I commend your interest in HSE. When you seek to develop yourself, the first thing you need decide is: do you need academic development or professional. If you need academic, you can go to any country and do Masters in any HSE options - Your First Degree is the only requirement. But if you need professional development, then you go for ISPON. ISPON is only limited to Nigeria. There are international HSE certifications like NEBOSH etc that you can go for also.

I was in a similar situation in 2016 when I participated in the BOI-GEF programme. I applied for one million naira to set-up a palm oil mill. The amount was 80percent of the project worth - I was committed to contributing 20percent. I scaled through the process and was given the offer letter. The conditions in the agreement were not just friendly at all. The Bank even said (undocumented) that I would never be given cash. That the suppier of equipment and raw materials need to supply on credit while the Bank pay them directly, much later. I had to write and reject the offer. What I noticed is that pursuing these loan promises from government would make you spend a lot of money you would have injected into your business - these expenditure adding nothing to your business. I see on their website people that are currently on the BOI-GEF ward. Maybe they should come and prove us wrong and tell us how they scaled through. Perhaps we would be tagged lazy.

I think the new job is a technical concept. For instance in 2016 over 150 Exxonmobil employees were sacked as a result of the bad economy. Most of them now are into poultry farming. So from oil workers to poultry farmers - that's new job.

Investigation will reveal that someone was trying to save cost.

Saturated oil is not a health hazard. Lots of scientists get confused with the risk factor of saturation in oil. If the oil is naturally saturated, like coconut oil, there is no risk. The problem comes if the oil is made saturated synthetically through the process of hydrogenation - a case of margarine. Concern should be given to the quality of the oil in terms of extent of rancidity, peroxide value, and free fatty acid value.

My governor is looking for cheap popularity. There is a DPR office in Eket. What does he mean by storage depot? Mobil has an Oil Terminal in Ibeno. Except he wants the multinational to build a petroleum product storage depot which sounds ridiculous. Petroleum products storage depots in Cross River were never built by the multinationals. Someone built a petroleum storage depot in Ikot Abasi but the water there is shallow so the project could not succeed. My governor wants some more distraction to enable him complete Akwa Ibom State house in Lagos.

Don't wait until you have the bulk of money. If you are sure of steady income target injecting N100,000 monthly or at any convenient interval. I built something similar in my undergraduate days. I spent up to a million naira but still not complete.

Stay there and deceive yourself. Nobody is "marking" or "remarking" anything again for you. Better look for something else and do and forget YouWIN for now. You have tried your best. The last effort you made was the "Submit All" button you clicked in your last module. You have seen your scores now - nothing will be added nothing will be subtracted. As an experienced and a certified machinist/fabricator, I have dealt with many manufacturers and producers in various sectors. I realized from my analysis that a large percentage of people who are into this palm oil and palm kernel oil refining never complain of losses. With little capital and within few months, they often make huge amount of turnover. And when I asked them why, they would say “nothing is a waste in a palm tree”, they would add, “Everything in oil palm is money”.
Therefore, you are on the right track with this kind of business. Since you are setting up a mini refinery 0f about 3 to 4 tons per day that means that you will have to buy fresh fruit bunch (FFB) from those who have plantations. You can contact 3 to 4 plantation farmers and strike a deal with them, then come to an agreement on pricing and the availability of the bunches. You will need a truck to help convey the bunches to your refinery.
When it comes to refining process, you can set up palm oil refining section and at the same time set up a palm kernel oil section.
The process of refining is highlighted below:
Bunch reception to bunch threshing to bunch sterilization to fruit digestion to pulp pressing to oil clarification to oil drying to oil packaging.
The product from pulp pressing is palm kernel nut after separation and cracking. So therefore from Pulp pressing to nut recovery to nut drying to nut cracking to kernel separation to kernel oil extraction .
The oil winning process, in summary, involves the reception of fresh fruit bunches from the plantations, sterilizing and threshing of the bunches to free the palm fruit, mashing the fruit and pressing out the crude palm oil. The crude oil is further treated to purify and dry it for storage and export.
Each of this process requires machine to carry it out. The machines can be in units or the whole processes can be embedded in one machines.

And you call this your narrative refinining? SMH. @OP: you don't sound like someone that will invest in the next 10 years. When you sound serious you will see serious minded people responding to you. How to sound serious: introduce yourself - are you already in business or a newcomer? Do you have a business name or incorporated company yet? What do you want? - A Palm Kernel Oil Refinery? What extend of refining - Bleaching. Degumming, or Deodourizing Unit(s)? If it is a mini refinery you are looking for a business plan is not enough. You need a preliminary engineering design - ascertaining both technical feasibility and economic viability. Very importantly - you won't get any of these things free - both the business plan and the preliminary engineering design. They may not even come cheap.
