Customs' Dikko Gets 7 Days To Retrieve Auctioned $3Billion NIPP Equipment

CONTROLLER GENERAL OF THE NIGERIA CUSTOMS SERVICE (NCS), ALHAJI AHMED DIKKO

ABUJA, October 25, (THEWILL) – The Controller General of the Nigeria Custom Service (NCS), Alhaji Ahmed Dikko has been ordered to recover several National Independent Power Project(NIPP) power equipment valued at over $3 billion USD which the agency admitted it auctioned to a private company.

The custom boss was given 7 (seven) days to comply with the order or face arrest and prosecution.

The order was handed Tuesday by the Senate which also warned that key actors in the secret auctioning of the power equipment may end up in jail if the agency failed within seven days to recover the items and place them back in government custody.

The Senate ruled that the suspension of some officers in connection with the deal and the setting up of a committee by the Vice president Namadi Sambo to probe the transaction was not enough. The lawmakers argued that there may be no evidence at the end of the day that such officials were suspended.

The NCS in its defence insisted that it did not know as at the time of auctioning the equipment that the consignment belonged to the Power Holding of Nigeria Company (PHCN).

The agency claimed Tuesday that the consignment landed at the Lagos port with the name of a private firm and not PHCN even as the agency insisted that it acted in accordance with its enabling law which empowers it to auction any consignment after 90 man-loving-men from the date of landing at the port.

But the Senate Committee on Power at a stormy session with stakeholders in the power sector however dismissed the claim as frivolous, insisting that it was ironic for the same agency that had at some point written to the Ministry of Power and Finance respectively to come and clear the consignment, to also say it did not know that they belonged to PHCN.

Chairman of the committee, Senator Philip Aduda specifically asked the Custom boss and the Minister of Power, Professor Bath Nnaji to recover the auctioned equipment within seven days.

The committee had earlier summoned the Minister of Finance, Dr Ngozi Okonjo-Iweala to appear before it to explain the circumstance surrounding the auctioning of the NIPP items.

Trouble started early last week when the Minister of Power told the power committee how the Nigerian Customs Service auctioned several NIPP equipment to private electrical dealer.

The Minister said the equipment were found in the open market forcing the police to arrest dealers who had them in their warehouses. It was after their arrests that it was discovered that the parts were auctioned by the customs service.

But the Comptroller of NCS, Alhaji Dikko at a resumed session with the committee on Tuesday however insisted that he did not act alone, adding that the agency had at the expiration of the first 15 days for such container to be cleared notified the relevant authorities on the need to act.

Dikko who was represented at the session by a Deputy Comptroller General of Customs, Mr. John Atte however said that the agency decided to auction the NIPP equipment after it was gazetted and published in compliance with the law.

Chairman of the Senate Committee on Power, Senator Philip Aduda expressed dissatisfaction with the delay in the execution of some of the NIPP contracts approved by federal government despite the release of funds for the contracts.

"A lot of these power contracts have been abandoned by the contractors, and government had paid money to these contracts. I hereby request for the list of the contracts approved for NIPP and the amount of money paid to the contractors. There are a lot of leakages in this country and we must find a way of stopping it," he thundered.

I live in the US and I've been married for 9 years going on 10. I'm also in my late 30s. I started actively trying to concieve about 3 years into my marriage but it wasn't happening. I thought at first that it was my husband's fault because he's way older than me. Anyway, my ob/gyn refered me to a fertility clinic in the hopes they could help. I had a fantastic health insurance then and i will never forget my first consultation visit with the RE and after taking a very brief history of me and husband and verifying our insurance, he declared that we should do IVF. I was taken aback because I thought lots of tests needed to be done before advising a couple that IVF was their only choice. I was only 29 when this happened. Anyway, before we could say jack robinson, he had called in our prescription meds which ended costing close to $8000 but thank heavens again for insurance or how would we have paid for that? He now did a sonohysterogram on me to check my uterus and make sure it was ok. He said it was fine. Unfortunately, a week after this consultation, I was laid off my job and there went the insurance and I was stuck with a box full of different hormonal injectable medications without knowing what to do with them. I did think about selling them online but the fear of being caught by the FEDS or police and getting locked up knocked that idea right out of my head. I put everything in my refridgerator and just prayed about this problem.

My husband and I decided to dig out of pocket and see if we can convert the IVF to IUI. We started the IUI journey with the same clinic. This time a se-men analysis was done on my hubby and another sonohysterogram and HSG was done on me by a nurse whom I reall think didn't know jack! I was told the HSG would flush my tubes if there were any blockages but during the proceedure, i noticed that a lot of fluid was flowing out of me as the nurse was injecting it supposedly into my uterus. I wish I had said something then but I was in excruciating pain. For those of you who are planning on doing HSGs, it hurts oh! Well, after the HSG i was told i was fine, my blood level numbers were great and i was given the green light to start IUI. Thank God I saved all the medication from when I was about to do IVF, it turned out I needed some of those meds for the IUI.

Needless to say, the first IUI was unsuccessful. So was the 2nd and 3rd and I started wondering what the heck was wrong? It struck me as funny that it was the nurses performing these IUIs and i kept getting conflicting information especially for the times i had to take my injections. I did all 7 IUI's at this clinic and each time we paid out of pocket for the proceedure. We were broke by the time we decided that we something wasn't right with that clinic.  I have since come to realize that even in advanced places  like the US, costly mistakes can happen in hospitals, clinics and even their judiciary system.

In my next post, I will talk about the next step we took after the failed 7 IUIs.

Waoh!!! Now this is really an eye-opener. . . . .You've really been through a lot in this TTC journey! 7 IUIs is no joke oh. . . shocked . Am deeply humbled by your decision to share your story with others because like Blendy & Rust earlier said, IVF & Infertility in Nigeria, is a topic that is usually shrouded in secrecy and almost like an abomination to discuss with others.

Am also TTC though its been for about 10months now since i suffered my last miscarriage and been trying since then. Am always looking for an opportunity to rub minds with fellow TTC ladies but in Nigeria, it just seems too difficult. A colleague of mine is currently on her IVF journey as well and though she did not tell me initially, a close friend had told me. . . . I know she takes some drugs at 7am everyday and there are some injections that she's been taught on how to administer on her self a couple of times a week. . . . .

Honestly, i still don't know why people shy away from IVF becaue the fact remains that not everyone will be able to achieve a natural conception. . . . Even the use of fertility drugs still forms part of assisted reporoduction so what's the big deal? The same women that mock you for being 'barren' will mock you again for having your baby by CS? Ridiculous!!!  shocked undecided Their claim is that you don't know what it is to be a 'mother' until you 'push' and have a va-ginal delivery! **SMH** Now tell me whether they helped her carry the pregnancy for 9months? or abi they are the ones that are going to be nursing the baby? lol!

I'll be looking forward to reading updates from you and i pray that this procedure works out perfectly for you. . . . . May God answer all our prayers. . . . . .

You can get celery at any of the stores or even markets selling vegetables in Phc. The Number 1 place am sure you will get it is at the Fruit/Vegetable market in D-line. They have it there regularly as its one of those veggies that come from the north. . . . .

I've also seen it severally at the Rumumasi market close to the stadium. . . .just check with anyone selling cabbage, lettuce etc.

@Poster I dont know of anywhere you can get cheap chinese of 5k on the Island oh. . . . shocked You wan chop better thing, yet you dey do ijebu? grin . You might have to make do with chinese take-out as that is the cheapest means of eating chinese without actually 'dinning in'.

Other chinese resturants like Imperial, Jade palace, Marcopolo, there's also one at the end of Ajose Adeogun after Deola Sagoe (I've forgotten the name) etc are all expensive. . . .Maybe you can try an eatery instead. . . .  tongue grin

Dayo, the guy went to FGC Ijanikin, finished in the 98 set I think & also went to Unilag & finished around 05/06 according to what I found out. He read one of those courses in the Social Sciences.

I heard he had always been a very ' Spiri' guy. . . Very churchy & religious, he was a very active member of the unilag fellowship & till now a worker in church, 

I think he probably had a mental problem. . . .psychotic I guess but religion was just his way of masking it coupled with the frustration of being jobless for almost 2yrs. . . .

I don't have the full story, but the sad news is all over Facebook. The man pictured above, Arowolo Akolade L, allegedly stabbed his wife to death and cut her into pieces on Saturday June 24, 2011.

Kolade, was claimed to be a born again Christian, and Titilayo had been married for two years and had a daughter. No one knows exactly what transpired the day he killed his wife, only, family and friends got worried when Titi didn't show up at work or contact anyone for days. The police were called in and when they got to the couple's home, they found Titi's dismembered body and a distraught Kolade there. He has since been arrested.
 
Friends say Titi had left Kolade sometime last year, after he beat her mercilessly, but went back to him, only to be killed. The late Titi was a staff on Skye Bank, Victoria Island. May her soul rest in peace, amen.

This is so heartbreaking.

I wish i was wrong. . . . .Check out the influx of Indians in Nigeria in the last 7-10 years in Corporate circles (Private companies) and the roles these guys are handling? lipsrsealed shocked PZ, Haeir, Globacom, Ericsson, Visafone etc and a host of even much smaller companies. . . . Honestly, i have nothing against the experienced ones amongst them but it just gets really pissing when the mediocre ones (trust me, they are quite a good number) come and boss us over and handling jobs meant for our Naija peeps like we're some freaking dummies. . . . !!! shocked cry

Basically, churning out large #s of half-baked grads is probably not the best way to really run an education system.

The only painful part of this for me is that a good number of these type of half-baked Indian grads are the ones that will be shipped down to Nigeria to head some of these our Indigenous companies . . . . .Under the guise of being 'Expatriates' with quality/relevant experience,  shocked lipsrsealed**SMH** Which of course doesn't necessarily mean they are any better than us, but trust your Naija people and their 'oyinbo' mentality.  cry

The exorbitant price of onions right now is NOT only limited to PH. . . At least to the best of my knowledge, it is prevalent in the South-West and South-South due to the heavy rains that we heard destroyed the crops in the North last year. Onions even in Lagos right now, is about 60-70 bucks for one and am not even talking of the high-brow areas oh! AM sure Lekki & co will be N150, lol!

So please kindly verify your facts from others too as your post reeks of an alarmist . . . . .  cool

I think some of you are missing the point. Yes I agree the poster should have addressed it to UPPER middle class parents, and by that I dont mean the Dangotes or Otedolas. I mean the oil big boys, Banks Mid-level management to upper management. Entrepreneurs with small thriving businesses. Trust me, there are alot more of these than you think. I know a few of them. Some of them are my friends.

You know the type - Went to a school like A Hall (I said like o, dont crucify me), after that never fought for admission into uni, it was like the admission was just handed to them, to a foreign uni or one of our private ones. Never had to work, infact their parents insisted they do not work while at uni. After that came home, served (obviously in Lagos), their posting already arranged (with an allowance to rival a banks entry level staff). After which a well paying job was already waiting for them without having to even learn the meaning of the acronym CV. I know the type because I would have probably fit into it, but the passing of my dad forced me to sit up.

The poster is not talking about poor families, very valid subject but a subject for another post.

On the work experience factor. I will give you an example. My sis is currently studying in the UK. For this summer she has been working for free (not even expenses, and this is not Naij where you will be getting gara here and there). She is doing that because she wants the experience and knows it will help her in the future. She could have saved her transport fare and used it on shoes, booze and parties. Thats the type of initiative youths should show. Now I know there are alot more opportunities in the UK for students and Nigeria has its peculiar problems, but tbh I think the poster is talking more about the mentality of these youths. The mentality currently is i need money, i need alot of it, i need it now, and i must get it by whatever means with as little effort as possible. And thats because their parents have basically thought them that you do not need to work for money, people will just give it to you whether you deserve it or not. Instead their mentality should be work hard now, the money will come eventually.

Also I should add this is not all parents. Some UPPER middle-class parents do a good job of teaching their kids the value of money and the proper way to go about getting it.

You just echoed my thoughts exactly. . . A lot of people here are missing the point and thinking the article should only refer to the upper class. I have a lot of these 'upper-middle class' people as colleagues and honestly you can see how they over-pamper these kids under the guise of loving or protecting them.

Quite a number of these parents need to let these children withstand the rigours & challenges of life without necessarily always being there for them. . . Compared to their counterparts outside Nigeria who have been set free and are working their backsides off while schooling in uni, their Naija counterparts in Babcock, Convenant uni etc are all about partying, collecting huge allowances from home & find it diffcult to cope in the outside world. Still wondering why the malaise of exam malpractice is still on the increase? The instant gratification syndrome wont go away so soon sincechildren are so used to being 'assisted' regardless of the circumstances.

Its now like naija parents just hand their kids a 'get-out-of-jail-free' card and that makes them so lackadaisical about their approach towards getting on in life. Instant gratification now seems to be the order of the day as a good number of the privileges these naija students are entitled to, their counterparts abroad can only dream of it. . . .Now, am not talking of runs girls, but kids whose parents give them enough to buy brazilian hair, BBs, shop regularly abroad etc. . .

Now tell me, what kind of morals, values & ethics are we instilling in these children? Children need to take some heat as they go through life to refine & mould them to be better people in future but a lot of these parents still find it diffcult to accept that fact. . .

I have taken my time to read through this thread and honestly i couldn't agree more with Onchendu & maybe Cohomology. . . . Trust me, i have a very good idea of what you're going through now and all i can tell you to do right now is to GIVE HIM SPACE. . . .

You need to let that brother breathe!!! See, when most guys just hit paydirt, initially it always affects their sense of reasoning as they develop a 'false sense of arrival'. Trust me, i have a lot of them as colleagues and quite a number of them are having issues with their long-term gfs because of their 'new-found status'. . . They now see themselves as God's gift to women and don't see their steady chics as on the same level with them anymore

The smart ones amongst them got married within 6months-1yr of joining the company and start builiding their families. . . while 'they' are still revelling in their new-found status for another 1-2yrs before they finally 'recover'.  shocked

By this time, a lot of water has passed under the bridge, they realise their mistake & try to stage a come-back but its most times too late. . . . . .and so they end up with their type of girls. .  lipsrsealed

My dear, invest your time constructively, work on yourself & up your game, hustle for a better job & improve your self academically. Do not jump up at his every invitiation to hang out wink , give him the busy line at times , don't be too available. . . . just BE ELUSIVE.  winkRemember the laws of demand & supply? cool

When the guy realises that you have silently moved on without saying a word & you're now  doing pretty good on your own, he will come running back with his tail between his legs. . . . as all of a sudden, you will become very attractive. . . grin  grin

I'll recommend a book for you to read - "Why men marry Bi*ches'. . . .it will teach you how to handle issues like this.

I'll like to say a big thank you to my Dad for the imbibing the constant can-do spirit in me and for that 'beautiful lecture' one early morning at 3am. . . . .that lecture CHANGED MY LIFE till today! Thank you for your many threats on what you will do to me if i failed any of my exams pe ren! It all worked like magic. . . . . grin cheesy

Thank you to my beautiful mum for the shouts, many lesson teachers &  constant extra lessons that immensely contributed to my academic achievements today.

That is how income tax works even out here. The income tax rate in Nigeria IS NOT 32% according to FIRS itself. If you can be more specific as to tell us how much you made last year and how much you paid, we can look at it.

Am not trying to defend Tkb here but just trying to clarify issues. . . .

First off, FIRS does not deal with income of Individuals except those in the military, diplomats etc. LSBIR (Lagos State Board of Internal Revenue) is in charge of taxes of Individuals resident in Lagos & the tax is being administered on a graduated scale. . . . . any income above 25k or 30k (i've forgotten now) is taxed @ 25% . . . . which is obviously where tkb belongs. Of course this is purely on your salary alone, minus other 'creative taxes' the LASG have recently introduced.

Bottomline is, Lagos State tax administration is no longer like you all used to know. . . .The tax administration of LSBIR is now very robust & vibrant and their tax dragnet is in every nook & cranny of the state extending to all the traders, market women  & even signage owners.

Of course, it was very glaring from Steve's bombshell that he too was guilty. He knew all these was going on and he kept silent until he was sacked. Also, he narrated instances when he had to do the unethical bidding of Azu. I even learnt Musikilu Mojeed resigned because of the disappearance of his investigative reports. That was an honourable thing to do, and he's now with NEXT. So I'm not saying Steve was a saint too.

I've been following this Azu-gate saga & this thread closely but I've just been hesitant to respond. . . . I agree with you guys that Steve Ayorinde is a cry-baby who finally decided to blow the whistle when he was out-played in his own game.

However, Azu is also being economical with the truth. He has refused to respond to the allegations whole-heartedly. The allegations surrounding his distributing money to journalists, currying politicians for favours during his in-laws burial, being on the media payroll of LASG etc. All he has tried to do with his article above is whip-up sentiments of the reading public & try as much as possible to play to the gallery.

This is nothing new: companies like Dell and HP have since moved their customer helpdesk lines and a few other jobs offshore to cut costs. It's nothing racist or anything like that, it's just a cost saving measure.

Don't demonize the company, instead let the Government offer incentives to companies like these to help reduce costs. Perhaps lower taxes and a few exemptions may make them reconsider from a business point of view.

I have already spoken to my friend who works in Ericsson and he confirmed the same thing but nonetheless, the fact remains that some Indians are resuming in Nigeria to replace the 'redundant' Nigerian employees which is retrogressive to say the least. . . .

We know they are not charitable & all companies seek to reduce costs and increase profits especially with the gloomy economic climate but that does not deny the fact that Nigerians are being undermined at the expense of foreigners. Agreed, we need to put our basic infrastructure in place (power, security etc) but still this is just one of the many instances that happens in a lot of MNCs in Nigeria today. . . .

Policies or laws governing local contents, immigration & employment need a serious overhaul.

Someone told me yesterday that in Ghana, there's a standing rule that any expat must be assisted by a Ghanaian, and the expat cannot hold the position before 5 years, after which a Ghanaian national must take over. Apparently the Nigerian banks in Ghana are beginning to comply.

I find it shameful, that all the governments do here is steal money and stuff. Nobody even cares about the economy or long-term national development. You have MNCs in Nigeria 100% foreign-owned. It is disturbing.
Only a few days back I saw something on LinkedIn about how few Nigerians are existing at C Level, whose CVs can be placed alongside that of foreigners. That may become zero Nigerians anytime soon. In a huge and prosperous nation like this, it is nothing short of tragic.

My sentiments exactly, Am just tired of all the unfair treatments we as Nigerians have to endure in the hands of these so called slave-drivers expats. Isn't it shameful that Nigerians have to be retrenched in 'our' own country to pave way for Indians! Come-on!

We've got the requisite skills & competencies and can also be trained further (local or overseas if need-be) add-value so why hire Indians? We are our own greatest enemies in this country. . . . because i don't understand how we expect our country to improve with policies like this. I didn't even know Ghana had such a 'progressive' policy like that aimed at entrenching local content and boosting employment.

Until we decide to do things right here and properly regulate the influx of these 'so-called expats' then i guess the rate of unemployment will continually be astronomical. . . .

I guess this is also a fall out of the recent acquisition of Zain by Bharti Airtel which is an Indian Company. . .

At times like this, i just wonder if there are any labour laws in this country of ours. undecided

As per the H&C T.M shirts, anything more than 6.5k or 7k is going to scare people since there are so many 'imitations' these days.

For the Thomas Pink, people that wear them know they are a bit more pricey than the Tm's & co so I'll say anything between 8k-10k each.

San Francisco, April 13, (THEWILL) – THEWILL can authoritatively report that LM Ericsson (Nigeria) Limited is set to embark on a mass retrenchment of its Nigerian workforce to pave way for Indian nationals which the company is currently in the process of employing en masse.

More than Four hundred and thirty Nigerian employees of Ericsson will be affected by the purge because of Ericsson’s plan to engage cheaper labour from India.

About fifty Indians have already been employed and flown to Nigeria to familiarize themselves with Ericsson’s operations before the affected employees last day at work.

Those mostly affected are engineers in the Network Operations Centre (Front office and Back office support) dept of the company who were employed from Zain in August last year.

The decision to embark on the mass sack was conveyed to employees during a meeting held on 7th of April 2010 at 9am at the Air Force Officers Mess, Kofo Abayomi Street, Victoria Island, Lagos by the management of the company.

THEWILL investigations revealed that after the decision to sack the employees was conveyed, the management of Ericsson immediately put up vacancy availability on its web site specifically for Indians. See link http://www.ericsson.com/article/100330_opportunities_in_india_20100330101055

Further investigations revealed that Ericsson had entered into a multi-million-dollar service agreement with Zain last year, (Zain was recently acquired by India’s Barti). Part of the deal was to provide engineering and Network operations services to Zain including employing about four hundred and fifty employees in Zain’s Network Operations Centre.

Before the management of Ericsson formalized the employment of the engineers in August 2009, some key issues that were of the greatest concern to the employees were discussed. Issues like salary structures, harmonization of salaries between Ericsson and Zain staff transferring to Ericsson, promotions and salary increases, career advancement in Ericsson, possible job function changes, possible breach of contract between Zain and Ericsson, plans for redundancies, possible sale of Zain amongst others. Ericsson guaranteed the engineers secure and long-term employment.

An authoritative source at Zain confirmed that Zain has not reneged on any part of the service contract it entered with Ericsson adding that the management of Ericsson was just in search of cheaper labour from India at the detriment of Nigeria employees.

Checks at Ericsson also revealed that in total disregard to standard labour and employment regulations, the company is not offering the affected employees any severance package.

THEWILL contacted Mr. Blair Mackenzie, Ericsson’s Human Resources Director for comments on the sack but he said he is not authorized to discuss the subject. He suggested we speak to the Managing Director or the corporate communications department.

Attempts to reach Omasan Ogisi of Ericsson’s corporate communications for comments also failed.
