffaar buried in the ground that is found by a Muslim.

Shaykh al-Islam Ibn Taymiyah (may Allaah have mercy on him) narrated in Majmoo’ al-Fataawa (25/10) that Ibn al-Mundhir (may Allaah have mercy on him) said:

The scholars are unanimously agreed that zakaah is obligatory on nine things: camels, cattle, sheep, gold, silver, wheat, barley, dates and raisins, if they reach the nisaab (minimum threshold) for each type at which zakaah becomes due. They differed with regard to other types of wealth.

Zakaah for each of these kinds of wealth is obligatory subject to certain conditions, and a specific amount of the wealth must be given as defined by sharee’ah.


This zakaah (zakaah on wealth) is one of the five pillars of Islam. Whoever denies it is a kaafir and whoever withholds it is a rebellious evildoer; the Muslim ruler must take it from him by force. If he persists in withholding it and is protected by his tribe then he must be fought until he pays it.

Al-Bukhaari (cool and Muslim (12) narrated that ‘Abd-Allaah ibn ‘Umar said: I heard the Messenger of Allaah (peace and blessings of Allaah be upon him) say: “Islam is built on five (pillars): bearing witness that there is no god except Allaah, establishing regular prayer, paying zakaah, fasting Ramadaan and going on Pilgrimage to the House.”

Al-Bukhaari (25) and Muslim (22) narrated from Ibn ‘Umar that the Messenger of Allaah (peace and blessings of Allaah be upon him) said: “I have been enjoined to fight the people until they bear witness that there is no god except Allaah and that Muhammad is the Messenger of Allaah, and they establish regular prayer and pay zakaah. If they do that, then they have protected their blood and wealth from me except in cases where Islamic laws apply, and their reckoning will be with Allaah.

The Sahaabah (may Allaah be pleased with them) were unanimously agreed on fighting those who withheld zakaah. Al-Bukhaari (1400) and Muslim (20) narrated that Abu Hurayrah (may Allaah be pleased with him) said: “When the Messenger of Allaah (peace and blessings of Allaah be upon him) passed away, and Abu Bakr (may Allaah be pleased with him) became caliph, and some of the Arabs disbelieved and apostatized, ‘Umar (may Allaah be pleased with him) said: ‘How could you fight the people, when the Messenger of Allaah (peace and blessings of Allaah be upon him) said, “I have been enjoined to fight the people until they bear witness that there is no god except Allaah. Whoever says that has protected his blood and wealth from me except in cases where Islamic laws apply, and their reckoning will be with Allaah”?’ Then Abu Bakr said: ‘By Allaah, I will fight those who separate prayer and zakaah, for zakaah is what is due on wealth. By Allaah, if they withhold from me a small sheep that they used to give to the Messenger of Allaah (peace and blessings of Allaah be upon him), I will fight them for withholding it.’ ‘Umar (may Allaah be pleased with him) said: ‘By Allaah, when I realized that Abu Bakr (may Allaah be pleased with him) was confident about this idea, then I knew that this was the truth.’”

With regard to the zakaah that is obligatory at the end of Ramadaan, this is Zakaat al-Fitr. The scholars are unanimously agreed that it is obligatory, except those who held odd views.

It is less important than the zakaah of wealth with regard to obligation and status. Zakaat al-Fitr is not one of the pillars of Islam, and the one who denies it is not a kaafir.

Zakaat al-Fitr was mentioned in many ahaadeeth, such as the following:

Al-Bukhaari (1503) and Muslim (984) narrated that Ibn ‘Umar (may Allaah be pleased with him) said: The Messenger of Allaah (peace and blessings of Allaah be upon him) enjoined zakaat al-fitr, a saa’ of dates, or a saa’ of barley, for every Muslim, slave or free, male or female, young or old, and he enjoined that it be given before the people go out to the prayer.

Abu Dawood (1609) narrated that Ibn ‘Abbaas said: The Messenger of Allaah (peace and blessings of Allaah be upon him) enjoined zakaat al-fitr as a purification for those who fasted from idle or obscene talk, and so as to feed the poor. Whoever gives it before the prayer, it is accepted zakaah and whoever gives it after the prayer, it is ordinary charity. Classed as hasan by al-Albaani in Saheeh Abi Dawood.

I use to wonder why Muslims should go to court before their daughters are allowed to use Hijab in public schools despite their high population in Nigeria, O ga o. Still wondering why Muslims are forced to save their beards before they join Nigeria forces. Will this prevent them from shooting?

Some will later come here with their hatred that Nigeria is a secular country. Is UK and other reasonable countries that allow freedom of dressing not secular?

Please let us give Cesar to Cesar. Injustice is very bad, reason why Nigeria is not moving forward!

The hijab has become an optional part of the Police Scotland uniform as the force works to encourage Muslim women to join the service.

Previously, officers could wear the religious headscarf with approval but it is now formally part of the force uniform.

Police Scotland said it is working to make the force "representative of the communities we serve."

The formal announcement was welcomed by the Scottish Police Muslim Association (SPMA), an organisation set up in 2010 to build closer ties with Muslim communities.

Chief Constable Phil Gormley said: "I am delighted to make this announcement and welcome the support from both the Muslim community, and the wider community, as well as police officers and staff.

"Like many other employers, especially in the public sector, we are working towards ensuring our service is representative of the communities we serve.

"I hope that this addition to our uniform options will contribute to making our staff mix more diverse and adds to the life skills, experiences and personal qualities that our officers and staff bring to policing the communities of Scotland."

A report to the Scottish Police Authority earlier this year showed there were 4,809 applications to join Police Scotland in 2015/16, of which 127 (2.6%) were from ethnic backgrounds.

It read: "Based on these figures, it is clear to see that challenge Police Scotland faces. If the black and minority ethnic groups (BME) national average of 4% is to be met within the organisation, an additional 650 BME recruits are required across all areas of the business.

"Considering current application trends, this would appear to be unachievable."

The Metropolitan Police in London approved the hijab as part of its uniform more than a decade ago.

SPMA chair Fahad Bashir said: "This is a positive step in the right direction, and I am delighted that Police Scotland is taking productive steps in order to ensure that our organisation is seen to be inclusive and represents the diverse communities that we serve across Scotland.

"No doubt this will encourage more women from Muslim and minority ethnic backgrounds to join Police Scotland."

Some commercial motorcyclists, angered by police officers' extortion and brutality against civilians, attacked Zuba police post in Niger state, setting it ablaze. The irate motorcyclists also burnt patrol vehicles.

The motorcyclists were reported to have launched the attack after a team of police personnel brutalized a motorcyclist who was unwilling to part with cash to bribe the officers.

The incident, which happened between 8am and 10am on Thursday, crippled commercial and business activities in the area. Normalcy was restored to the area when police reinforcements team arrived and brought the situation under control.

One of the motorcyclists who spoke to the Punch newspaper lamented the daily extortion by the Police.

He said, “The policemen have been disturbing the peace of okada riders on this road for long. They also collect money from us and the taxi drivers.

“We are their Automated Teller Machines. This cannot continue. They may kill some of us but this will not continue.”

Confirming the attack on the Police post, DSP Anjuguri Manzah, FCT Police Public Relations Officer, said the Police would conduct an investigation to arrest those involved in the attack.

Manzah said, “The miscreants attacked police personnel on their legitimate duties and set observation posts belonging to the police and the FRSC on fire as a result of which four vehicles parked within the premises were also burnt.

“The command would carry out discreet investigation that will lead to the identification, arrest and prosecution of the perpetrators of the act.”

Bala Ciroma, FCT Commissioner of Police, visited the scene in company of some senior police officers, visited the scene to assess the situation and ensure normalcy was restored to the area.

Rasulullah (Sallallahu Alaihi Wasallam) replied: say, “Allaahumma innaka afuwwun tuhibbul afwa fa'fu anni” "O Allah, You are most forgiving, You love forgiveness, so forigve me." (Tirmizi).

AlhamduLilah we are heading towards the completion of 1440AH Ramadan (May Allah make the rest easy and spare our lives to witness more of it). In sha Allah, by this time of next week, we would be in the last ten days of the month. In what follows, it is imperative we tell each other about the virtues of the last ten days of the month so as to prepare for it to earn the big rewards available in these days.
The last ten days of Ramadan are blessed by Allah with unique virtues. Among such virtues is that Laylat Al-Qadr (the Night of Decree) is among them. About this Night, Allah, The Most Exalted, Says (what means): “Ha, Meem. By the clear Book. Indeed, We sent it down during a blessed night. Indeed, We were to warn [mankind]. On that night is made distinct every precise matter - [Every] matter [proceeding] from Us. Indeed, We were to send [a messenger]. As mercy from your Lord. Indeed, He is the Hearing, the Knowing.”[Quran 44:1-6]

Allah sent down the Quran on this Night which He, The Most Exalted, described as blessed. It was reported from a group of the Salaf (righteous predecessors) – including Ibn ‘Abbaas, Qataadah, Sa’eed ibn Jubayr, ‘Ikrimah, Mujaahid and others , may Allah be pleased with them- that the night on which the Quran was sent down was Laylat Al-Qadr.

The phrase (which means): “On that night is made distinct every precise matter,” indicates that on this night the destiny of all creatures for the coming year is decreed. On that night it is written who will live, who will die, who will be saved, who will be doomed, who will be destined for Paradise, who will be destined for Hell, who will be granted honour, who will be humiliated, where drought and famine will occur, and everything else that Allah Wills in that year.

Ibn ‘Abbaas, may Allah be pleased with him, said: “You may see a man furnishing his home or plowing his field, and he is one of those who are going to die,” i.e., it has been decreed on Laylat Al-Qadr that he is one of those who are going to die (in the coming year). And it was said that on this night, the destiny of people is shown to the angels.

The meaning of “Qadr” is veneration or honor, i.e. it is a night that is venerated because of its special characteristics, and because the one who stays up during this night becomes a person of honor. And it was said that Qadr means constriction, in the sense that the knowledge of precisely when this night is, is hidden. Al-Khaleel ibn Ahmad may Allah have mercy upon him said: “It was called Laylat Al-Qadr because the earth is constricted by the great numbers of angels on that night, and Qadr means constriction.”

It was also said that Qadr means Qadar (decree), i.e., that on this night the decrees for the coming year are ordained, as Allah Says (what means): “On that night is made distinct every precise matter.” [Quran 44:4]and because the decrees of Allah are decided and written down on this night.

So Allah has called it Laylat Al-Qadr, because of its great value and high status with Allah, and because so many sins are forgiven and so many faults are concealed during this night. For it is the night of forgiveness, as it was reported that the Prophet sallallaahu `alayhi wa sallam ( may Allah exalt his mention ) said: “Whoever stays up during Laylat Al-Qadr out of faith and in the hope of earning the reward of Allah, all his previous sins will be forgiven.” [Al-Bukhari and Muslim]

Allah has given this night special characteristics which make it unique, such as:

1. It is the night on which the Quran was sent down, as we have stated above. Ibn ‘Abbaas, may Allah be pleased with him, said: “Allah sent down the Quran at one time from Al-Lawh Al-Mahfooth (the Preserved Tablet in the Seventh Heaven) to Bayt Al-‘Izzah (House of Pride) in the first Heaven, then it was revealed to the Messenger of Allah sallallaahu `alayhi wa sallam ( may Allah exalt his mention ) in stages according to events over twenty-three years.” [Ibn Katheer]

2. Allah described it as being better than a thousand months, as He Says (what means): “The Night of Decree is better than a thousand months.” [Quran 97:3]

3. Allah described it as being blessed, as He Says (what means): “Indeed, We sent it down during a blessed night.” [Quran 44: 3]

4. On this night, the angels and the Spirit [Jibreel (Angel Gabriel)] descend, “i.e., many angels descend on this night because it is so blessed, and the angels come down when the blessings and mercy of Allah come down, just as they come down when the Quran is recited, and they surround the circles of Thikr (gatherings where Allah is mentioned), and they spread their wings for the one who sincerely seeks knowledge, out of respect for him.” [Ibn Katheer]
Jibreel is specifically mentioned as a sign of respect for him.

5. This night is described as peace, i.e., it is safe, for the devils cannot do any evil or cause any harm on this night, as Mujaahid may Allah have mercy upon him said: “On this night, many people are saved from punishment because of what they do to worship Allah, The Most Exalted.”

6. Allah Says (what means):“On that night is made distinct every precise matter.” [Quran 44:4], the affairs of that year are dispatched from the Preserved Tablet to the angels who record the decrees: who will live, who will die, what provision people will be given, what will happen until the end of that year, every matter of ordainments is decreed, and it cannot be altered or changed. [Ibn Katheer]

All of this is already known to Allah before it is even written down, but He makes known to the angels what is to happen, and commands them to do whatever they are enjoined to do.

7. Allah revealed a Chapter concerning this night which will be recited until the Day of Resurrection, in which He mentions the honor and great value of this night. This is the Chapter in which Almighty Allah Says (what means): “Indeed, We sent the Qur'an down during the Night of Decree. And what can make you know what is the Night of Decree? The Night of Decree is better than a thousand months. The angels and the Spirit descend therein by permission of their Lord for every matter. Peace it is until the emergence of dawn.” [Quran 97:1-5]

The verse (which means): “And what can make you know what is the Night of Decree?” [Quran 97:2]serves to draw attention to the importance and great significance of this night.

The verse (which means): “The Night of Decree is better than a thousand months.”Means that worship during it is better than worship during a thousand months (which means over eighty three years). This is a great virtue, the value of which no one can fully understand except The Lord of the Worlds, The Most Exalted.

Laylat Al-Qadr is in the last ten days of Ramadan, as stated in the narration of Ibn ‘Umar, may Allah be pleased with him, that the Prophet sallallaahu `alayhi wa sallam ( may Allah exalt his mention ) said: “Seek Laylat Al-Qadr in the last ten days of Ramadan.” [Muslim]

It is more likely to be one of the odd-numbered nights, because of the narration of ‘Aa’ishah, may Allah be pleased with her, who said that the Messenger of Allah, sallallaahu ``alayhi wa sallam, had said: “Seek Laylat Al-Qadr in the odd-numbered nights of the last ten nights.” [Al-Bukhari]

We should seek it especially in the odd-numbered nights, i.e., on the twenty-first, the twenty-third, the twenty-fifth, the twenty-seventh and the twenty-ninth. It was also reported that the Prophet sallallaahu `alayhi wa sallam ( may Allah exalt his mention ) said: “Seek it in the last ten nights, on the odd-numbered nights.” [Al-Bukhari and Muslim]

It is most likely to be on the night of the twenty-seventh. This is according to the saying of the Prophet sallallaahu `alayhi wa sallam ( may Allah exalt his mention ): “Laylat Al-Qadr is the night of the twenty-seventh.” [Ahmad and Abu Daawood] The view that it is the night of the twenty-seventh is the opinion of most of the Companions, may Allah be pleased with them, and the majority of scholars. Ubayy ibn Ka’b, may Allah be pleased with him, used to assert, without saying “Inshaa Allah-God willing” that: “…it was the night of the twenty-seventh. Zurr ibn Hubaysh, may Allah be pleased with him, said to Ubayy, may Allah be pleased with him: ‘I said: What makes you say that, O Abu’l-Munthir (i.e. Ubay)?’ He, may Allah be pleased with him, said: ‘By the signs of which the Messenger of Allah, sallallaahu `alayhi wa sallam ( may Allah exalt his mention ) told us: that the sun rises that morning with no visible rays.’” [Muslim]

The fact that it is more likely the night of the twenty-seventh –Allah knows best – does not mean that this is always the case. It could be any of the other odd-numbered nights of the last ten days of Ramadan. Some of the scholars ruled that it is more likely that it moves and does not come on a specific night each year.

Allah has concealed this night so that His slaves will strive to seek it, and will strive hard in worship, just as He has concealed the blessed hour of Friday.

Therefore, we should strive hard during the days and nights of these ten days, seeking Laylat Al-Qadr and following the example of our Prophet sallallaahu `alayhi wa sallam ( may Allah exalt his mention ) and we should strive in supplication and seeking to draw close to Allah Almighty not celebrating the night like our people do, what will use to see in our society is not Lailatul Qodri but Lailatul kowomi (The night of embezzling money).

What is Laylatul Qadr?

Amongst the many blessings of Ramadan is a precious and special night known as Laylatul Qadr - The Night of Power. This great and powerful night is better than a 1000 months (83 years and 4 months).

This night brings an abundance of mercies, forgiveness, spiritual progress and elevation for a Muslim. It is a night to earn Allah Ta'ala's pleasure and the ultimate prize of Jannah.

Allah Ta'ala says: "The Night of Power is better than a thousand months.” (Quran 97:3)

Rasulullah (Sallallahu Alaihi Wasallam) said: “Whosoever stands in ibadah – worship on this night, with sincere faith and with genuine hope of gaining reward, his previous sins will be forgiven." (Bukhari and Muslim).
When is Laylatul Qadr?

Rasulullah (Sallallahu Alaihi Wasallam) said: "Seek Laylatul Qadr in Ramadan in the last ten nights. Verily, it is during the odd nights, 21st, 23rd, 25th, 27th, 29th or the last night of Ramadan." (Ahmad)

This blessed night is a serene and calm night in which the dawn breaks without any radiant beams of light. It lasts until the break of the dawn.

Aaisha (RA) reports: "I said: 'O Rasulullah (Sallallahu Alaihi Wasallam) should I find myself the "Laylatul Qadr", what shall I pray ? Rasulullah (Sallallahu Alaihi Wasallam) replied: say, “Allaahumma innaka afuwwun tuhibbul afwa fa'fu anni” "O Allah, You are most forgiving, You love forgiveness, so forigve me." (Tirmizi)

Some suggested practices for this night:

Spend as much of this night in the Masjid, in seclusion or in the programmes of the pious. Females may seclude themselves in a quiet corner in their homes.

Recite as much Qur'an as possible, particularly the prescribed surahs and verses.

Perform nafl Salah – Salatut Taubah - Tahajjud Salah - Salatut Tasbeeh etc.

Make abundant zikrullah – different forms of Zikr including durood and duas.

This night is a great opportunity for dua. Beg from Allah to fulfil your needs and the needs of the Ummah both in this world and the hereafter.

Take regular breaks during the night to avoid getting over-exhausted. Try switching between different forms of worship.

The thread on masturbation in Ramadan was grossly unfit for the front page. On no basis was the material front page material
I hope we can avoid this in the future. Threads should only be moved to the front-page after a vetting process. If the moderator has solitary vetting power, it would be better to seek at least a second opinion before deciding.
Religion is a sensitive topic, Islam much more so, as the media has already grossly distorted Muslims' image to the public. So we should exhibit some caution in our own self portrayal. I rest my case here and hope I am understood clearly enough.

On Saturday, the 18th day of May, 2019, a former head of State and former President of Nigeria, Chief Olusegun Obasanjo was a guest speaker at the second session of the Synod of Anglican Dioceses held at the Cathedral Church of St. Paul's Anglican Church, Oleh in Isoko Local Government of Delta State.

Speaking on the topic: "Mobilizing Nigeria's human and natural resources for national development and stability", Chief Obasanjo claimed that "FULANIZATION and ISLAMIZATION of West Africa" is now the main reason for 'boko haram' insurgency, kidnapping and banditry. In his words, the former president said: "It is no longer an issue of lack of education and lack of employment for our youths in Nigeria which it began as, it is now West African Fulanization, African Islamization and global organized crimes of human trafficking, money laundering, drug trafficking, gun trafficking, illegal mining and regime change".

MSSN B- Zone believes that the statement relating the crimes to Islam, and most especially coming from a former head of State and former President, is not only reckless, it is unpatriotic and uncalled for.

If despite the incomparable loss of lives by Muslims in the boko haram insurgency and other criminal activities, people like Obasanjo still find it difficult to believe that the crimes have no way in Islam and can go ahead to associate them to Islam, it is most unfortunate and highly dissapointing to say the least.

If we must remind Chief Olusegun Obasanjo, perhaps he has forgotten, his regime as President of Nigeria gave rise to regional insurgency such as Niger/Delta militancy and Oodua Peoples Congress (OPC) with the militants being mainly southern christians, yet, nobody ascribed the militancy to 'CHRISTIANIZATION'

Also considering where Obasanjo chose to make the reckless statement, the congregation being purely southern Christians, it shows Obasanjo deliberately made the wrong assertion to instigate tribal and religious crisis. This is worrisome and unbecoming of somebody of Obasanjo's status as former head of State.

In the circumstance, MSSN B-Zone condemns in the strongest term the statement made by Chief Olusegun Obasanjo claiming what he called ISLAMIZATION as the reason for boko haram insurgency and other criminal activities.

We want to state it for the umpteenth time that insurgency, kidnapping, banditry, drug trafficking been perpetrated across all states in Nigeria and by people of different religions and tribes, have no basis in Islam and have nothing to do with Islam and Muslims.

We call on Chief Olusegun Obasanjo to be careful in his statements and stop making statements defamatory and indicting of Islam and Muslims in Nigeria in order not to put Nigeria in an avoidable tribal and religious crisis.

We finally call on well- meaning Nigeria and international community to call Chief Olusegun Obasanjo to order in his reckless statement capable of throwing Nigeria into conflict. As an old man and a former President of the country, he should be more patriotic and concentrate on actions that can bind Nigeria together rather than those that can break it.

Some Benefits of Reciting the Qur'an

Allah Almighty says in Quran: “O mankind! There hath come to you an admonition from your Lord and a healing for the (diseases) in your hearts and for those who believe a Guidance and Mercy.” (Quran, 10:57)

The Prophet (SAW) said: “Verily the one who recites the Quran beautifully, smoothly, and precisely, he will be in the company of the noble and obedient angels. And as for the one who recites with difficulty, stammering or stumbling through its verses, then he will have TWICE that reward.” (Sahih Al-Bukhari)

“Whoever reads a letter from the Book of Allah, he will have a reward. And that reward will be multiplied by ten. I am not saying that “Alif, Laam, Meem” is a letter, rather I am saying that “Alif” is a letter, “laam” is a letter and “meem” is a letter.” (Tirmidhi).

The Prophet (SAW) said that: “Read the Quran, for verily it will come on the Day of Standing as an intercessor for its companions.” (Muslim)

The Prophet (SAW) stated related to it as: “It will be said to the companion of the Qur’an: Read and elevate (through the levels of the Paradise) and beautify your voice as you used to do when you were in the dunyaa! Every month women go through a menstrual cycle. Life carries on as normal however, ibadah defers. A woman in her menses (haidh) is exempt from salaah during her cycle and during Ramadaan she is exempt from fasting.

So we are fine with our menses in our normal daily life, but what happens in Ramadaan when we want to gain maximum out of the blessed month? When our spirituality is at its peak?

The Prophet (peace be upon him) said about menstruation, “Verily this is a matter Allah has written upon the girls of Prophet Adam (Allah bless him)…” [Bukhari]

Islam sees menstruation as a natural bodily process and does not consider it a hindrance or punishment… A women experiencing her menses or nifaas is regarded as napaak (spiritually impure) for the duration of her cycle and is exempt from certain acts of ibadah ,if a menstruating woman fulfills this command with the intention to submit to Allah’s order, she is actually worshiping Allah the entire time that she refrains from the ritual prayer and ritual fasting. However, there are numerous ways a menstruating women can engage herself in ibadah (worship of Allah).

Below are some of the ways a women experiences her cycle can still gain closeness to Allah during Ramadaan and every other month. Inshallah.

1. Listen to the Quran
“The month of Ramadan in which was revealed the Qur’an, a guidance for mankind, and clear proofs of the guidance, and the Criterion (of right and wrong).” [Baqara: 185]
She should listen to the Quran as much as possible. Taking great care that she is not touching it, it is also prohibited to recite the Quran, which means to move one’s lips while producing sound. [ibn Abidin, Radd al-Muhtar.

2. Engage in abundance of Dhikr(Remembrance of Allah)
“…and men who remember Allah much and women who remember – Allah hath prepared for them forgiveness and a vast reward.” [The Confederates: 35]
She should try to use every free time available in the remembrance of Allah. There are various supplications and each one has a reward.

3. Recite Durood upon Nabi(صلى الله عليه و سلم)
She seeks the tremendous benefit of sending blessings and praise (salawat) upon the Prophet (Allah bless him and give him peace) because it is not only an act that increases her love for Nabi(صلى الله عليه و سلم) but also raises her status in the eyes of Allah ten times, erases 10 sins and 10 good deeds are written for her.

4. Give Generously In Charity
The Prophet (peace be upon him) said, “The best charity is that given in Ramadan.” [al-Tirmidhi]
She should reach into her pocket and give whatever she can without hesitation to those in need.

5. Be Kind to Others, Including Spouses & Family Members
The Companion Salman al-Farasi related that the Prophet (peace be upon him) said about Ramadan in a sermon given on the last day of Sha’ban, “…It is a month of patience and the reward of patience is Paradise…” [Sahih ibn Khuzayma; Sayuti, al-Jami’ al-Kabir; Bayhaqi, Shu`ab al-Iman]
She uses this time to rebuild and mend any broken relationships. She should not use menstruation as an excuse for anger; instead she should shower those around her with love, care and compassion.

6. Make Dua
The Prophet (Allah bless him and give him peace) said about Ramadan, “Verily, Allah frees people (from the Hellfire) in every day and every night and for each Muslim among them is a supplication which will be answered.” [Ahmad]
She should take lots of time in her day to make dua. And should ensure that she remembers the ummah in her duas.

7. Repentance
The Companion Salman al-Farasi related that the Prophet (Allah bless him and give him peace) said about Ramadan in a sermon given on the last day of Sha’ban, “…It is a month (in which) the first of it is mercy, and the middle of it is forgiveness, and the last of it is pardon from the Fire…” [Sahih ibn Khuzayma; Sayuti, al-Jami’ al-Kabir; Bayhaqi, Shi’b al-Iman]
She asks Allah to pardon her, cover her sins, and save her from the Hell-fire. She begs for forgiveness and realizes her absolute neediness to His mercy. She wakes up in the middle of the night, even though she is menstruating, and repents in a time when Allah promises to forgive.

8. Feed Fasting People
The Prophet (Allah bless him and give him peace) also said in the aforementioned sermon, “…Whoever feeds a fasting person in (the month of Ramadan), for him is the forgiveness of his sins and freeing his neck from the Fire…” [Sahih ibn Khuzayma; Sayuti, al-Jami’ al-Kabir; Bayhaqi, Shi’b al-Iman]
She hosts her relatives, friends or community members for iftar. Care should be taken that this does not become extravagant and an act of show.

9. Show Allah Goodness
The Messenger of Allah (Allah bless him and give him peace) said, “Ramadan has come to you. (It is) a month of blessing, in which Allah covers you with blessing, for He sends down Mercy, decreases sins and answers prayers. In it, Allah looks at your competition (in good deeds), and boasts about you to His angels. So show Allah goodness from yourselves, for the unfortunate one is he who is deprived in (this month) of the mercy of Allah.” [Tabarani]
Try to do a small act of kindness each day. Even if it is just reminding everyone about salaah or waking the family up for tahajud prayers.

10. Righteous Deeds
Abu Huraira (Allah be pleased with him) reported that Allah’s Messenger (Allah bless him and give him peace) said, “When the month of Ramadan starts, the gates of the heaven are opened and the gates of Hell are closed and the devils are chained” [Bukhari, Muslim]
She realizes that now is the perfect time to carry out any act of good. Try to utilize the time well. One such way is attending lectures and programs in her locality.

We should not look at this “break’ as time off, yet we should use it to gain or keep constant the momentum of spirituality.
May Allah make us from amongst those that are always rightly guided. Inshallah.

When I was a teenager I used to masturbate sometimes during the day in Ramadaan, but I did not let the semen come out of the penis because I blocked it, but I still reached climax.
What is the ruling on my fast, and how can I expiate for this grave sin? Please note that I do not know how many days I did this.
Answer

Praise be to Allaah.
It should be noted that this habit is haraam according to sharee’ah, as is indicated in the Book of Allaah and the Sunnah of His Prophet (peace and blessings of Allaah be upon him). We have already quoted the evidence in detail in question no 329. This habit is something that is repulsive to sound human nature and reason, and it is not befitting for a Muslim to lower himself to this level.

It should also be noted that sin has negative consequences a person, in this world and in the Hereafter, if he does not repent and if Allaah does not bestow His mercy upon him. We have already discussed this in the following questions: 23425, 8861, 45040.

With regard to the ruling on the matter mentioned in the question, if you engaged in the secret habit but no semen came out as a result, then the fast is not invalidated, according to the most sound scholarly opinion, because what matters is the emission of semen. If it did come out then the fast was invalidated and it has to be made up. If it did not come out then the fast is not invalidated. But whatever the case you have to repent to Allaah and seek His forgiveness for wasting the fast by doing such things.

Semen may be emitted a short while later even if you prevented it from coming out. In that case the fast of that day is invalidated and you have to make it up. If you do not know how many days your fast was invalidated, then try to work it out until you reach a figure you think is most likely, then make up the days that you owe.

Shaykh Ibn ‘Uthaymeen said in Sharh Zaad al-Mustaqni’: Is it possible for semen to move without being emitted?

Yes, that is possible, when a person’s desire subsides for some reason, then semen does not come out.

And they gave another example: if a person holds his penis so that no semen comes out. Even though the fuqaha’ gave this as an example, it is very harmful. The fuqaha’ (may Allaah have mercy on them) gave something as an example regardless of how harmful or not it may be. But usually in such cases the semen is released after the person lets go of his penis.

Some of the scholars said that ghusl is not required if the semen moves. This is the view favoured by Shaykh al-Islam and is the correct view. The evidence for that is as follows:

1 – The hadeeth of Umm Salamah in which it says: “Yes, if she sees water.” He did not say, If she feels it moving. If ghusl were required when it moves, then he (peace and blessings of Allaah be upon him) would have pointed it out because there would have been a need to do so.

2 – The hadeeth of Abu Sa’eed al-Khudri: “Water is for water.” In this case there is no water (i.e., emission). So this hadeeth indicates that if there is no water (emission) there is no need for water (ghusl).

3 – The basic principle is that the person remains pure (taahir) and no ghusl is required. This principle cannot be changed unless there is evidence to that effect.

There are approximately 14 places in the Noble Qur'an where it is expected of a person to perform a Sajdah when the respective verse is heard or recited. Generally, the Sajdah Tilawah verses are marked in the Qur'an.

Abu Huraira Rodiyyah Allah Anihu narrates that the Prophet (May Peace of Allah be Upon Him) said, "Whoever among the son of Adam recites a verse of Sajdah and then makes Sajdah, Shaitaan flees the place in tears. He shouts out, 'Woe unto me!' The son of Adam was commanded with Sajdah and he made Sajdah, thereby gaining entry into Jannah. I was commanded with Sajdah and I refused. As a result I will end up in Jahannam". (Sahih Muslim).

Sajdatut-Tilawah should be made immediately upon recitation of the verse. If it is not possible then the Sajdah should not be unnecessarily delayed.

Below and attached contains what you are expected to say upon prostrating due to recitation:

سَجَدَ وَجْهِيَ لِلَّذِي خَلَقَهُ، وَشَقَّ سَمْعَهُ وَبَصَرَهُ، بِحَوْلِهِ وَقُوَّتِهِ، فَتَبَارَكَ اللَّهُ أَحسَنُ الْخَالِقِينَ

Sajada wajhiya lillathee khalaqahu, wa shaqqa sam'ahu wa basarahu bihawlihi wa quwwatihi. Fatabaarakallaahu 'ahsanul-khaaliqeen.

I have prostrated my face to the One Who created it, and gave it hearing and sight by His might and His power. Glory is to Allah, the Best of creators.




Finally, let's challenge one another on goodness.


Since there are 14 places in the Qur'an where we are expected to perform a Sajdah when these verses are heard or recited. So, by reading your Qur'an from Suratul Fatiha to Nass (perhaps a Juuz per day), locate all these 14 places and apply the dua in each case.

N.B: Reciting a Juuz/day takes 30 minutes or less. Imagine the number of hours we spent pressing our phones daily. What if we give Allah just 30 minutes out of this❓

Nigeria has always floated at the bottom of the list, among the most corrupt nations in the world.

It is not surprising that just as the country continues to rank very high on the index, there is a proportionate decline in the Human Development Index released every year by the United Nations Development Programme (UNDP). This goes without saying that as resources meant for human development are being feathered away, Nigerians sink into a deeper abyss of poverty.

Evidently, a report by Brookings Institute crowned Nigeria ‘the poverty capital of the world’, taking over India, a country with seven times the population of Nigeria. Their findings were partly based on data drawn from The World Poverty Clock.

Interestingly, Nigeria found herself in this hole despite large-scale poverty alleviation programmes of successive governments. Development consultant and public analyst, Jide Ojo, opined that apart from obvious corruption and lack of continuity of these programmes, “There is a lack of framework, legal structure or policy and proper coordination.”

Nearly 70 Per Cent Living in Poverty

In 2001, former president Olusegun Obasanjo, Nigeria’s democratic president between 1999 and 2007, launched the National Poverty Eradication Programme (NAPEP) to stem the growing rate of poverty in the country. A reported N6billion (around €14million) was budgeted at the start of the scheme, however, the large amounts spent did not seem to reap any significant impact as poverty skyrocketed. Three years after the inauguration of NAPEP, data from the Nigeria Bureau of Statistics (NBS) as quoted by ActionAid, an international non-governmental organisation working against poverty and injustice worldwide, reveals that nearly 70 million people were living in poverty, out of just over 126 million. By 2010, when Obasanjo estimated that poverty would have been eradicated, it, in fact, worsened. There were already 112 million people living in poverty out of an estimated population of 163 million.

The failure of NAPEP and similar programmes, according to Auwal Musa Rafsanjani, Executive Director of TI National Chapter in Formation in Nigeria, is partly because the initiatives act as conduits for syphoning public funds.

“All the programmes initiated by [the] previous government and current government to address poverty were not designed to actually deal with the poverty in the country, rather they become an instrument to further syphon public funds in the name of poverty eradication,” Rafsanjani said during an exclusive interview.

This might not be mere assertion as there are numerous corruption allegations stacked against some of the poverty eradication and alleviation schemes. For instance, Nigeria’s Senate Committee on Public Affairs uncovered a whooping sum of N2.4 billion (around €5.8 million) fraud in NAPEP. It was alleged that the money, that was meant to purchase tricycles as a form of empowerment for Nigerians at the lowest rung of the economic ladder, was diverted.

By August 2008, the committee said only 500 of the 4,500 units of tricycles were bought even though the full funding was released. Similarly, the N500 million (around €1.2 million) released to purchase spare parts for the tricycles was also embezzled.

According to Senator Zaynab Abdulkadir Kure, a Nigerian lawmaker in the 6th Assembly, the scheme was a total failure despite billions being pumped into it. “Eight years after the establishment of the agency, it could not effectively impact on the lives of the less-privileged Nigerians despite the huge resources committed through appropriation and MDG funds,” Senator Kure said at the time.

Little To Show For Development Programmes Despite Billions Invested

The Subsidy Reinvestment and Empowerment Programme (SURE-P) implemented by former President Goodluck Jonathan’s administration, was not any different, as it was also blithe with heavy corruption allegations. The Jonathan-led Federal Government had on January 1, 2012, announced the removal of subsidy on the Premium Motor Spirit (PMS), stating abuse of the fund by some negligible few in the oil and gas industry. The implication of the removal was that the price of PMS would rise, which would have a direct financial impact on Nigerians, particularly the 112 million living below the poverty line. SURE-P had been set-up to lessen the effect of partial removal of petroleum subsidy on Nigerians.

During the announcement of the programme, Jonathan said he would reinvest the funds hitherto used for subsidy on social infrastructure and programmes through the SURE-P initiative. He argued that the plan, though demanded a short-term sacrifice from the populace, would lead to economic prosperity for the nation.

“I sincerely believe that the reinvestment of the petroleum subsidy funds, to ensure improvement in national infrastructure, power supply, transportation, irrigation and agriculture, education, healthcare, and other social services, is in the best interest of our people,” he noted.

Two years into the programme, the Federal Government said it had spent N280 billion (over €680 million) out of the N360 billion (around €877 million) earmarked. The government also claimed to have invested in infrastructure and health with the funds available for the SURE-P.

But, the Executive Director of Human and Development Agenda (HEDA), Lanre Suraj, stated that there was nothing to show for the programme despite billions being invested.

Suraj explained: “You can see how SURE-P was created at a time when we [Nigerians] have direct increment on the fuel pump price. The poor people were further taxed, to allegedly create that phantom poverty alleviation programme called SURE-P… and in the final analysis, there is practically nothing to show for that programme.”

Indeed, an uncontestable reality of the SURE-P investment is the various corruption allegations that have been uncovered even before the abrogation of the scheme in 2015. Shortly after the programme kicked off, Christopher Kolade resigned from his position as the chairman. Although the octogenarian, who is a former high commissioner to the United Kingdom, had earlier claimed old age as the reason he stepped down from the position, he later revealed that he resigned because of the corruption and lack of transparency in the system.

“When I discovered that there were individuals in the system that were practising something that was lower than the transparency that we went in with, I raised the issues. And I discovered that political affiliations and things made this difficult,” he said during a television interview.

In 2013, the Senate Committee on SURE-P, revealed that N500 billion (around €12 billion) out of the N800 billion (around €19 billion) meant for the scheme was missing

A senior civil servant in Nigeria’s Ministry of Labour and Empowerment, Clement Onubuogo, is currently facing corruption trial for the alleged diversion of over N650 million (around €1,5 million) meant for the youth empowerment under the SURE-P programme.

The consequence of all these alleged stealing and embezzlement is that poverty remained at an all-time high despite acclaimed billion-naira investments to cushion the economic effect of subsidy removal.

The current Vice President of Nigeria, Yemi Osinbajo, also confirmed that the government cannot account for a single beneficiary of the SURE-P programme during the previous administration. “Who can point to one single beneficiary of the SURE-P scheme?” the Vice President asked during a recent national television broadcast.

Is It Possible to Combat Corruption in a High-Risk Corruption Country?

While it is characteristic of the present government of President Muhammadu Buhari to blame predecessors for the economic woes in the country, the Social Investment Programme (SIP) of the current administration, aimed at giving financial support to indigent Nigerians, is also not void of corruption allegations.

SIP was announced by President Buhari in 2015 to restore “livelihood, economic opportunities and sustenance for the poor across the country.”

Under the programme, there are different projects, developed to address these objectives. Examples of these projects are N-Power, a scheme that employs jobless graduates and pays a stipend of N30,000 monthly (around €75); FarmerMoni, a no-interest loan scheme for farmers; Market Moni and TraderMoni, no-interest loan scheme for small scale traders and petty traders.

A report by SaharaReporters, a leading citizen journalism platform, documented various cases of corruption and petty frauds in the TraderMoni scheme, just as another investigation into the N-Power project, by TheCable Newspaper, an online newspaper, revealed corrupt activities within the system.

So, how does a government combat poverty in a high-risk corruption country like Nigeria?

The strategy suggested at the 2018 International Anti-Corruption Conference (IACC), held in Denmark in October last year, was “understanding the drivers of corruption and developing tools to manage corruption risks in a systematic way.” These include assessing implementing parties’ capacity to manage and control risks, and strengthening these when needed through the use of innovative tools.

Shaykh Ibn Baaz (may Allaah have mercy on him) was asked about using toothpaste whilst fasting. He said: there is nothing wrong with that so long as one is careful to avoid swallowing any of it, just as it is prescribed in Islam for the fasting person to use the siwaak (tooth-stick)

Shaykh Muhammad al-Saalih ibn ‘Uthaymeen said:

… This leads us to the question: Is it permissible to use a toothbrush and toothpaste whilst fasting or not?

The answer is that it is permitted, but it is preferable not to use them because the toothpaste is too strong and may go down into the throat. Instead of doing that during the day, one should do it at night.

UPDATED CATEGORIES OF WORSHIPERS FOUND DURING TAROWIYY PRAYER (AASAMU).


1. The Ceremonial Muslims: These are Muslims found in the Mosque during only Islamic festive period. They purchase new Rosary, Quran (though they are not proficient in reading it), caps and Jalab (Islamic wear) only to be identified as Muslims in their community and place of works. They are only found in the Mosque in the first, fifth, tenth, fifteenth, twentieth, and the last day of Ramadan. This is not good, try and adjust!

2. The Lazy Ones: With time, those in the first category graduate to this class. Since they are not used to the system before, they make complain and hiss when their Imam is praying especially if he recites long Surah. To them, Suratul l Kaothar is too long, if you say this Surah is long, tell us which are short. Lazy! They only want Imam to finish the whole 11 Rakahs including Solatul Ishai in 5 minutes. Impossible! They are in turns lazy to themselves too. Refrain!

3. The Late-comer: Those that will never meet Solatul Ishai in congregation. They do this intentionally. They come after Solat Ishai with their co-latecomers to make their own congregation and thus have their own Imam. When Tarawiyy prayer is ongoing, you will see them observing their own Ishai. Stop coming late to the mosque, it is a bad attitudes!

4. The Glutton: These are those that almost eat all the kinds of food available during Iftor. They mix any food available to them together. Rice with Pap, Gaari with orange, Ahlim with Pasta, Beans and Kulikuli, Fura with Nunun, Tuwo with Sharwama. Chai! You notice them easily because they will renew their ablution every 5 minutes. You will not even pray they stay beside you for they will surely pollute the air. My brother, eat moderately!

5. The PRO: They are those that remind people of their already scheduled innovated Nawaafil every night. Most worshipers are attentive and look at them to give order of what they will observe the following night. Their usual mode of reminder is ‘Nafila Oru to ni …. (Tonight's Nafila is…)’. Egbon, leave them alone! let them perform the number of Rakkahs that are convenient for them in accordance with the Sunnah of the Prophet. Stop giving the order because it is not known practice from our pious predecessors. It is an innovation(Bid'ha), desist!

6. The BF or GF searcher: These are mainly bachelors/spinsters. They come to observe Tarowiyy prayer mainly because of their boyfriend and girlfriend (as the case may be). Those in this categories say their Aameen differently and loudly after Ummu-l-kitab (Suratul fathiah) recitation as a signal to their boy/girlfriend they are around. This is called riyau (eye-service) and may not earn you any reward. So be sincere, marry and repent today!

7. The Bloggers: These are the likes of lalasticlala, seun, sissie, mukina2 and others like them. You see them with their phones and chargers to take the advantage of the mosque’s power generator. You see them after each unit of Solat checking for the post to place at FP or Whatsapp updates. Fear Allah and leave your phone at home till after Solat grin!

8. The Mouth Stinkers: These and those in category 4 are like `5 and 6`, they are more or less the same thing. After they have enjoyed all those foods alone at home, you close your nose every time because their mouth stinks anytime they yawn or talk to you. You easily conclude you have comprehended what they mean even if you do not understand. My friend, imbibe the Sunnah of Prophet by using Siwaak (chewing stick) upon every ablution to reduce the odor. Doing so, will earn you reward too.

9. The Landlord or landlady: Majority in this category are the Old ones. You dare not sit at where they claim. If you sit there, they will tell you the history of how your father woos your mother and how they gave birth to you including the amount of dowry paid when they married. With due respect sirs and mas, every angle in the mosque belongs to all worshipers. Thanks for your understanding!

10. The Pious Ones: These are moderate, true and sincere Muslims (worshipers). They follow the steps of the Prophet and our pious predecessors in all what they do. You will always meet and leave them in the mosque. They complete all their Solat (prayer) with the Imaam, you even wonder whether they live in the mosque. They use all their time judiciously to recite Quran, say adhkar and make other Ibaadat that can fetch them rewards during and after Ramadan. These are those we should envy. Let us all try to be one. Let us make use judicious of this month of blessing.
