Let me also say that, regardless of how we may have wanted the presidential elections to go, we are all united, as Lagosians, by the compelling dream of a Greater Lagos.

There is so much that we have been able to accomplish over the last four years, and much more we can achieve over the next four, with your support.

The The phase of the blue line rail has been completed and the red line will equally be completed very soon. The Lekki-Epe expressway is undergoing reconstruction from Ajah to Epe T-junction, we have recently completed the section of it between Eleko Junction and Epe.

Work is at an advanced phase on the new Lekki Regional Road that will serve as an alternative to the Lekki-Epe Expressway, connecting Freedom Way to VGC. We are investing in several new hospitals, upgrading our public schools, and empowering pupils and teachers with digital tools to improve teaching and learning outcomes.

We have attracted billions of dollars into major infrastructure and manufacturing projects in our dear State, including the newly commissioned Lekki Deep Sea Port, which will create tens of thousands of jobs and uplift the economy of Lekki. We are pushing ahead with the construction of the 4th Mainland Bridge that will connect Lekki to the Lagos-lbadan Expressway.

Indeed, there are many more transformational projects and programs that space will not permit me to outline here, that will yield massive dividends for all of us in Lagos State in the years and decades ahead.

I seek from you the opportunity to complete these laudable projects and programs, and many more, which you can make possible by re-electing me as Governor of Lagos State on March I I , 2023.

I thank you for your time and attention, and I look forward to serving you again, with humility, passion and diligence, for the next four years.

The President enjoins the Archbishop and other church leaders to use their exalted positions to preach love, unity and peaceful co-existence among their followers, especially during this period of general elections in the country.

According to him, "Our religious leaders have a crucial role to play in promoting brotherhood in our nation since they command large following and should serve as vanguards of peace and stability. As role models, their utterances and messages have the capacity to influence their listeners positively or negatively."

Benue State, one of Nigeria’s 36 states, is experiencing a cash crisis due to the Central Bank of Nigeria’s naira redesign policy. This has forced traders to resort to barter trading, accepting payment in goods or produce instead of cash.

“Benue State is located in the north-central region of Nigeria, with Makurdi as its capital city. It is known as the “Food Basket of the Nation” because of its agricultural abundance, especially in yams, cassava, rice, and beans. The state is also home to some significant historical and cultural sites such as the Katsina-Ala River, Ikyogen Hills, and the Oju Local Government Area rock formations. The population of Benue State is predominantly made up of the Tiv, Idoma, and Igede ethnic groups, among others. The state is also home to the Federal University of Agriculture, Makurdi, and the Benue State University, which offer higher education opportunities to residents and students from other parts of Nigeria.“

With the policy causing widespread unrest and hardship, many are calling on the government to intervene and rescind the policy.

Barter Trade: A Viable Alternative to Cash
With cash in short supply, many traders in Benue State have turned to bartering their goods for other products they need.

Bartering involves the exchange of goods or services for other goods or services without the use of money. In other words, instead of using cash to purchase goods, traders exchange their goods for other goods that they need.

Barter trading has become a viable alternative to cash in Benue State as many traders have been unable to access the new redesigned Naira notes due to the central bank’s policies. This has made it difficult for them to carry out transactions using cash. To keep their businesses afloat, traders have had to explore other options, and bartering has proven to be one of the most practical solutions.

For example, a foodstuff trader who has a surplus of yams but needs beans to complete a customer’s order can offer the yams in exchange for beans from another trader. In this way, both traders benefit from the transaction without the need for cash.

While barter trading may not be the most ideal option, it has been necessary for many traders in Benue State to survive the crisis. The shortage of cash has made it difficult for them to buy goods and services, pay bills, and run their businesses. Therefore, barter trading has become an essential tool for them to keep their businesses afloat and meet their basic needs until the cash shortage is resolved.

Growing Calls for Government Intervention
Despite the challenges posed by the cash crisis, some residents of Benue State are still hopeful that the government will take action to alleviate the situation.

Grace Ordah, another resident of the state, is calling on the Nigerian government to rescind the naira redesign policy, which she believes is at the root of the crisis. As previously reported, the Nigerian Supreme Court is set to rule on a case challenging the policy on March 3.

Cash Crisis in Benue State: Crypto as Cash Alternative in Benue State

Cryptocurrencies could provide a more efficient and modern solution to the cash shortage problem faced by traders in Benue State. Cryptocurrencies such as Bitcoin, Ethereum, and Litecoin can be used to facilitate transactions without the need for cash.

Unlike barter trading, which relies on the availability and demand of specific goods or services, cryptocurrencies provide a more universal and standardized means of exchange.

Additionally, cryptocurrencies can be easily converted into local currency or other assets, providing greater flexibility and liquidity to traders.

With their decentralized and secure nature, cryptocurrencies also provide protection against inflation and government interventions, making them a more reliable alternative to local currency in times of crisis.

Overall, cryptocurrencies offer a promising solution to the cash shortage problem faced by traders in Benue State and other regions where similar issues exist.

Cash Crisis in Benue State: Conclusion

The cash crisis in Benue State is a reminder of the importance of sound economic policies that prioritize the needs of the people. As the government seeks to address this issue, it is critical that it takes into account the impact of its policies on ordinary citizens.

1. Irrespective of how sharp the snapped result is, the BVAS degrades it to a very poor quality file.

2. All units had to do offline login, instead of online. Thus, the PU results were not submitted directly to the inec server.

3. In many areas, the number of accredited voters could not be exported. Instead, the error message in the image below popped up.

4. The SIM network used was unreliable, voters used WiFi

5 @inecnigeria Adhoc staff were not trained. They struggled with navigating the BVAS, they struggled with simple numeracy - computing total ballots issued vs total ballots unused.
In fact, many POs came to the field with ballots less than the number of voters on the register

6. What we have seen is a systematic rigging of the elections. This was planned long before candidates chose their party. A broken system was designed to favour the ruling party.

The Independent National Electoral Commission (INEC) has postponed voting in some parts of Edo states.

The INEC Chairman, Mahmood Yakubu, disclosed this when he addressed a press conference in Abuja on Saturday.

In Edo State, the constituency election in Esan North, Esan South and Igueben due to the omission of a political party’s logo on the ballot was deployed. He did not state the name of the political party.

The Edo elections have been postponed to 11 March to hold alongside the Governorship and States Houses of Assembly elections, he said.

The Independent National Electoral Commission (INEC) has said that it will conduct elections on Sunday, February 26th in 141 polling units within Yenagoa, Bayelsa State.

Chairman of the Commission, Mahmood Yakubu, announced while briefing journalists at the collation centre in Abuja today that elections were disrupted in Wards 4, 6, 8, and 14, involving 141 polling units.

Professor Yakubu said the situation was brought under control but the Commission decided to postpone the election after INEC ad hoc staff expressed apprehension about going back to conduct the election.

The INEC Chairman added that the electoral body has decided that the election will be held tomorrow on Sunday.

According to him, this agreement was reached after the Commission had a meeting with security agencies in the state.

“So we met with security agencies and we’ve decided that voting in these 141 polling units where the materials are actually intact, will take place tomorrow morning. Remember, we’re not only doing presidential election, but we are also doing Senatorial and Federal constituencies.

“So it’s good to recover and conduct the elections so that we can conclude the processes. The youth corps members who are serving as presiding officers and other commission staff, are agreeable that the elections should hold tomorrow morning
,” the INEC boss asserted.

He added that thugs attacked different polling units and that at least eight BVAS machines were stolen in different parts of the country.

Professor Yakubu, however, stated that backup BVAS machines were provided to ensure that the election was not totally disrupted.

Atedo Peterside, president of the Anap Foundation, says he will cast his vote for Peter Obi, presidential candidate of the Labour Party (LP).

Peterside, who spoke during a programme aired on Arise TV on Wednesday, said his support for the LP candidate did not influence the integrity of presidential polls carried out by his organisation.

Anap is one of the most consistent and prominent pollsters conducting opinion polls ahead of the general election in Nigeria.

The organisation released three periodical polls on the presidential election in the past six months in which Obi maintained a lead in all.

The polls have generated mixed reactions among politicians across the country, with the All Progressives Congress (APC) once dismissing the methodology used as “deliberately skewed”.

Reacting to the misgivings, Peterside accused politicians of being discriminatory with acceptance of poll results.

He said Anap held polls for some governorship elections where results showed their candidates were ahead, and they accepted those but disagreed when it went against them.

The Anap founder added that partisanship has never influenced the results of NOI polls since 2015 till date.

In 2015, I worked with Jonathan and Ngozi Okonjo-Iweala as his coordinating minister. We did an ANAP Foundation report stating that Muhammadu Buhari was ahead of him in the poll. There was fury in the villa from some people. But I said, integrity is not about being a member of one government or the other,” Peterside said.

In 2019, I made it clear I was supporting Atiku over Buhari again, and the poll showed PDP was behind also. Some members of the party also criticised it.”

Peterside stated why he would vote for Obi ahead of other presidential candidates.

“I know the three of them quite well, and if I have to make a choice. Let us say a first among equals. To answer why I would vote Peter Obi is because it represents a new way, a new path. And not because you are saying a new path is better,” he said.

“But I even like the idea of a government that does not have the absolute majority in the parliament because we have seen that absolute majority abused.

“Where people bring rubbish economic policies and it’s rubber-stamped by their whole party. They put Nigeria aside and they approve it. I prefer an arrangement where nobody controls the national assembly and any policies there brought there must be in the national interest or there would be a bloodbath.

On the individual, people said he has no federal experience and I disagree slightly. I served with Peter Obi on the economic management team of former president Goodluck Jonathan for four years. It was like a period of tutelage. If he was always on the wrong side of every economic argument, I would never vote for him. I believe there is a new arrangement that he represents.”

How PVCs Dumped Inside A Bush In Nnewi Were Found, Distributed To The Owners

In the evening of yesterday being the 21st of February, 2022, a palm wine tapper in Akamili Umudim area of Nnewi has concluded his job for the day and was heading out of the bush to his house when he saw a bag filled with some items. Out of curiosity, he went to check what’s inside and to his greatest surprise, it was people’s Permanent Voters Card (PVCs).

Being that elections are around the corner, he quickly carried the bag with the help of some people and headed to Authority FM, as he felt the need for the incidence to be publicized for people to know the latest development. On getting to Authority FM located at Nnobi road, Nnewi, some of the OAPs didn’t waste time doing the needful by interviewing the palm wine tapper to narrate the whole story. They made some couple of videos letting the people know that some PVCs were found inside a bush, somewhere in Akamili Umudim, Nnewi and that most of the PVCs fall under polling units in Umudim, Nnewi.

The video went viral, stimulating a lot of reactions and opinions. Very early in the morning of today being the 22nd of February, 2022, many people, including media people, volunteers and people who went to collect their PVCs were already at the gate of Authority FM.

Being that most of the PVCs fall under Umudim, the people suggested that it should be taken to Obi Umudim palace for proper sorting out and sharing. While on that, the Chairman of Nnewi North local government was contacted. He came and saw the situation on ground. He deemed it fit to call the INEC representatives to come down to Obi Umudim to identify with those PVCs before distribution. The people waited for over three hours but no INEC personnel was seen and they decided to do the sorting and sharing themselves as tension was already high and the days left for sharing those tens of thousands of PVCs were just two days.

The Youths organized themselves, addressed the people on the latest development and the people accepted that the PVCs should be shared. The youths now started sorting the PVCs and sharing according to wards.

While at that, some people decided to verify some of those PVCs on INEC portal to know if they’re valid and the ones checked are actually valid.

As the cashless policy introduced by the Central Bank of Nigeria comes fully on stream, it has triggered a squeeze in the cash in circulation, leaving traders and buyers in Benue State stranded, with many of them now resorting to the traditional sales method of trade by barter.

The method involved the direct exchange of goods between traders and farmers without cash payment. It has become the last resort for them as the lingering cash shortage appears to have taken a firm root, with the Central Bank insisting that the old notes of N500, and N1000 are no longer legal instruments in the country.

According to Arewa Voice findings, the mode of trade has gained prominence in recent weeks as a result of the severe scarcity of Naira notes, which has left many families cash-strapped and unable to make purchases. Petty traders and farmers are gradually becoming conscious of the fact that without bartering their goods, life might become even more unbearable.

Speaking on why some traders have resorted to bartering their goods, a trader at the popular Makurdi Railway Market who deals in foodstuff, Mr. Felix Uwakwe, said it is the way out of the present cash scarcity that is crippling business activities.

Uwakwe said: “Bartering is the way out of the present situation we have found ourselves in. We are engaging in some form of barter trade. I call it some form of trade by barter because when traders, especially people from the rural areas, come to sell their goods in town and are not able to collect the exact money of their traded goods due to the lack of the new redesigned Naira notes, they rather want to go into bartering the value of their goods with what the traders to whom they sold their goods have to give them in return. So to some extent, the situation on the ground has warranted the issue of bartering their goods for another person’s goods due to the non-availability of the new Naira notes and the old notes.”

Asked if resorting to the ancient mode of trade was proper at this time, Mr. Uwakwe, who disclosed that he is a doctorate student at the University of Nigeria, Nsukka, said the current cash situation in Nigeria warrants trade by barter so that businesses do not collapse. “If all things were normal, no one would want to go into such a practice. But because traders do not have an option, they go into it. It is also not convenient for us because it is not necessary that we need the goods they are exchanging for our own. Generally, it does not in any way help businesses. And I wish that the situation will normalise because the lack of Naira notes is seriously retarding economic activities in the country.

“Government owes the people the responsibility of making enough cash available so that unscrupulous people do not exploit the current situation to inflict more harm and pain on the people. If they want to clean up excess money in the economy, they should do it the right way and stop putting innocent people through unnecessary hardship. We advise that banks should be issuing the new notes and continue mopping up the old ones as they circulate at the same time. Government should also be forthcoming with information; the lack of information is creating crisis. Some people collect old notes, while others do not. And strangely, government has not come out with a specific announcement directing people to still make use of the old notes. There is speculation everywhere, and I must tell you that no economy develops on the basis of speculation.”

On her part, Madam Grace Ordah, who trades in dried fish, said she started bartering her fish about three weeks ago after it became obvious that it would not be easy to buy items like yam, soya bean, rice, and several household items due to a lack of cash.

She said: “For about three weeks now, it has become difficult to sell because I don’t have a bank account; what I do is convince fellow traders who sell some of the things I need at home to give me the said things while I give them the price equivalent of my fish.

“It is not the best because sometimes you give more than you should, since you desperately need the food stuff, and if you do not do it, you and your family will go hungry.

“So that is what is helping some of us at the moment. Our business is almost dead; we cannot get cash; so the only way out is to barter our foods to survive with our families

Government should know that we are not happy with what they are doing to us. If they introduce a policy and the masses who voted them in demand that they rescind it, we expect that they heed our cry. But in this instance, they seem to enjoy seeing us suffer.”

I seize this opportunity to appeal to the President and Commander-in-Chief of the Armed Forces, @MBuhari to play the role of a Statesman at this crucial moment. It is apparent that the crises, which the current policy on currency swap has created, continue to spiral menacingly.

MR PRESIDENT SHOULD HALT THIS SEAMLESS DRIFT

The crises engendered by the policy of the Central Bank of Nigeria to redesign some currency notes, threaten to disrupt, not only the forthcoming general elections. The events of the past days, culminating in the intervention of the apex court in the land, and the increasing gale of violence sweeping through the country, portend serious danger to the current democratic governance.

Consequently, this period invites all patriots to speak out with a view to proffering practicable solutions and not project cheap partisan interests.

I seize this opportunity to appeal to the President and Commander-in-Chief of the Armed Forces, President Muhammadu Buhari, GCFR, to play the role of a Statesman at this crucial moment. It is apparent that the crises, which the current policy on currency swap has created, continue to spiral menacingly.

There is incontrovertible evidence bordering on miscalculation, error of judgement and/or disinformation on the part of the policy makers, especially the Governor of the Central Bank of Nigeria, Mr Godwin Emefiele, on the failed implementation of the policy, the effect of which compels the whole country to groan, immeasurably, at present.

There is hardly anyone who contends with either the statutory functions of the Central Bank of Nigeria or the occupier of the office of its Governor, one of which is the monetary policy. It is also not debatable that the President and the Commander-in-Chief of the Armed Forces of Nigeria is empowered, under our law, to exercise certain executive power. It can, however, not be the original intendment of the drafters of the relevant statutes that the implementation of any policy should occasion widespread hardship and pervasive agony in the land.

The safety of the people is the supreme law. Any measure, purportedly designed to ameliorate their conditions, must not reduce the entire populace to a beggarly existence. There is pervasive discontent in the land. A policy, presented as currency swap, must not be construed by both the reasonable members and people of average intelligence in the society to convey the deplorable impression of contrived subterfuge manifest in the official confiscation of legitimate deposits of the people in banks, as a counter measure against electoral malfeasance, terrorism and banditry.

Desirable as the policy appears to be, its implementation excites curiosity as regards the real motive of its drivers, especially at this time when the conduct of general elections is almost here. The mere knowledge that the N1000 and N500 notes represented 82% of the currency in circulation and that the N200 note, whose validity has been extended, by fiat, for another 60 days, represented 7%, expose the mendacious slant in the advice given to Mr President. This counsel clearly misrepresented, deliberately, the facts as they existed before the commencement of the implementation of the policy.

The implementation of this policy has been woeful despite claims to the contrary. The suffering of the masses, occasioned by the non-availability of new notes to replace the old ones, equally decreed out of existence by presidential fiat in contravention of the CBN Act, 2007, could have been averted if the strategy of a gradual and systematic withdrawal of the old currency notes had been adopted. I make bold to assert that the unfolding events across the country show that the policy has failed significantly.

It is, therefore, expected that the President will halt this needless drift into the abyss of chaos, more so, when the ruling of highest court still subsists.

I call on the President to allow both the old and new notes co-exist until such a time when normalcy returns to the country. It will be a fitting parting gift for the people of this country, especially the downtrodden, who feel the negative impact of the poorly implemented policy. While the reasons adduced for the policy appear legitimate, there can be no justification for the confiscation of the lawful earnings of Nigerians. The negative impact which the mediocre and, I dare say, mischievous implementation of the policy by the Governor of the Central Bank of Nigeria is having on the poor people and small business ownersdefeatsall the good programmes of the Federal Government designed to elevate as many people as possible out of the morass of poverty.

There is no shame in rescinding a decision adjudged not only unpopular and counter-productive, but which also bears the insidious seeds of potential conflagration in the land, one of the ostensible reasons for this ill-conceived policy.

GUIDELINES TO DEPOSIT OLD NGN1000, NGN500 AND NGN200 NOTES AT THE CBN

• Please note that this is a Cash Deposit Program not a Cash Swap Program.

You will not be issued new notes In exchange for old notes, instead your bank account will be credited after your account is validated by law enforcement.

This process may take up to 4 weeks.

• If the validation of account turns out negative, the Bank will return the deposited notes

• Third party deposits are not allowed, The account information provided must be that of the depositor.

• Members of the public are required to complete an online application form and generate a reference number before coming to the CON.

Where a customer did not pre-fill their form, he/she will be given the opportunity to fill the form at the Branch.

• The Cash Deposit Window Is open to the public from February 15 — 17, 2023 between 9am to 2pm daily.
