The school is only following the visa rules as per him having the money in his account or his parents. This is to forestall funding issues in the course of the program to be undertaken. Other family members cannot sponsor an applicant.
No where in the Ts and Cs you posted require the payment for accommodation except there's a part of your post that I missed. The UK govt has no fixed cost of accommodation required for T4 visas but you must have a certain amount that can cover monthly living costs for a maximum of 9 months (£1,015 monthly for schools outside London).
The only thing I know that keeps schools from releasing CAS is when no tuition payment has been made but seeing as you have no pending tuition payment I'd say you contact the school to know why they have that condition on the offer.

I'd suggest that you read previous postings on this thread or download the T4 guide on the UKVI website and read through for extensive information.

Another thing I need to let u know is that he had been earlier issued a CAS around june..u know I told u turion waiver just fell on him on thursday like a miracle..so It's going to be like an updated CAS

Yes, 28 days which shows that it is available for your use. If you remove it, what then is your plan for maintenance and tuition upon your arrival in the UK? And with the UK looking at curbing immigration crimes, what if a case file randomly raises some sort of flag and they decide to make deeper checks? You never can tell. That it worked that way in the past doesn't mean that it will in the present.
I'd say it's better to leave it in the account till you receive your visa. That's my own opinion though.

I thought the uk visa policy says 28days? As for me I believe that shouldn't be a big deal. 2014 I remember my bro removed the cash immediately after 28 days and he was granted visa.

Following @cumulus announcement i have been tracking my application process (practically every five minutes) using the ukvi provided portal and to my surprise, the last time i checked my status had changed to DECIDED.

I am now waiting for the notification mail from tls contact and i am nervous as hell concerning the actual decision.

The ukvi site works, just keep on checking using your application number (GWF).

Yea. Hopefully by next week. Right now, I'm just so happy for @Cumulus and I hope that his visa was approved.

PS: The processing delay isn't just in Naija. Few days ago, I stumbled on another website where posters/applicants from other non low-risk countries expressed same delay in processing. Can't share the site here because I'm not sure it's in line with this forum's rules

No, She can't. To be a legal guardian, She needs an original court ruling/document appointing her as one. And getting one at this stage will raise flags as to the true reason behind doing such.
PS: Most times guardianship automatically ends at a certain age

Hi I think you can still use your account if you make the necessary document and become his legal gaurdian. Do that and your account will be perfect. Then you write a letter of concent.

You're welcome. It's easy once the guidelines are understood. You can't use your account as other relatives asides parents can't sponsor a Tier 4 applicant. He has to use either his account or his parents' account. If using accounts of either parents, he has to include his birth certificate showing the parental connection plus a letter of consent stating that the parent in question has consented to the use of funds in the account for his maintenance in the UK.
PS: I edited my previous response to include more information. I take it that he's applying in Lagos. Am I right?

Okay, he and I are not from same dad but same mum..meaning our surname is different...how do I use my account for him dat it won't raise a red flag..since putting the cash in his account will start a 28 day count...and that's a log thing....over that amount is already in my account for about 8months....

Send a mail to the school to ask for what docs they may need. Also get the maintenance cost of £9,135 (The 9 months required maintenance for schools outside London) in his or your parents' account ASAP and commence the 28 day count, if he hasn't done that already. If he/your parents have had £9,135 for 28 days or over, the school might require you to send it to them to produce his CAS.
- Book a TB test appointment by emailing: iomlagosmedicalbooking@iom.int or calling 234807 219 1112 and undergo TB test [47,500 to be paid into their standard chartered bank account number 0001847002, account name: international organisation for migration (IOM)] at IOM Ikeja located at No.1, Isaac John Street, GRA Ikeja, Lagos or Abuja. Note: Payment should be made only after appointment has been confirmed.
-Request a resumption extension letter from the school because of the closeness of resumption date.
-Once CAS is received, fill out the online application via visa4uk.fco.gov.uk submit, Select interview date, pay application/IHS fees in $ (Roughly around $755/$780 depending on the £ to $ exchange rate)
- Print application
-Go for interview with all necessary documents: Bank statement or Sponsorship letter as applicable, TB test certificate, Documents listed on CAS, Passport, Printed application form, resumption extension letter from school
He might need to pay for priority processing though.

You do not fall into the category of those who don't need it as shown in the attached screenshot. You need it since you've been out of the UK for over 6 months. I presume that you have been in Nigeria for the time you've been out of the UK

Yes, You can. Ensure that you have all the cards handy when you need to pay or better still get a $ MasterCard from your bank, fund it with FX from the black market and use for payment.
Or use the $ card of someone you trust.

No you do not need it. You only needed a stamped and signed statement from your bank on their letterhead. It wont be addressed to anyone.

You'd have to do as they say. That's the norm to prevent the loss of their licensing due to visa applications declined as a result of funding issues. My school did not release my CAS till they saw my financial doc.

Please I mailed my school requesting for my cas. The screen shot was their response. I thought immediately after the 28 days count i'm to apply for visa immediately without any delay but in my case my school is saying after the 28 days I should print out the statement of account and send to them before they can issue my CAS to me. This i'm worried because the school ain't good at responding to mail on time, it could even take 5 days before getting a feedback..
Please what do you guys think I should do?

Check your spam mail if it isnt in your inbox. You should have 2 mails, one with your payment reference and another with your IHS number.
Your visa payment wouldn't have gone through without the IHS going through because the IHS payment is embedded with the application and has to be paid before the visa fee payment is allowed.
Write it out in ink on the first page of your filled online form even though that's not always an issue since it's linked with your visa application.

please How do I confirm that my payment for IHS has been successful, I didn't receive any mail from WorldPay, though I got an IHS reference number but I didn't see where I was supposed to include it on my application(Or Am I supposed to write it with pen on my visa application).

Wow. We paid the fees and the 1k for accommodation at first. In june , Then completed the total fees in July, And we are quite a number of parents that did that from the same secondary school.

Nothing much for you to do except to get the documents listed on your CAS ready while Waiting for the completion of your 28 days if you don't have them yet.

The TB test centre is at 1 Isaac John street, GRA Ikeja. Note that it's at the junction of Isaac John street and Oduduwa way.
It costs N47,500 for an adult(11 years and above) and N19,000 for children below 11years.
You will need to book an appointment by mailing iomlagosmedicalbooking@iom.int or calling 234807 219 1112.
After your booking has been confirmed, you'll need to pay at any standard chartered bank and take the teller +your passport to IOM office on your test date. Note that there's a different teller for IOM payments so ask for it when you get to the bank.
IOM account number is : 0001847002
Account name: international organization for migration.

You probably selected Abuja on the first page you got when you started your application. You might have to restart your application. I've attached a screenshot to guide u.

Could be. Could also be an update based on feedback from UKVI. This is because the first three updates were based on TLS actions within 12 hours of my submission. This was probably triggered by an update(most likely the preparation for consideration mail) from UKVI.
Anyway we can only assume for now till we are proven right or wrong....

A decision will soon be made. I've got the same on my page too. Once it is, the other options will be marked or might skip to passport returned.

Ordinarily, it just means that it is still at the deciding UKVI facility and awaiting the ECO decision after being prepared for consideration.
You wouldn't know if a decision has been made till you get correspondence/update that a decision has been made or that your passport is ready to be pickup.
Normally The next 3 steps to the process are Decision made, Ready for collection and passport returned. It might have changed though.
I now have the same update on my TLS page as yours. I'm not sure when mine changed but it probably changed between yesterday and today.
