Olasco93: The Government has her reasons, just as we have ours individually. They just need to put the right things in place before taking this step. Are you minding daft idiots that fills this forum. Many of the lots called "Yoots" are jobless, daft and lazy. They cannot see the impact of the "fleecing" of our potential to South Africa for starters. You go shoot a musical video abroad = virtually everything (camera, backroom staff, content development, studio, hotels, drinks, food etc) all goes to another country's economy. Many of you lots are insulting the FG that is trying to "repatriate" your lost potential jobs and future back to you Right there in Tinapa in Calabar, we are supposed to film village which should house all the sophisticated equipments and facilities in the world. When are we going to resurrect the film schools and villages in Jos (of the famed 80s-90s). Many should ask themselves, do we really have a film and entertainment industry commensurate with the volume of our movies and music out there? Despite coming close 3rd after America and India, can we compare our film and music industry to theirs, even in terms of potential to catchup. Because Charly boy decides to be daft and selfish means all of them should follow him? The social media is indeed a medium where stup.id.ity is democratised |

Another synonym for guidelines is laws or rules, use google, if you can find your way around it.
Laws are met to restrict, think of anything the executives does e.g. Set school curriculum, run schools, run Airports, sign treaties, etc...the Legislators are vested with powers to make laws either to restrict, clarifies, limits, guide, etc them as they execute these functions. I wan never going to have a debate with you. I have debates with people of a certain level of IQ as demonstrated by the rationale behind their posts. This law enables one to sell off the products/goods stored in one's depot when the 2nd party defaults on rent payment.
NNPC should pay him his rent and stop intimidating the young man. Some of you have corrupted and depraved minds, that you will seek to glorify corruption under any guise. So this is your "according to the law" interpretation Nkem Obi told the committee that prior to the diversion of the petroleum products by Chief Ubah, NNPC had an agreement with Capital Oil that no party is to tamper with any petroleum products consignment in its custody without the knowledge of the other party. He said that upon discovering that Capital Oil had diverted the petroleum products in its custody, the corporation reached out to relevant and sister agencies to help in the recovery of the diverted products. |

Part II, Section 5.1(a) & (b) of the Nigeria Constitution states:
"5.1 Subject to the provisions of this Constitution, the Executive powers of the federation:
(a) shall be vested in the President and may subject as aforesaid and to the provisions of any law made by the National Assembly, be exercised by him either directly or through the Vice-President and Ministers of the Government of the Federation or officers in the public service of the federation; and
(b) shall extend to the execution and maintenance of this Constitution, all laws made by the National Assembly and to all matters with respect to which the National Assembly has, for the time being, power to make laws.
From the above, it is clear to any one with common sense that, the Legislators made laws that the Executive must follow/execute and they can amend those laws thereafter to either expand, limit, restrict, modify, etc what the executive must then follow/execute. ......and when you relate the section of the constitution you quoted, it tells you that the National Assemblies have powers to give "executive guidelines" and to "make laws that restrict what the executive does"? How do some of you lot process? |

ElSherriff: Why the hell do you all think its a very very smart idea to sell electricity to these countries as a 'guarantee'? It is way cheaper for them to buy generated electricity than building their dams, so we already have an upper hand. It is already a stress on our National output since we never even have enough to sustain 18 hours nonstop.
Kainji Dam was completed in the 60s with capacity to provide less than 1500mw of electricity, what efforts have we made since then to improve our power generation capacity? for the countries in the world that have stable electricity without the 'pressure' of river Niger how exactly have they done it?
And yes, do not let no one fool you. There are artificial technologies. google pumped water storage and what the swiss have done. Also, try and study the artificial dams of the world and see what Nigeria can do once and for all. Now Kainji Dam was built with less than 300m USD, Switzerland has returned close to a billion USD of stolen funds to Nigeria.
I wont even bother going into details of exactly how Nigeria can begin to utilize whatever she has of the Niger River when Lords Benin and Niger decide to 'cut off' their sections of the Niger River. You know why? Cos Nigerians are gullible, they have accepted mediocrity and can kill to justify it.
The next time you wanna quote me, show so decorum.

linearity: Simple civic lessons in primary school enumerated all these.
The Executive branch oversees the implementation of the laws of the land, the legislators make those laws.
The Ministry of Education and the bodies of laws by which it functions was not established by the Constitution, but by an Act of the Legislators; after that Act is signed, it became law and governors how the executive branch of government oversees the ministry of Education. The Executive have a leeway in promogatings rules, guidelines, etc for the day to day running of that ministry as long as those rules & guidelines don't violate the original Act that gave the Ministry it's powers and legality.
Now, the Legislators can go back and amend that Act to further clarify, Add, substract, modify, etc...both Houses must agree with the new modifications and it must be signed into law for it to replace the original Act, if the Executive vetos it, the Legislators have to see, if they have the requisite 2-3rd majority to override that veto...if they do, the new Act becomes law despite the refusal of the Executive branch. I am specifcally asking you which part of the constitution states that 1. vested with the constitutional powers to give the executive guidelines 2. make new laws that restricts or limits or directs what the executives does Your argument is based on your civic studies in Pry school? nwamehn: Maybe I am wrong with my interpretation, I stand to be corrected though, but I don't think that what the house of reps did changes the fact that Arabic would be made compulsory for some people who sincerely wouldn't wish to offer it. The house of reps only brought back Islamic Studies and CRK as single subjects out of the Civic Education they were merged into before, but Arabic studies would still continue because Arabic is made compulsory if u can't offer French, the option. Same way French is made compulsory if u can't offer Arabic. Both of us know how scarce French senior secondary school teachers are in Nigeria, which would mean that most of these students would have to settle for Arabic. 1. The HOR has no power to reverse an executive decision on curriculum of education. It is not within their remits. There is a process in which curriculum is reviewed, updated, ammendate and some aspect discarded. It is nothing something that is just "agreed" on the floor of the House of Rep.... 2. Arabic is NOT made compulsory for anybody. Unnecessary use of wrong choice of languange is not a basis for credible argument. Arabic is OPTIONAL for those that choose to do so 3. There is no statistical evidence to back up your claim that French teachers are scarce in Nigeria. In fact I dare say that this is the LIE, IGNORANCE and FALSEHOOD perpetrated by the leadership of CAN and others who trumpet it. The simple thing to do is to show us a data/evidence that supports they notion |

israelmao: How else would the truth look like when Arabic Studies stands on its own as a subject and CRS is merged with another? Why not the other way round? If that question sounds pedestrian to you, that shows the depth of your grasp about the issue under discussion and the secret plan being woven over the years to further evil motives which have been foiled by our God on many occasions.Missionary schools were here before any other school and those that have the grasp of history knew how they were confiscated from churches by the government after the departure of our colonial masters even though they were well managed by churches and most of our political leaders whether muslims or christians atttended those schools. This secret ploy or intrigue didn't begin today. Our God has humbled those who tried it in the past and He will yet humble whosoever tries it in the future. This is far beyond going round the circles of whatever you called it,it is rather a repeated attempt by the enemies of God's people. So to you, CRS is a language studies like Arabic? wrt every other thing you wrote, you see there are clear lines between fact-based discussions vs conjectures. Chukwuka16: : Actually, edju is right. Our installed generation capacity is beyond 10000MW, but like was earlier posited, the problem is multi-faced: 1. The location of generation sites was politically motivated (without sense) hence we have a generation site for example in Ondo to be powered by gas from Rivers! 2. Our Transmission network is moribund. Our carrying capacity is around 4500MW. 3. Some peeps have suggested embedded generation (DG) which is nice but then we lack the following: (i) real time data to quantify adequately the potential of available renewable energy resources in various locations. (ii) expertise in DG/microgrid setup to cater for its integration, sustainability and economics. (iii) any workable plan/legal backing that compels government to act to meet some benchmark targets. 4. The growing disconnect between the academia and industry which means that we would always need foreigners to develop and manage our electricity network. Bro that installed capacity is a myth. They just dish out these future supply to gain support,Its like saying we got land to build 100 Airports jst saying. What the max power generated so far 4k plus MGwatts?Well Generation problem is political, they should site all gas powered plant in the ND where gas is located, after that we can deal with transmission. Infact the Discos would provide the infrastructure for this, FG need not spend nothing, just like teh telecoms are providing thier own infrastructure Where I live if I generate my own electricity and plug into the national grid, whatever I have left is supplied into the grid and I get paid for it.
