That's the way to go. Nin should also be a requirement for writing common entrance exams. That's one of the best ways to have a good database. No one should be able to set up a bank account without a Nin too. What benefits can we derive from these?
1. No certificate manouver issue
2. No age fraud in public office
3. Easy way to track criminals
4. Ease of allocation or grants prediction. E.g. Database will return total number of people under 30 years with just a click.

The Thai law is pretty straight forward - foreigners are required to renew their stay every couple of months - even if you are married to a Thai person.
