That's not how prophecy works God's prophet used past tense because it's certain just as the Bible book of Revelations used the same past tense when talking about what will happen in our time:

"And war broke out in heaven: Miʹcha·el and his angels battled with the dragon, and the dragon and its angels battled" Revelations 12:7

Note how past tense was used consistently in this prophetic message.

Moreover did Hezekiah's kingdom last forever?

He can't just come and force people to start doing things they never knew before so time is needed to do all of these that's why God arranged that he should be born in a country where the inhabitants have been in expectation of him {Habakkuk 2:3} so it's only a prepared people that can welcome him {Malachi 3:1; 4:5} and work with him to take this message about his righteous government to all the corners of the earth! Matthew 28:18-20

From the beginning God never told Adam that sin could be cleansed through sacrifice so Adam and Eve has died forever and ever as perfect humans blood sacrifices can only attone for the sin of imperfect humans who found themselves in a helpless and hopeless situation but can the blood of animals remove the damage Adamic sin caused?

The answer is NO because God told the Israelites to continue yearly to make attornment for their sins the only blood that can wipe out Adamic sin must be that of a perfect human who has no sin.
