Whilst not excusing former administrations that have habitually raped n looted d treasury including colonial masters that made sure they had permanent access to natural resources of Africa; still 'believing' the change mantra spiced with sainthood above reproach of APC members, I'd like to state clearly that padding implies that some fake projects were inserted or bloated figures imputed into the budget. As we saw, some figures and line items were repeated multiple times, some even from previous years.
The question then is: if d presidency demanded a 'clean up' before assent which the NASS announced that it did and d President accepted same and signed, how come the original figure and the final figure signed remained practically the same? Nothing was removed? Or it was just moved around?
If the budget was actually cleaned up and questionable areas expunged to give life to the 'real budget of change' what is Jibrin talking about? The budget Mr Incorruptible Integrity signed or the first one that got stolen?
Can APC supporters here convince me that Mr Buhari and his darling ministers could not have been aware of this madness? I'll concede he's too much of an ignoramus but is this not d height of wickedness perpetrated by the APC who are in d majority and d ruling party?
Some dolts have already come to say that this revelation is credit to Buhari and I wonder how that can be when despite his acclaimed anti-corruption stance he presented such a dirty docunent in the first place and even with subsequent revelation n exposures, he still signed the same damning document that today Jibrin and Dogara will not allow us hear word. If a person makes a racket about an anomaly, condemns same and proposes the greatest cure n yet perpetuates the same anomaly and even exacerbatea it with an increase of almost 2 trillion in the face of low funding options, has that person really made a change? Or is worsening an already bad situation the envisaged change?

sagacitytunday: I've consciously restrained myself from making comments on this Senators Remi/Dino' saga because I always want to stand and protect the rights of women, but at this junction, we should call a spade a spade.
The Stance of my APC friends on this issue is very annoying and if there's anything I detest about APC, it's hypocrisy. If Nigeria doesn't kill hypocrisy, hypocrisy will kill Nigeria.
Senator Dino is a personality that's very popular for his intermittent display of the five minutes madness syndrome, right from his days as a member of the House of Rep. This was well celebrated by the APC and he was a Hero during the GEJ era!
Senator Remi Tinubu on the other hand was the First lady of Lagos State for eight years and she returned to the Senate for a second term, not forgetting her husband has been in the corridors of power from time immemorial. For a personality in her position, who has been a VIP for a long time, her unruly behaviour in the Senate is not only worrisome, uncalled for, but a disgrace to whatever she represent. Haba, is she the only woman senator in the Senate? From Obanikoro, to Saraki, to Ekwermadu and now Dino, in sane Clime's, people would have demanded for her resignation.
There's time for everything. If she desired to be the Senate President, she should wait for her time. Lagos belongs to the Tinubus', so if she's willing, she can return to the Senate every four years like Senator David Mark, until she becomes the SP. She should be cautioned, because to every action, there's an equal and opposite reaction. Everyone cannot be a gentleman like Saraki, Obanikoro and the rest. If she has an unruly tongue, somebody possess an unruly behaviour. Hers is the first case of a woman throwing all caution into the wind as a legislator in Nigeria. She should be a good Ambassador of her party, the womanhood and her husband who's a National leader of their party.
My grandmother once told me a story..... My grandfather was the Ewi of Ado-Ekiti.... The Late Anirare Aladesanmi. She said there was a particular day, a boy and his parents were brought to the Palace to be punished for insulting the king. On getting to the Ewi, a man who will never justify the wicked nor punished the innocent, asked that the boy should be given the opportunity to speak before he pronounces judgement on him and his family. The boy began by telling the gathering how the Prince (the Ewi' son, who were worshipped like gods those days) started by insulting and cursing his father, the boy reiterated that when he couldn't withstand the abuse on his father, he too cursed the father of the Prince. The Ewi asked his son if the boy lied and the Prince responded that he was the first to curse the boy's father. My grandfather told the gathering that a father is a father, king or not, that since his son was the first to curse another person' father, the boy too possess the right to curse the Prince' father, irrespective of who the father may be. He asked that the boy and his family be released while his son should be severely dealt with, for having the effrontery to insult the father of the boy. She said, thereafter, no Prince or Princess dared go out of the Palace to misbehave.
Morals: If the King had praised his son and punished the boy and his family, other Princes and Princesses would have followed suit. Till date, the Aladesanmis are well respected wherever they are mentioned or appear.
At a time in this country, Patience Jonathan was a personality the APC insulted and ridiculed everyday. GEJ never reacted to qny insult on him and his family. Someone even called her Shepopotamus and the APC celebrated him, what goes around comes around.
Imagine poking her hand in the face of a colleague, someone's husband and father! If we continue to celebrate this, it's a disgrace to womanhood. A woman of her calibre should be reserved, cool&calculated, comported, a role model and not confrontational, impatient, violent or provocative.
Senator Bola Tinubu should caution her, because a child that goes out insulting other people's parents (Yoruba's call them Omo atiro) will succeed in taking curses and insults back to his parents. Respect is reciprocal, so is insults and violence!
The APC on the other hand should save the country, this dramas and national embarrassments. Nigerians are hungry and not bored. Enough of the Nollywood, Africa Magic scenarios between the Executive and the Legislative. Instead of addressing the economic woes of the country, the ruling party is engaged in disgraceful power tussle, from inception till date.
It's glaring Nigerians made the greatest mistake of the century, the day they adopted this negative party, with negative change, offering negative solutions to the challenges of the country.
Senator Dino Melaye, get a medical expert on the treatment to your five minutes madness malady. It's becoming unbecoming.

The irony here is that the semi-literate president Buhari who hails from this educationally backward region and is yet to prove he finished secondary school now want us to believe that his people from this same educationally backward region are better equipped academically to handle govt jobs and appointments than those from the region whose cut off mark is 139. Meanwhile, when this clannish vindictive hate-filled president was looking for brilliant lawyers to help him convince a judge that he has a certificate, he didn't go for quota system lawyers from the North ooo. He hired southern lawyers. The biggest tragedy here is that some of these southern slaves who are oblivious of their slave status are the same people pushing the silly narrative that people from the president's region who have to score just '2' to gain admission into thesame unity college they themselves have to score above '100' to be admitted into, are now more competent to handle govt jobs. "Even if Buhari fill all his appointment with only people from his village, I don't care!, all I want is result" This is the popular line of argument used by these brain-sick imbeciles. What these morons mean is that in the whole of their southern region with all their education, there is no single person who can deliver result. In their slavish mind, they believe only those from their slave masters region are capable of achieving result. Meanwhile, some of those idiots are PhD holders ooo while the president whose poo-poo hole they've sworn never to remove their head from does not even have an ordinary WAEC result. Indeed, the worst form of slavery is that where the slaves do not even know they are slaves. Rescuing such a people is one of the most difficult task on earth because first, you have to spend reasonable percent of your time and resources convincing them about their true status and because of this thing called 'stolkome syndrome', your effort is very likely to be met with stiff resistance. This, here, is the challenge we currently face lo with these large number of unthinking horde of southern idiots masquerading as Buhari supporters.

Yes, theoretically. I would say no. It is very possible to hustle feeding and housing money from working tho. With a C$12/hr job and 20hrs/week during the school session, you would make ~C$1,000 a month which is very sufficient to cover all living expenses (people that make less than about C$11k per year are taxed at a very low rate). Hustling for tuition would be very difficult though, but it is possible to work full time during summer and make some savings to cover a fraction of tuition. I would not advise anyone to plan to work to pay all of their tuition; it would be very stressful.
Having said this, some grad students get research assistantships and pay little to no tuition and also get stipends. There's a number of people over at the Canada visa thread that have gotten this sort of funding. It is not too difficult to get if you graduated with a 2:1 (and above) and are resilient enough to bombard a whole bunch of professors at different universities with well-crafted emails expressing interest. This post on the Canadian thread describes how one would go about it.
