To the best of my knowledge, Local Governments allocated funds are subjected to the whims and caprices of their respective state governments and state House of Assembly probably because it's paid into a consolidated account of which the State Executive Governor is the sole signatory.
Besides, the funds have been so abused by the state governors that it's used as a political loyalty chip to willing chairmen since they're also empowered constitutionally - i guess to dissolve and delineate the councils when they deem fit [Adams Oshiomhole/ Bola Tinubu LCDA].
Yes they're also empowered to generate revenue internally but that's within the purview and scrutiny of the state governors.
Basically, these guys {chairmen} are at the mercy of the Oga-at-the-top.
I pity them sometimes but a hard-working Chairman can still stand out against all odds.
BTW,.. I call them Salary Chairmen because majority of them basically pay salaries throughout their tenure.

Core Delta is very different from the peripheral Delta i.e Delta North/Anioma/Delta Ibos.

I think until they sincerely cut ties [which is always a subject of serious argument] with the Core Ibos. The Core Delta won't want to see a Delta State tagged a South-Eastern state hence their constant resistance.

What are his antecedents and the scorecard that will sorta push his manifesto to voting Deltans.
NOI is the best the ''Ndi Anioma'' can present as the moment. The so-called Anioma Elders should concentrate on lobbying and presenting a credible candidate that stands out from the inept lineage that has been milking the state rather than shouting Gubernatorial marginalisation all the time.

Afam4eva: I suspect that Uduaghan will present his deputy if he wants to honour the governorship rotation. But i don't think that deputy governor is good enough. I've heard him speak and i don't think he's up to scratch. If Iweala decides to contest, she'll definitely have backing from Abuja and Uduaghan will have to respect that.
That's a Professor of Law we're talking of here.
That is more than ''scratch'' and a perfect grounding to be more articulate on issues than you postulated.
The only issue with him i think is the old age weariness and probably some health concerns.
