With their links to the banks, it would have been much more easier with the BVN to map PayPal accounts to Nigerian bank accounts but CBN is scared the inflows would end up tied down in those accounts instead of to fund the forex market at a quicker rate than it would be if the owner withdraw and sell.

Well there may be a limit as to how much dollar your BVN profile can transact out monthly.

Accepting inflow into your PayPal is a government regulation thing. PayPal still does not have the licence from CBN to do that. Infact CBN does not know whether that falls into the IMTO category or not.
